While neither the location of the facility nor its general size or resident count has changed, the footprint has (below). The building architectural character remains consistent with the concepts provided in the approved preliminary plat and DA Modification application. Building elevations and floor plan, along with site design and landscape, are detailed in the accompanying submittal documents and drawings. Project Features • Site Area: 3.38 acres • Building: 59,126 square feet, single -story structure • Unit Count: The proposed building will house 75 "units" with a maximum of 88 beds. Assisted Living — 57 • Memory Care — 31 Page 2 • Parking. The UDC parking requirement is interpreted to require one-half space for each bed. • At 88 beds, 44 parking stalls are required whereas 53 spaces are provided, including four (4) ADA stalls. • Parking Location Alternative Compliance. UDC 11 -3A -19.3.a states that "no more than fifty percent (50%) of the total off street parking area for the site shall be located between building facades and abutting streets. " Inasmuch as 48 of the facility's parking spaces are proposed to be located at the front of the building, "Alternative Compliance" is requested. Access to the rear of the building—except for emergencies—is restricted for the most obvious reason: protection of Veranda residents. Staff, residents, and visitors must enter and exit through the controlled, central "common" at the front of the building. Given the nature of the facility and the necessity for operational control, there is no option other than to seek a waiver of the referenced UDC requirement through "alternative compliance. " The parking spaces must be as near as practical to the entrance on Amity Road. • Site Access. Primary vehicular access will be from Amity Road with other, internal connections to the east, south, and west through "cross -access" easements as adjacent parcels develop. The Meridian City Council specifically granted a waiver from the access constraints of UDC 11-3A-3 by approving the proposed driveway to Amity Road. (H-2016-0092) IN SUMMARY This submittal requests two (2) specific actions: First, approval of a Conditional Use Permit for the conceptually -approved assisted living facility; and, second, approval of Alternative Compliance to allow the required parking to be located at the front of the building. Since the Council has already acted on the driveway waiver, no further action is required for the Amity Road access.
