At build -out of project Phases 1-3, the facility will include a 73,000 sq. ft., two story building, 560 space parking lot, outdoor social and recreational spaces, and extensive site landscaping. Vehicular and pedestrian access to the site will be via (2) driveways and pathways from N. Tree Haven Way, a driveway and pathway from W. Tree Crest Drive, and a limited access, right in / right out driveway from Chinden Blvd. The proposed 560 off-street parking spaces far exceed the 146 required based on the gross floor area of building Phases 1-3. The build'ing's main auditorium will have a seating capacity in excess of 1,450. Research indicates that (1) parking space for every 2.5 seats is an appropriate ratio for suburban churches. The proposed ratio of about 2.6 seats per parking space assures that parking off site should seldom if ever be required. To lessen the visual impact of this amount of parking, and to keep a maximum number of spaces convenient to the main building entrance, the parking lot is divided into three distinct areas separated by pedestrian pathways and landscaping. Several factors have prevented compliance with the City Code stipulation that requires not more than 50 percent of on-site parking be located between the building and public streets. The first and most notable factor is the fact that the site is bounded by public roadways on the south, east, and a portion of the north sides; approximately 50 percent of the site's perimeter. Second, primary public access options are limited to the east side of the site where two very large irrigation mains are located that cannot be built over. Third is the need for a prominent and highly visible main entrance to the building located as close to the center of parking as possible. And lastly, the design of the facility requires that at least one and possibly two sides of the building be straight and unadorned to allow for future expansion. These are facades that should not face public streets. RockHarbor Church is therefore requesting alternative compliance approval of the proposed site plan and parking layout. Alternative compliance design measures that have been employed include the following: • Gentle, intermittent, and meandering sight -obscuring berming at all (3) landscape buffers abuttuig public roadways. • In excess of 60 feet of landscaping in lieu of the minimum required 20 feet of landscaping along N. Tree Farm Way. • Only (7) in lieu of the allowed (12) parking spaces between planting islands at 28 rows of parking spaces in Parking Areas B and C along Chinden Blvd. • Parking divided between the east and south sides of the site, rather than consolidated in a single area, with over 45 percent of parking located on the side of the building relative to Chinden Boulevard. • Almost an acre of landscaped social and recreational open space, playground, and patio area on the site, not including a total of approximately two acres of frontage landscape buffer.
