2017 A(( -Commission Goals:
1. Develop a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway as the top priority.
2. Explore options to obtain, build, or develop partnerships for
additional park space and/or amenities.
3. Participate in the design development of the future South
Meridian Regional Park.
4. Engage other task forces, commissions, entities, and agencies
through workshops and other outreach for partnership
opportunities.
5. Pursue improved tools and opportunities to communicate with
citizens and stakeholders.
6. Develop partnerships with the Meridian Fire Department for
future fire stations to be collocated with parks.
7. Continue to foster greater Commission involvement in
community events through advanced notice and sign-up sheets.

empowered to advise the City on issues relating to park facilities and recreation programs of the City.

2. Adoption of the Agenda
Commission President Sharon Borton entertained a motion to adopt the agenda as
presented. Vice President Jo Greer motioned to approve the agenda as presented.
Commissioner Jessica West seconded the motion. All were in favor of the motion.
3. Approval of Minutes of the April 12, 2017 Special Meeting
Commission President Sharon Borton entertained a motion to approve the minutes as

4. Announcements
a. Commission Team-Building in June – Steve Siddoway
MPR Director Steve Siddoway stated in June it is the Commissioners’ tradition to
do a team-building event for their meeting. There has been a desire expressed to
try out the new disc golf course in Kleiner Park. The proposal was that the June
Commission meeting would be a team-building event in Kleiner Park with some
disc golf instruction from Colin Moss, play the game, and hold a potluck. The
Commissioners were in favor of this proposal.
b. Spring Pathways Tour Debrief – Jay Gibbons
MPR Parks & Pathways Project Manager Jay Gibbons reported there was good
turnout for the Spring Pathways Tour held on April 12, 2017. The weather was
spectacular for the window of time during the tour, as it rained before and
afterwards. Participants visited the following pathway segments by van or bicycle
starting at the Community Center:
1) Rail-With-Trail Pathway Segment from Broadway to 3rd Street to 8th Street.
2) Five Mile Creek Pathway, Segment E (Bridgetower Connection) from Ten Mile to
Linder Road.
3) Linder Pathway Connection at Tully Park between Ustick Road and Chateau
Drive.
4) Five Mile Creek Pathway, Segment F (H.R. Bud Porter Pathway) from Linder to
Meridian Road.
5) Five Mile Creek Pathway, Segment G (E. James Court Connection) from
Meridian Road to Fairview Avenue.
6) Five Mile Creek Pathway, Segments H1 and H2, from Fairview to Pine Avenue.
They also discussed the pathway directional signage that had not yet been
installed, but was in the process of being fabricated. Since the tour, the sign
package has been received. Approximately half of the double-sided signs will be
installed within the next few weeks, and the others will be erected, once the
pathways are built.
It was the Pathways Committee that strategically decided what the route would be
this year.
MPR Commission Feedback:
• Jessica West – When they crossed Fairview and how it is a short ways to go up
Fairview, is there any future plan to not have to go up Fairview at all? No,
pedestrians on the pathway would have to cross Fairview at the intersection
from N. Lakes Place at the light to safely cross five lanes of traffic and head
east to the new pathway segment where the Five Mile Creek crosses the road.
Director Siddoway interjected the key is that the connection along Fairview
will be improved with an asphalt pathway. It will not be just walking/riding
along the edge of traffic against traffic; it will actually be improved with the
new segment of the Five Mile Creek Pathway.
• Jo Greer – She expressed she really liked the way the tour went because she
enjoyed starting at the opposite end from the tour held a few years ago and
working their way back to the Community Center. She particularly liked biking
along the E. James Court segment to view the really narrow sidewalk compared
to the rest of the pathway, which showed the value in having the upgrades.

The Commission reconvened from committee meetings at approximately 6:43 p.m.
6. Committee Reports
a. Parks Committee – Sharon Borton
Chairwoman Sharon Borton reported the Parks Committee met that evening.
Those in attendance were: Sharon Borton, Jessica West, Steve Siddoway, Mike
Barton, Hillary Bodnar, and Gretchen Caserotti.
• Heroes Park Art Update – The Committee looked at the local heroes that were
suggested by the area schools. Gretchen and Hillary with the Meridian Arts
Commission explained who they were, the heroes proposed for selection, and
how the Committee needs to forward the selections to the MPR
Commission/Council with the students’ suggestions. The Arts Commission is
taking and gathering information on the heroes that were presented to the
Committee by the artist—Ken McCall—which is his job to research and ensure
they have an image that works for the pieces of art. If the first choice for a
local hero does not pan out, then the second person on the list would be
considered. Before the artwork is fabricated, an update will be made to City
Council in the near term.
• Memorial Program/Kleiner Memorial Plaza Update – There was some great
synchronicity happening because the Mayor’s Youth Advisory Council (MYAC)
was looking for a project to help create and fund through their participatory
budgeting process, and the Parks Committee was looking for funding of the
project. The MYAC has the funds needed and voted for the memorial plaza as
their project of choice. Therefore, the Committee will start moving forward
with a memorial tree, sandstone benches, and bricks to be engraved in Kleiner
Park. This should be done by October 1, 2017. They will examine engraving
costs, staff time, the best ways to install/remove the bricks, etc. at the next
Parks Committee meeting.
b. Pathways Committee – John Nesmith
Chairman John Nesmith reported the Pathways Committee met that evening.
Those in attendance were: John Nesmith, Debbie Shaner, Jay Gibbons, and Rachel
Myers.
• April Pathways Tour Recap – The Committee debriefed about the April 12, 2017
Pathways Tour.
• Ada County Highway District Pedestrian Advisory Committee Update – John
provided an update about the newly-formed committee who had attended one
meeting, which is scheduled quarterly.

• Staff update on Pathway Projects and Signage – Jay went over some pathway
projects. He noted signage for the Five Mile Creek Pathway will be installed
soon. The Committee also discussed a couple of potential pathways.
c. Marketing Committee – Jo Greer
Chairwoman Jo Greer reported the Marketing Committee met that evening. Those
in attendance were: Jo Greer, Keith Bevan, Colin Moss, Anne Little Roberts, and
Shelly Houston.
• Commissioner Presence at Parks & Recreation Events – Jo has sign-up sheets for
May, which she distributed to the Commissioners who may have an opportunity
to help out and/or be present at various monthly community events and to
show their support. They added Gene Kleiner Day to the list. They also
discussed possibly checking with Renee White regarding Movie Night to see if
she needs any assistance.
• Solicitation to Groups (Assist Steve Siddoway) – Steve Siddoway gave a
presentation to the Meridian Chamber of Commerce promoting the MPR
Department’s programs and facilities. Shelly will locate an older list of
community groups that they could go and solicit to.
• Chamber Presentation – Anne and Colin were looking into the demographics,
which was talked about at the last meeting. Anne has someone she is discussing
more information with who potentially has a survey program. More information
to come at the next meeting. They also discussed Colin doing an informal
census, and next year potentially partnering with the Meridian Chamber of
Commerce to hire someone to do a census on some of the activities held in
order to get an idea of how much revenue is coming in per activity.
• Monthly Activities for May (Sign-ups from Shelly Houston) – Shelly has been
acting as the MPR Department’s liaison for the Rock of Honor Memorial Day and
Veterans Day ceremonies.
• Parks & Recreation Month – July; Determine a Fun Activity/Event – Since the
Marketing Committee will not have a meeting in June, due to the team-building
event, they had to decide what they will be doing for Parks & Recreation Month
scheduled for July. Their idea is to stay with social media and to have a
photo/video contest, which will be promoted. If people are going to provide
posts on social media, they will have to use #PlayOnJuly and #MeridianParks
and will be eligible to win a prize in a drawing. Shelly will determine what the
prizes will be.
• Brainstorm New Ideas for Committee Review – The group talked about
brainstorming new ideas, since they have completed the flyers and the Parks &
Pathways Z-Cards. If something comes up which requires the Committee’s
assistance, please let them know.
7. New Business
a. Rock of Honor Time Capsule & Memorial Day Ceremony – Matthew Siddoway
MPR Director Siddoway introduced his son, Life Scout Matthew Siddoway, who is
working on his Eagle Scout designation. He has been working with members of the
Rock of Honor Board (Thomas Norris, John Burns, and Eric Wrazin) who were
present that evening in the audience.

Matthew Siddoway explained he is creating a 25-year time capsule for Meridian
that would be placed at the Rock of Honor at Julius M. Kleiner Memorial Park. He
is also coordinating a ceremony for the burial on Memorial Day 2017. Copies of his
PowerPoint slides are attached to these meeting minutes. The actual time capsule
to be buried was on display that evening.
MPR Commission Feedback:
• Debbie Shaner – She knows of a very proud scouter who would probably love to
play the bagpipes for the ceremony, if they are in need of someone.
Did Matthew make the time capsule? No, Eric Wrazin provided the time
capsule from Memorial Monuments, which is made of concrete.
As Matthew’s Eagle Scout project, will there be something on the time capsule
symbolizing that it was done by an Eagle Scout? The plan is not to have a
plaque on the outside necessarily, but something will be placed inside the
capsule.
Which American Legion group is represented? The Rock of Honor Board
members are a part of the VFW, but they also had a representative from the
American Legion come to the meeting as part of the Honor Guard to set up for
the flag ceremonies, etc.
• Sharon Borton – What was the most surprising or interesting thing that
Matthew learned from this process? The symbolism, because when he visited
the Rock of Honor for the first time and looked at the memorial, he saw
names of people and a quote from John Burns. But after he met with
everyone and learned some of the things after meeting with John Burns a
couple of times, he realized all the different things that they had thought
through and put a lot of time into to actually make this a real memorial.
From start to how close they are getting to Memorial Day, when did Matthew
begin this whole process; how long and how many hours were put into the
project? Matthew worked on this for approximately two months. He has had
two meetings with John Burns and two meetings with the Rock of Honor Board
and the American Legion.
She commented she was really impressed, because Matthew really thought this
important project through with research and meetings with people to help him.
She looks forward to seeing how everything turns out.

Matthew invited everyone to attend the Memorial Day Ceremony scheduled for
Monday, May 29, 2017 at 11 a.m. at the Kleiner Park Rock of Honor.
b. Signs, Art, & Theming for Hillsdale, Reta Huskey, & Keith Bird Legacy Parks –
Stephanie Inman & Mike Barton
MPR Parks Superintendent Mike Barton noted there are three parks under
construction: Hillsdale Park (Community Park), Reta Huskey Park (Neighborhood
Park), and Keith Bird Legacy Park (Neighborhood Park). The MPR Department

wanted to give these parks more personality and add some art to each of them.
MPR staff has been working with local artist Stephanie Inman, who has some
awesome talent. She has done a lot of projects around the Treasure Valley, such
as the Jump logo, Cottonwood Grill sign, etc.
Stephanie Inman led the Commission through what they have been working on, as
far as signs and art elements, to make the three new parks a little more
distinctive. Mockups and design samples were on display that evening for the
Commission. Copies of her PowerPoint slides are attached to these meeting
minutes.
MPR Commission Feedback:
• Jo Greer – She thanked Stephanie for her work. She expressed not only does
this make her more excited about the parks, but the research and personal
information that Jo was unaware of about Reta Huskey and Keith Bird is very
helpful.
• Sharon Borton – She echoed Commissioner Greer’s sentiment. She feels like
the art has created unique identities for each park. She appreciates the
research Stephanie has done to help pay tribute to the people that the parks
are named after. It also helps her picture the themes they were thinking of as
well.
• Jessica West – She thought the artwork was stunning. The flowers are going to
be beautiful, and the birds will look great. The tractor is really nice which ties
the cows together.
c. Forestry Update – Elroy Huff
Meridian City Arborist Elroy Huff provided a forestry update. Copies of his
PowerPoint slides are attached to these meeting minutes.
MPR Commission Feedback:
• Jessica West – Will the fruit from the fruit trees be accessible to the general
public? Yes, as well as the nut trees and edible seeds, which can also be taken
home, planted, and grown.
• Sharon Borton – On behalf of the Commission, she expressed her appreciation
to Elroy for his presentation and for spearheading all 15 consecutive years for
the City of Meridian to receive its Tree City USA designation.
d. Park-Wide ADA Compliance Audit – Mike Barton
MPR Parks Superintendent Mike Barton provided the Commission an update
regarding a park-wide ADA compliance audit. Copies of his PowerPoint slides are
attached to these meeting minutes.
MPR Commission Feedback:
• Jo Greer – She does believe the importance of this and that the City requires
new construction to be ADA compliant. She thinks it is good that the updates
are being made.
e. MPR FY2018 Budget Enhancements Overview – Steve Siddoway
MPR Director Steve Siddoway reported it is budget season, and all of the
departments have submitted fiscal year 2018 draft budgets to the Mayor and the
Finance Department. Departments are still in the process of meeting as directors

with the Mayor and getting the bad news that with everything that all departments
have asked for, the requests are too much to fund everything within existing
available dollars. While Steve does not expect to get everything the MPR
Department is asking for, he shared with the MPR Commission the Department’s
requests and solicited feedback on priorities, etc. Copies of his PowerPoint slides
are attached to these meeting minutes.
MPR Commission Feedback:
• Jessica West – Regarding updating the Homecourt to make more activity
spaces, is it the idea to move activities into space at the Homecourt and then
perhaps 1-2 years thereafter update the Community Center? The MPR
Department needs to know what the future is of the Community Center
building, and it will be more than 1-2 years in the future. Steve would like to
have a new Community Center that is updated, but the funding reality is that
the existing Community Center is functional, and there are a lot of needs with
limited funds. If they can add to the classroom space as opposed to renovating
existing classroom space, he would rather have more.
• Jo Greer – Regarding the Parks Division maintenance equipment, Steve showed
a few images of equipment pieces. How much is a snow blower attachment?
Steve did not have costs readily available but would get her that information.
Are the Pine Avenue improvements an ACHD project? Yes, it will be an ACHD
project with a cost share for the elements that are beyond the road,
specifically pathways or landscaping for the urban renewal area, which is
roughly downtown to 5th or 6th Street. The Meridian Development Corporation
will be covering those costs. Between there and Locust Grove, the MPR
Department will have some funds in the pathways enhancement to take care
of its part of this. Does the City have to front the funding first and then be
reimbursed? Correct.
• Sharon Borton – For the area past 6th Street to Locust Grove on Pine Avenue,
will there be sidewalks on both sides of the road? Yes. The pathway-type
sidewalk will be on the north side where the Five Mile Creek Pathway comes
out and intersects with Pine until it goes down to where the bridge is located
and then it will cross and be on the south side up to Locust Grove.
8. Old Business
a. Nominations for Heroes Park Art – Mike Barton
MPR Parks Superintendent Mike Barton reported work regarding this agenda topic
was done with the Parks Committee earlier that evening in which Chairwoman
Sharon Borton provided an update (see agenda item 6.a.). Mike sought a
recommendation or a vote to move these images forward both to the artist and
then also onto the City Council for a Department Report and to give them a heads-
up. The MPR Commission’s recommendation carries a lot of weight when
presentations are made.
The Journey of Heroes was selected as the art piece to help theme Heroes Park,
which will be built by Ken McCall; it should be fabricated later this summer, and
completed by right around October 1, 2017. Currently, this project is on schedule.
Ken McCall has proposed 20-foot-tall images with the flags that have motion to
them and spin in the wind, which include three poles in the planter box, and have

restroom/concessions building.

recognizable, which include:

The Parks Committee’s task was to determine what would go on the pathway
markers, which would not be permanent. The vinyl has a maximum shelf life of
ten years (more realistically five or six years); however, they may not last that
long. There are five 5’x3’ trail markers that will go around the perimeter of the
park.

What needs to be decided was what images will go on the trail markers. The
Meridian Arts Commission put out a request from five different schools to have
students in classes work on what their idea of a hero was, and the following
selections were received. All of these heroes have Idaho ties.
• Rocky Mountain High: 1st choice – Alex Fox; 2nd choice – Officer Holtry, BPD.
Alex Fox donated his kidney to a special-needs teenager.
• Paramount Elementary: Dean Brigham.
Dean Brigham is the school’s principal.
• Heritage Middle: 1st choice - Gregory “Pappy” Boyington; 2nd choice – Jardo
(K9).
Pappy Boyington was an American combat pilot during World War II who
received a Medal of Honor and Navy Cross for his bravery and actions. He
was a member of the legendary “Flying Tigers.” He survived when his plane
was shot down by the Japanese and was a POW for more than 1 ½ years.
He was released when Japan surrendered.
• Pioneer Elementary: 1st choice – Kristin Armstrong; 2nd choice – Lillian Disney.
Local icon Kristin Armstrong won three Olympic gold medals and served as
the Aquatics Director for the Boise Family YMCA for several years where she
was in charge of 50 lifeguards and swim instructors. She has also
championed the Meridian YMCA facility.
• Chief Joseph Elementary: Chief Joseph.
Chief Joseph was a famous Nez Perce leader who, when faced with
settlement in Oregon, led his followers to a dramatic effort to escape to
Canada.
The Parks Committee was on board with going with the first choices noted above.
When the pathway markers need to be rewrapped, they can open up the contest at
that time.

• Sharon Borton – She added they still need to ensure they have an image that is
available to them. They will do more research on Alex Fox. The Parks
Committee also discussed doing—when they have to change out the heroes to
new heroes—some sort of plaque somewhere so they can recognize the heroes
who have been on the mile marker flags and signage while they bring in new
heroes. She likes this idea in the sense that it is ever changing and always
looking at who the heroes are. She believes it fits with society and who they
are at the time the heroes are identified.
Commission President Sharon Borton entertained a motion to recommend bringing
forward the Journey of Heroes Art heroes selected to the City Council.
Commissioner Jessica West motioned to bring forward the selected individuals as
approved to City Council for the Heroes Park signage. Commission Vice President
Jo Greer seconded. All were in favor of the motion.

10. Staff Reports
MPR Director Steve Siddoway reported on the following:
• FY2018 Budget – The fiscal year 2018 budget season is consuming a lot of time
right now.
• Strategic Presentation – Last night at City Council was the MPR Department’s
strategic presentation, which is an annual update that they provide to City Council
on strategic goals that are set in the City-wide plan, as well as an update on some
of the things that the Department has accomplished over the last year. The
Department used as a base the MPR Community PowerPoint Shelly Houston put
together for the presentation, and then MPR staff added a few things to it for the
strategic goals.
• Special Events – The MPR Department is gearing up for many events for 2017, such
as CableONE Movie Night in Meridian.
• New Parks – With three new parks under construction and a big South Meridian
Park in design, these are some of the big “rocks” that the Department is focused
on.
MPR Recreation Manager Colin Moss reported on the following:
• Kleiner Park Live – Since the last MPR Commission meeting, MPR staff have gone
through the bid process to put Kleiner Park Live out to bid. They have selected a
contractor who is going to produce the events; it’s the same person who has done
it the last couple of years—Becky Breshears. This event will now be held in the fall
instead of summertime for cooler weather and not compete with the Rock the
Village concert series. Kleiner Park Live will start the last day in August and go
through the first Thursday in October.
• Homecourt – MPR staff members are actively working on design concepts for Bay 5.
They just started the process and have received one design concept but are
waiting for another concept. Pending the budget, they hope to move into the
construction documents phase for the next budget year.
They went through the process of creating a logo for the Meridian Homecourt.

dollars for the current budget year to brand the building as a City facility using this
new logo in various places inside.
• Summer Camp – Recreation Coordinator Jake Garro is working hard right now, as
the MPR Department is approximately one month out from getting started with
Summer Camps. He is almost finished getting the staff hired. The Department is
moving from six weeks to nine of Outdoor Adventure Camp this year, because it
has been very popular in the past.
• Unplug & Be Outside Week – This event just wrapped up, which happened at the
end of April. Recreation Coordinator Renee White did a fabulous job with this
event. She really took it from where it was and made it so much better than what
it has been in the past. There were 20 different organizations that participated
with 40+ different activities held over the course of the week. The weather was
challenging. Renee was also able to secure a couple of grants to pay for some radio
ads to get the word out about the event. She had some extra dollars to buy soccer
balls, footballs, and jump ropes to be able to send kids home from each activity
with something. He is looking forward to future years of Unplug & Be Outside Week
to see how the event evolves.
• CableONE Movie Night – Movie Night is getting started at the beginning of June.
MPR staff members are excited about the new projector, thanks to the funding
from CableONE. Renee White has been working with an audio-visual company to
make sure the projector will communicate with their equipment. She is also
getting a case so that the projector can be hauled around without the worry of
damaging it.
• Gene Kleiner Day – This event is coming up on June 10, 2017. He invited everyone
to attend. The Meridian Symphony Orchestra will perform that evening.
• Girls Fastpitch Summer Fun Kickoff Tournament – Recreation Coordinator Tyler
Roberds hosts this tournament and is expecting over 40 teams to participate this
year. Games will be held at Heritage Middle School and Settlers Park.
• 3v3 Basketball League – They are starting a 3v3 Basketball League this summer at
the Meridian Homecourt.
MPR Parks Superintendent Mike Barton reported on the following:
• Three New Future Parks – The MPR Department has broken ground the first of
March concerning Hillsdale Park, Keith Bird Legacy Park, and Reta Huskey Park.
They lost five weeks, due to rain; however, the weather is now improving, so no
more time has been lost. The construction crews are progressing.

Commission President Sharon Borton entertained a motion to adjourn the meeting.
Commission Vice President Jo Greer moved to adjourn the meeting. Commissioner
Debbie Shaner seconded. The vote was unanimous and in favor of the motion.
There being no further business, the meeting adjourned at approximately 8:47 p.m.
