2017 05-24A CITY OF MERIDIAN SOLID WASTE ADVISORY COMMISSION REGULAR MEETING AGENDA Wednesday, June 28, 2017 4:00 P.M. — 5:00 P.M. Approval of the Agenda: Motion by Commissioner Glenn to approve the agenda with modification of item 6A from "Proposed FYI Trash Rates" to "FYI 8 New Rate Consideration" Seconded By Commissioner Walters All ayes, motion carried. 4. Approval of Minutes: May 24, 2017 meeting Motion by Commissioner Pogue to approve the minutes as presented Seconded by Commissioner Nelson All ayes, motion carried. Commissioner Pogue introduced Elizabeth; the Youth Intern in the Legal Department for the summer. 5. Old Business A. SWAC Annual Booth - Report (Meg Larsen) Commissioner Larsen reported that there was lots of interest, good discussions as well as participation in the games. Community Recycling Fund (CRFP) SWAC Sponsored Project - Bench Discussion The commission had previously determined to sponsor a custom leaf bench in FYI 8. This discussion was to determine which leaf would be reserved for SWAC's said sponsorship. Motion by Commissioner Walters to select the Catalpa Leaf as the bench design to reserve for SWAC's sponsorship. Seconded by Commissioner Caldwell All ayes, motion carried. Council update for this topic is not a rush at this time. This is an FYI item. C. Trash or Treasure Pilot Program — Report on City Council Presentation (AP) City Council is supportive of SWAC coming back next year to discuss another event. SWAC's sub -committee with continue process feedback and to work with Republic Services, Subdivision selections in order to make a 2nd event even better. Results of City Survey were presented and indicated that 86% positive on waste management. Thank You to Republic Services for all that you do for the City of Meridian. 6. New Business A. Republic Services' Proposed FY18 New Rate Consideration -New commercial extra yard charge for overfilled containers (RK) Republic Services wanted to put SWAC on notice that there will be a new rate for consideration on the spreadsheet, during the annual rate review discussion. Republic Services is finding several commercial customers getting creative in order to "over load" their dumpster. This makes it extremely difficult to service the dumpster with standard service. Spillage, cleanup, physically having to handle more debris than typical. This additional fee would be charged per occurrence and is not a monthly fee. B. Ada SWAC — Update (SC) Ada County SWAC has ramped up for their new year. Steve Cory is the Chairman; with Steve Sedlachek will be the Vice Chair. Rates discussion appears to be slated for 2019-2020. *suggested provided a small update regarding the county landfill discussions during the FYI rate presentation. CRFP in FY18- Discussion Several viewpoints on when, how, why and process on the CRFP. Commission Pogue provided overview of historical process, timing, advertising, selection process. Commissioner Glenn provided fund balance. Motion by Commissioner Caldwell to move forward to open an application window for Community Recycling Funds Program. Seconded by Commissioner Pogue Further discussions will be held at future meeting in order to finalize the process, application forms, dates for application submittal, etc. 7. Next Meeting: July 26, 2017 FY2018 Trash Rates — Annual review, request for increase CRFP 8.
