Motion was seconded by Commissioner Walters. All ayes, motion carried. 4. Approval of Minutes: July 26, 2017 meeting Commissioner Glenn made motion to approve the minutes with the typographical error corrections that were submitted. Motion was seconded by Commissioner Pogue. All ayes, motion carried. 5. Old Business A. Community Recycling Fund - (1). Current balance (KG) Handouts were provided; reflecting current balance of MCRF (2). Review CRFP application forms and related process -Discussion Solid Waste Advisory Commission Meeting — August 23, 2017. Commissioner Nelson made a motion to proceed with document updates and officially opening the window for applications. Seconded by Commissioner Walters. All ayes, motion carried. B. Boise Compost Program -Update (RK) Anticipated 45 tons a day, actual numbers have been around 100 tons a day. Average additional cost is $3.40. Most customers have been able to offset that cost by downsizing their trash service. This is residential service only. 15 trucks and drivers. Noticed an immediate offset from trash to compost. SWAC has been invited to tour the composting facility. Commissioner Walters made a motion to hold the September 27`x' meeting in route and at the composting facility beginning at 3:00pm. Seconded by Commissioner Nelson. All ayes, motion carried. Motion by Commissioner Pogue to table the remaining agenda items to the September 27`x' meeting. Seconded by Commissioner Nelson. In order to help the City identify investment priorities forthe next two years, ETC Institute conducted an Importance -Satisfaction (I -S) analysis. This analysis examined the importance residents placed on each City service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction with City services over the next two years. If the City wants to improve its overall satisfaction rating, the City should prioritize investments in services with the highest Importance Satisfaction (I -S) ratings. Details regarding the methodology for the analysis are provided in the Section 2 of this report. Overall Priorities for the City by Major Category. This analysis reviewed the importance of and satisfaction with major categories of City services. This analysis was conducted to help set the overall priorities for the City.
