Avest Ln., Meridian, ID. The subject parcel is a storage unit facility owned by Stor-It Self Storage, and is in a commercial zone. AT&T is proposing to install a new 100' monopole tower, inside of a new lease area, which will also include an equipment shelter at the base of the tower. This new facility will help improve cell coverage in this area and surrounding areas. The 100' tower will provide maximum coverage for AT&T and also be available for possible future collocations, to help minimize the number of towers in the city. There are no opportunities for collocation on any existing structures in the proposed site area, which AT&T thoroughly looked into prior to proposing a new wireless facility. There are two existing towers on the same property, however, they are both stealth canister type towers and will not structurally or technologically accommodate AT&T's antennas & equipment. The tower design is what the city refers to as a "full array tower", which requires a conditional use permit. With the growing technology, sites that don't offer a full array are drastically cutting down on the wireless carriers' abilities to provide as much coverage and cell service as possible. The existing towers on the property are stealth type towers and will not accommodate AT&T's antennas/equipment. AT&T's compound will be completely fenced off and should not require any landscaping, as we believe it will not provide any purpose to the wireless facility and/or subject property. The Growth Committee will present the growth and population numbers each year this time for your use in your forecasts, projections, and presentations. Our goal is to help the City establish one set of numbers to use throughout the year to assist departments with planning and reporting needs. In summary, the City of Meridian is still growing strong... really strong! The data does not show any cooldowns or recessions in the near future. We as a City continue to receive large amounts or interest to develop and if we follow the Council Agendas over the last 24 months, you can see that the City has approved hundreds and even thousands of homes to be built in the future. We as a City will need to continue to monitor and manage this growth to the best of our ability while maintaining the services that our community has come to expect. This will take proper discussions, planning, and collaboration to make sure the City stays on top of the revenues/expenditures needed to maintain and develop the services/resources for our community. The outdoor storage consists of 8 -foot tall POD (enclosed storage containers) units stacked up to 3 units high at a maximum height of 24 feet at the rear of the property behind the proposed building enclosed by a 7 -foot tall chain-link fence with slats. The outdoor storage portion of the application was denied by the Director because it doesn't comply with the UDC standards listed in 11-3A-14, Outdoor Storage as an Accessory Use. Specifically, the outdoor storage area is required to be incorporated into the overall design of buildings and site landscaping so that the visual impacts of these functions arefullcontained and screened from view of adjacent nonindustrial properties and public streets by a solid fence or wall with a minimum height of 6 -feet and up to 8 feet. Such fence and/or wall is required to be constructed of a complementary or of similar design and materials of the primary structure. See attached site plan. The proposed PODS will be visible from the adjacent non -industrial property to the east, also owned by the applicant, designated on the FLUM as MU -R (Mixed -Use Regional) for future redevelopment, and from the property kitty corner to this site to the northeast. The material of the proposed fencing specifically does not qualify as a screening material per UDC 11 -3B - 5M and does not fully screen the POD units at their maximum height of 24 feet. The applicant requests City Council approve a lesser height for 2 units at a maximum height of 16 feet; and elimination of the requirement for perimeter screening.
