Adoption of the Agenda Commission President Sharon Borton entertained a motion to adopt the agenda as presented. Commissioner Creg Steele motioned to approve the agenda as presented. September 13, 2017 Special Meeting (Parks Tour) Commission President Sharon Borton entertained a motion to approve both sets of minutes as presented. Announcements a. Commission Appointments - Steve Siddoway MPR Director Steve Siddoway announced Creg Steele and John Nesmith were reappointed last night at City Council. He welcomed them back for another term and thanked them for agreeing to return for more fun! They have a new Commissioner who is taking Debbie Shaner's place, Mike Pepin, who was also approved yesterday by the City Council to fill Debbie Shaner's position. Commissioner Pepin took a moment to share a little about himself: He expressed he had the pleasure of working in the Meridian Public Works Department for approximately three years up until about eight months ago. He is very familiar with a lot of MPR staff faces and is really looking forward to getting to know the Commission, helping where he can. While he was with the Public Works Department, staff assisted with projects, pathways, infrastructure, water/sewer for the parks to be built, and for services to be provided. From his standpoint, this is where he can plug in and assist. He is also very familiar with the City's budgeting process. In stepping away from the City and working in the private sector, he misses public service, so this is the reason why he wanted to serve on the MPR Commission. He was happy President Barton and the Mayor thought enough of him to appoint him. Commission President Barton expressed Commissioner Pepin has some great experiences and perspectives and cares about the City. He will be a great asset to the team. Steve thanked Debbie Shaner for her service to the MPR Commission. While it was short, her passion showed through for the time she was there. They are grateful for the effort she also put toward the Commission. President Barton agreed. On the youth advisory council side, Kayla McNay was also reappointed to come back and join the MPR Commission for a second year. Steve thanked Commissioner McNay for being interested and willing to continue forward with them. Her reappointment has been officially approved by Council. Commission President Sharon Barton announced she did not seek reappointment; therefore, this will be her last meeting. She stated it is time for her to move on, and her job is very demanding. She has enjoyed working with everyone and is so excited because she feels like the Commission is really strong, they have some good insight, and she sees the Commissioners' commitment. She believes the Commission's current momentum will continue, and the ideas that everyone is bringing to the group is helpful. She thanked everyone for giving their time and ideas. She expressed she will miss everyone, but was sure she will see them all around Meridian. One of the things she loves about working with the Commission is not just the members, but every one of the MPR staff. She has never worked with people who are so professional. She thanked them and understands how hard they work which makes coming to the MPR Commission meetings and getting things done so easy. She expressed she will miss MPR staff as well. Steve thanked President Barton for her service on the Commission—her leadership as Vice President last year and as President this year—and for the perspectives and the champion she has been for the things that the City/MPR Department has needed over the last several years. Commissioner Creg Steele thanked President Borton for being with the Commission and expressed she will be missed. The Commission took a group photo with Sharon. Yesterday, at City Council, Steve announced there was also a replacement for Sharon's position. Michelle Jensen was appointed. Although Steve has not yet met Michelle, President Borton stated she will be a fabulous addition as well. She has an IT management background, has a good passion for the City, and is willing to take on the challenge. Steve announced the City Council just restructured the liaison appointments. Councilman Keith Bird is now joining them as the MPR Department liaison. Councilman Bird will finish out his term on the City Council with MPR staff and the Commission, which both MPR staff and Commissioners are honored to have and love the fact they get to finish out Keith's term on the City Council with them. Steve thanked Councilman Bird for being with them. Councilman Bird stated he cannot thank everyone enough for allowing the Keith Bird Legacy Park to be named after him. He expressed it is the greatest honor he has ever had and is appreciative. Commission President Borton expressed Councilman Bird is well deserving of this. Commissioner Creg Steele echoed President Borton's sentiment and added it has been an honor working with him all these years. Meridian's parks would not be where they are today if it weren't for Councilman Bird's participation and help throughout the years. "Thank you." Steve also wanted to recognize Councilmember Anne Little Roberts spent not just one, but two consecutive years with the MPR Department/ Commission as Council Liaison. Steve is indebted to her for the leadership she had at Council, at the regular meetings, and with the budget processes, etc. for championing their cause at the Council level. Steve thanked and acknowledged her role as liaison on the MPR Commission. b. Welcome New Pathways Project Manager - Mike Barton MPR Parks Superintendent Mike Barton announced some of the Commissioners probably met Kimberly Warren if they were on the recent Parks Tour because Kim joined them on it. A couple weeks ago, Kim began as the MPR Department's new Pathways Project Manager. Mike stated they are really lucky to have her. Some of the Commissioners recognized her face from the MPR Master Planning effort; Kim was on the team. GreenPlay, who led the effort, hired a local consultant—Breckon Land Design—this is where Kim has spent the last few years. She has a wealth of experience. Mike welcomed Kim to the team. Kim expressed she is really honored to be there. She stated she does feel like she knows the group and knows many of the Commissioners. She is passionate about pathways and is looking forward to jumping in. c. 2017 MPR Facilities Tour Debrief - Steve Siddoway MPR Director Steve Siddoway announced last month was the tour. Sites included Kleiner Park, Hillsdale Park, Bear Creek, Meridian Homecourt, Reta Huskey Park, and Keith Bird Legacy Park. He solicited feedback from the Commissioners regarding their favorite part or anything MPR staff could improve on next year. They have also been trying to figure out specifically if they should keep the time the same, meaning having it be the same time as the MPR Commission meeting (5:30 p.m. start time). MPR staff members have toyed with the idea of making it a daytime tour. MPR Commission Feedback: • Jo Greer - She believed in keeping the tour the same time as the MPR Commission meetings. She would not be able to attend a daytime tour. She felt like this year's tour was more successful than the last one. She did not know if it had to do with the number of parks under construction. The pace was good. She really liked the information packets. It's fun having the staff participate so guests attending can ask questions. She expressed some frustration with the amount of people talking while the speaker/guide was speaking and playfully suggested getting a whistle. • Kayla McNay - For youth commissioners, they have school. With her rigorous school activities and classes, she is unable to miss school. She wants to keep the tour the same time, since it is already a scheduled day/time for them in the evenings. • John Nesmith - He supports an evening meeting time. • Creg Steele - He thought the tour went great, which gives them a chance to get out and actually put eyes on the parks and see the work they have put in all year. He would not change anything about it. With the three new parks coming online this year, it was really good to get out and see the progress. • Hannah Sturtevant - She liked how the tour was open to the public whether anyone was affiliated with MPR or not could attend. She liked the staff updates while on the bus and found them to be really valuable. She thought it was a good way to summarize everything that the MPR Department has been doing, including a tour of the parks. She appreciated how other staff members gave updates on behalf of those who couldn't attend. • Jessica West - She really liked the tour and how everything went really smoothly. It did start to get pretty dark though, towards the end. With a possible start time of 5 p.m. and a bus departure at 5:30 p.m. this may allow for more daylight as the tour concludes. d. Reta Huskey Park Grand Opening October 30, 2017 at 2 PM - Mike Barton MPR Parks Superintendent Mike Barton announced the grand opening celebration of Reta Huskey Park on Monday, October 301h at 2 p.m. The park address is 2887 W. Tubac Drive in Meridian's Bellano Creek Subdivision. He invited everyone to attend. Invitation flyers were handed out. e. Keith Bird Legacy Park Grand Opening November 9, 2097 at 2 PM - Mike Barton MPR Parks Superintendent Mike Barton announced the grand opening celebration of Keith Bird Legacy Park on Thursday, November 9th at 2 p.m. The park address is 3737 W. Lost Rapids Drive in Meridian's Bainbridge Subdivision. He invited everyone to attend. Invitation flyers were handed out. f. FY2017 MPR Commission Annual Report - Rachel Myers MPR Administrative Assistant II Rachel Myers announced each year the MPR Commission is required to provide a written report to the Mayor and City Council highlighting its goals and accomplishments over the past year. President Borton, the published agenda for each Committee meeting that evening reflected the task of completing this report. Rachel provided hard copies of the All -Commission Goals and Committee Goals the MPR Commission identified for reference so that Commission members can begin recording their accomplishments for fiscal year 2017. The deadline to submit the draft reports to Rachel for compilation and finalization is Friday, October 27. The Commission will need to act on this report at its November meeting. The incoming Commission President for 2018 will provide a verbal update at a future City Council meeting and following the Mayor's State of the City Address held in February 2018. g. November Commission Meeting - Steve Siddoway MPR Director Steve Siddoway announced staff was recently notified that the November 7, 2017 City Council meeting, which falls on election night, was being moved to the next day on November 8, which is also the date of the MPR Commission meeting. The November 8 Commission meeting will need to be rescheduled or cancelled. There was general consensus to move the meeting to Wednesday, November 15. The only meeting room available will be Conference Room A. Commission participants broke out into their respective committees at approximately 6:02 p.m. 5. Committee Meetings a. Parks Committee b. Pathways Committee c. Marketing Committee The Commission reconvened from committee meetings at approximately 7:02 p.m. 6. Committee Reports a. Parks Committee - Jessica West Committee member Jessica West reported the Parks Committee met that evening. Those in attendance were: Sharon Borton, Jessica West, Creg Steele, Steve Siddoway, and Rachel Myers. • Complete FY2017 MPR Commission Annual Re ort - The Committee reviewed the annual report; they went through where they were at today and where they hope to be within the next few months. They accomplished a lot. Some of the final finishing touches are still going on, but they presume they will be done in time to complete this year's report. • South Meridian Regional Park Shade - MPR staff is incorporating play structure equipment that does include shade elements. The entire play zone area design has been separated to incorporate shade for both children and adults. They hope to review future plans and drawings in the next few months. • Debrief on Heroes Park Art - This is regarding the sails that are going up in Heroes Park (Journey of Heroes Art Sculpture). At an earlier meeting, there was some concern about one of the photos that was submitted for the police officer and talked about getting a new picture. A new photo has been secured, taken to City Council, and is in the process of being fabricated. The details are still being worked out. They formulated some questions to be sent back to the artist and are waiting for those answers. The next step will be to present the design concept(s) to the entire MPR Commission in the near future. • Shade in Existing Parks - The Committee touched on existing parks where shade needs to be added or improved upon in the future. More will be worked on in the coming meetings. • Revisit Eveninp Em to ee Park Coverage - This item was not discussed, due to time constraints. b. Pathways Committee - Hannah Sturtevant Committee member Hannah Sturtevant reported the Pathways Committee met that evening. Those in attendance were: John Nesmith, Hannah Sturtevant, Mike Pepin, Kim Warren, and Mike Barton. • Complete FY2017 MPR Commission Annual Report - Committee members talked about their goals this year and how they accomplished them. Specifically one of their newer goals was to increase public engagement with the pathways to get the word out about new pathways that are going in. The Parks team improved signage along pathways this year and improved representation at community meetings, such as F.A.C.T.S. • Staff Update on Pathway Projects - The group received updates on a variety of pathway projects that are ongoing and overlapping each other. Concerning the Lemp/Larkwood Pathway, two property owners in the Larkwood Subdivision have agreed to sign an easement with the condition that a fence will be installed and paid for. Regarding the Five Mile Creek Pathway - Segment H2 from Badley to Fairview, it will be paved later this week with a potential ribbon cutting this fall. The pathway widening project on Linder Road across from Tully Park did not get any bids. MPR staff is now working with two different businesses to expand the pathway and make it more accessible. Regarding the Five Mile Creek Pathway - Segment D from Ten Mile to Black Cat, Kim will update the entire Commission in more detail about this connection near the Waste Water Treatment Plant later in the evening. c. Marketing Committee - Jo Greer Chairwoman Jo Greer reported the Marketing Committee met that evening. Those in attendance were: Jo Greer, Kayla McNay, Keith Bevan, Colin Moss, and Carter Blake (citizen guest). • Complete FY2017 MPR Commission Annual Report - Members reviewed goals and accomplishments. • Commissioner Community Presence Et Monthly Activities - The Committee went through various upcoming events. Shelly typically prepares sign-up sheets for each event held that month. Trunk or Treat is coming up on October 26. Regarding the Winter Lights Parade Et Tree Lighting (December 1) and Children's Winterland Festival (December 9), they will start to have weekly Christmas in Meridian Committee meetings held on Tuesday evenings at 5:30 p.m. for one hour. Santa letters and many other elements are in need of sponsors. Anyone interested in serving on this committee, please notify Jo. There will be a Santa's Workshop MPR Commission parade float (Steve interjected with a Parks Et Recreation Commission banner), and Commissioners were encouraged to attend the night -light event with their families to help market the Commission. Presentations to Groups Assist Steve Siddoway) - Shelly was working on updating the list of groups, so this is in progress. Steve Siddoway noted the MPR Department's Community PowerPoint was presented to the Chamber of Commerce earlier in the year, which was well received. He would like to see staff and Commissioners get out to other organizations. Chamber Presentation (Colin Moss) - Colin is still waiting for data regarding the data collection. There are seasons ending in different sports, so this will be in progress for a while. This project has been put on hold until further notice, based on a couple of restructuring items that are happening. Parks Et Recreation Month Debrief - July was Parks Et Recreation Month. Hashtags #Meridian Parks and #PlayOnJuly were created for families to take pictures in Meridian parks and post on social media. The Committee discussed something for next year as opposed to doing a Facebook photo contest. They were brainstorming about potentially having a booth at a different park maybe each weekend throughout the week in June, even if they decide not to do a Parks Et Recreation Month in July. The group thought it would be nice to have a banner asking people what they would like to know about parks and recreation, etc. New Marketine Ideas - As noted above, the Committee is working on various marketing ideas. 7. Old Business a. Drones in the Parks Ordinance Discussion - Mike Barton MPR Parks Superintendent Mike Barton reported two months ago Deputy City Attorney Emily Kane went before the MPR Commission to give a presentation regarding a proposed ordinance update that specifically dealt with drones. Mike provided an update to the Commission after this topic was recently presented to City Council, which required more discussion and follow-up that evening, based on Council's direction and feedback. The decision point was: 1) Do they need the draft updated code as it was proposed? 2) Do they leave the original Parks Code intact? - or - 3) Do they even need the existing code related to drones? Copies of his PowerPoint slides are attached to these meeting minutes. MPR Commission Feedback: • John Nesmith - He encouraged the current Temporary Use Permit application to include specific language regarding drones in writing, such as: "Do you plan on having a drone at your event? If so, please explain." (Hannah Sturtevant concurred.) He thought the rest of the code is fine. MPR Recreation Manager Colin Moss will propose this information to the Clerk's office. Mike will ensure this information is added to the MPR Department's shelter reservation permit. Steve Siddoway will direct staff to add drone information to the City/Department's website. He commented communication is key and recommended extending the lines down to multiple vendors who are not event sponsors; for example, at the Meridian Community Block Party. Colin Moss will ask Special Events Coordinator Renee White to add a section on her vendor application about this. Commission President Sharon Barton entertained a motion to recommend the Meridian City Code 9 13-2-6(T) remains as is. Commissioner John Nesmith moved to recommend the code remains unchanged. Vice President Jo Borton seconded. All were in favor of the motion. b. South Meridian Regional Park Naming Discussion - Mike Barton MPR Parks Superintendent Mike Barton reported at the August 9, 2017 MPR Commission meeting, he brought forward multiple naming options with graphics for the future South Meridian Regional Park in order to begin creating a park identity and to develop a sign package with graphics and art that will go into the park. After some discussion, the naming options were narrowed down to three: Highland Park, Exploration Park, and Innovation Park. Mike provided refined sign graphics in the form of a PowerPoint presentation. Copies of his slide handouts are attached to these meeting minutes. After review of each park name graphic set with discussion for each, the Commission focused on only naming the park that evening and hand voted for "Exploration Park." Mike will work with the artist to further modify the Exploration Park naming graphics and will return to the Commission at a later date to present additional logo options and mock-ups for consideration. 8. New Business a. Five Mile Creek Pathway Segment D from Ten Mile to Black Cat Alignment Discussion - Kim Warren MPR Pathways Project Manager Kim Warren provided an alignment update regarding the Five Mile Creek Pathway - Segment D, from Ten Mile to Black Cat. Copies of her PowerPoint slides are attached to these meeting minutes. There was general consensus by the Commissioners that they were in favor of the modified preferred alignment, as proposed by staff. 9. Workshop -NONE 10. Staff Reports MPR Director Steve Siddoway reported on the following: He expressed excitement for the three new parks currently under construction: Reta Huskey, Keith Bird Legacy, and Hillsdale. He was at Hillsdale Elementary School earlier in the day with the Mayor walking with the school kids there. They walked a section of the pathway loop for the Mayor's Walking Club Challenge. MPR Recreation Manager Colin Moss reported on the following: • Trunk or Treat Et Dance to the Beat is coming up on October 26, 2017. • The Meridian Youth Farmers Market finished up its second season in the beginning of September. Staff recently met with the Mayor's office and some representatives from the Downtown Business Association and talked about the future of the Farmers Market. One of the directions they are heading is that they will be dropping the youth name part but continue incorporating youth in the event as a way to make the event seem more appealing to all ages for participation. • Kleiner Park Live just finished up its concert series last Thursday. This was the first time the event was held in the fall. It worked out great some weeks, and it also worked out not great on other weeks, depending how cold it was. He encouraged feedback from Commission members who attended the event. MPR staff is deciding what they want to do with this concert series in the future. This is the fourth year of the event and is the first year they have not been able to secure an event producer who is willing to take on the event without getting paid. • MPR staff members continue to work on the design of the bay 5 renovations at the Meridian Homecourt to get some classroom space and hope to make a presentation to the Commission at the November meeting. There are funds in this year's budget (FY2018) to begin construction documents with hopes of getting a construction budget for FY2019. • The softball season is ending on October 17, 2017, which is a full month later than when it has normally ended, based on the wet spring, the air quality, and a variety of things that have pushed back the season. 12.Adjourn Commission President Sharon Barton entertained a motion to adjourn the meeting. Commissioner Creg Steele moved to adjourn the meeting. Commissioner John Nesmith seconded. The vote was unanimous and in favor of the motion. Remote Controlled Objects: No person shall operate a remote controlled toy, vehicle, or other object when other persons are present.
