Cronk – attended one session put on by Wallace Idaho. They are doing phenomenal things. H. Bodnar – biggest takeaway was strategic planning session and creating surveys that benefit future planning B. Nary – enjoyed hearing about the state museum updates, restoration projects session, saving and refurbing existing buildings (green), suggested a working group to work on some strategic plan assessment and focus projects i. Establish Meeting with Basque Museum B. Johnston and J. Jones will meet with the director of the Basque Museum. b. Heritage Homes Tour Volunteer Takeaways D. Cronk and her husband volunteered this year, which covered 50s houses in the Randolf Roberts neighborhood. Everything in the home they were stationed in was authentic from the same time period. A lot of people came through the Baker house. D. Cronk would like to do something like that here, in Meridian, some day. H. Bodnar suggested picking possibly one house or business and maybe starting there as a pilo t. J. Jones said that we have the letter from last year’s historic preservation month ready and approved. J. Jones suggested the Pine Street School and putting together a committee to discuss this. L. Hill suggested Something Special Antiques, and advised not using the Hunt house. c. FY18 Budget Line Item Allocation i. Planning for PastForward Conference Expense in FY19 Commissioners discussed the FY18 budget and proposed no changes to current line items at this time. The commission made no decisions on the FY19 expense of sending someone to the PastForward Conference. d. Public Workshop on Building Improvements Motion by J. Jones; second by E. Kramer to approve not -to-exceed $550 for mailing and printing costs (postcards) for workshop in November. e. Citizen Recommendation for Oral History J. Jones suggested we look in to how other cities share their oral histories. E. Kramer mentioned that she has seen phone systems, where you call in and listen to various narratives. B. Johnston asked H. Bodnar to call Boise to see how they share their records. D. Cronk volunteered to represent HPC and H. Bodnar asked to be involved in the interview process too. f. Jones recommended that we suggest to Planning that we ask that they maybe include that historic properties have pictures taken of them before removal. B. Nary suggested that in this case an HPC member just go out and take pictures. J. Jones suggested contracting with a local contractor. B. Nary said that we could write an agreement for that contract. J. Jones asked that B. Nary contact the project manager and ask for permission to take photos. ii. Nary suggests that HPC go to Council and make a request before bringing the Ordinance. The Ordinance would be put on consent agenda the following week. B. Johnston can appear before Council on 10/24 to make that request. H. Bodnar will get that scheduled with B. Nary and City Council. b. Walking Tour Brochure Combination J. Jones volunteered to drive the remaining brochures to West Ada elementary schools. c. HPC “Coin” Award i. Roll Out J. Jones recommended that we do a press release after the HPC presentation to Council. H. Bodnar can contact Robert Simison to write Press Release. For now, awards will be presented quarterly. ii. Walking Tour App Irrigation Component B. Johnston and J. Evarts working on this still. d. Historical Society Membership/Fundraiser J. Jones met with L. Hill and Earl a few weeks ago to discuss larger concern in membership over fundraising. L. Hill recommended that we reach out to a HPC back east. Loop around back with the school district to make tours successful (handouts). Archival training for city staff or commissioner. Meridian Press had reached out to L. Hill to write a look back in time article. May be willing to consider p roviding a bit of ad space A Q 10. for membership. J. Jones recommended making more historical society Facebook posts. e. City Comprehensive Plan Review - Action Items Tabled f. Future Student Essay Competitions Committee H. Bodnar will work with E. Kramer and J. Jones to get this committee meeting set up. g. The board has updated their bylaws (to add a voting youth member to their board) and established a Strategic Plan. One of the most useful and successful programs to help them is the Federal Historic Rehabilitation Tax Incentive program. This program provides owners a tax credit (that’s money back in your pocket) of up to 20% of qualifying rehab costs. The Historic Rehabilitation Tax Incentives program is a joint program between the National Park Service (NPS), the Internal Revenue Service (IRS), and the State Historic Preservation Office (SHPO). The IRS regulates the financial and legal aspects of the program, such as total expenditures and filing. The NPS bases its approval on the historic integrity of the building, character defining features, and the Secretary of the Interior’s Standards for Rehabilitation (SOI for Rehab). The SHPO helps applicants through the process, evaluates prospective buildings for historic significance, identifies character defining features, and completes a preliminary review of the project. All pieces of the application are reviewed and processed via the SHPO and then forwarded to the NPS. SHPO acts as the liaison between the applicant and NPS. For specific questions regarding the IRS regulations, SHPO will provide the IRS contact. McConnell Building, Moscow ($175,000) 1984 Any person, firm, partnership, limited liability corporation, or other business entity that owns a historic building may be eligible for the credit. If you are interested in learning more about the program, please contact the State Historic Preservation Office at 208-488-7461. Drift Inn, Rupert ($500,000) 2010 PROGRAM BENFITS The most direct benefit is the owner’s 20% tax credit for federal income taxes. This program is recognized as a catalyst for economic revitalization; it encourages investment, provides jobs, and keeps buildings on the tax rolls. QUALIFYING FOR 20% TAX CREDIT 1. The historic building must be individually listed in the National Register of Historic Places or be contributing to a "registered historic district." Buildings must be listed in the National Register of Historic Places. Contact SHPO to find out if your building is listed. You can request the NPS to designate your building a "certified historic structure" by completing and submitting Part 1 of the Application. 2. The project must meet the "substantial rehabilitation test." This means that the cost of rehabilitation must exceed the pre-rehabilitation cost of the building. The cost of a project must exceed the greater of $5,000 or the building’s adjusted basis. The following formula will help you determine if your project will be substantial: A - B - C + D = adjusted basis A = purchase price of the property (building and land) B = the cost of the land at the time of purchase C = depreciation taken for an income-producing property D = cost of any capital improvements made since purchase TYPICAL QUALIFYING WORK: • The tax credits apply to repairs to; walls, masonry, finishes, floors, ceiling, windows and doors, chimneys, stairs and roofs; • Components of HVAC systems, plumbing and fixtures, electrical wiring and lighting fixtures; • Elevators, sprinkler systems, fire escapes and other mechanicals. Landscaping, fencing, additions, garage rehabilitation or other work outside the historic building generally do not qualify. 3. The rehabilitation work must be done according to the Secretary of the Interior's Standards for Rehabilitation. These principles, when followed, ensure the historic character of the building has been preserved in the rehabilitation. Simpson and Co. Building, Twin Falls ($1,700,000) 2008 4. After rehabilitation, the historic building must be used for an income-producing purpose for at least five years. Owner- occupied residential properties do not qualify for the federal rehabilitation tax credit. The 20% credit is available only to properties rehabilitated for income-producing purposes, including commercial, industrial, agricultural, rental residential or apartment use. The credit cannot be used to rehabilitate your private residence.
