Dear Mayor and Council Members:
The Council requested modifications to the preliminary plat and the applicant to address some
of the concerns at the Council meeting of August 15, 2017.1 have the following responses:
A. Modifications Requested by Council:
1. Remove one additional lot from Block 12 abutting Blackrock Subdivision to ensure
no more than two lots shall adjoin any one lot within Blackrock. The preliminary plat
has been revised to reflect this request.
2. Add a common lot along the slope adjoining Blackrock Subdivision that will be
owned and maintained by the Homeowner's Association. The CC&R's shall describe
and address this maintenance. The width of the lot shall vary from 35 feet in width to
15 feet in width based on the slope. The preliminary plat has been modified to
incorporate the lot.
3. Add a minimum of 4 additional parking spaces to the pool facility parking lot to
accommodate future residents. The preliminary plat revisions include this change
allowing for a total of 8 parking spaces.
4. Modify the preliminary plat to show the pool facility as part of the phase 3. The pool
facility will be constructed after the 100th residential building permit is issued,
weather permitting. The phasing has been modified.
5. Identify a pedestrian-friendly and traffic-calming improvement at the intersection of
S. Calais Way and E. Taconic Drive. The design of the improvement will require
approval by Ada County Highway District.

6. Highlight the pedestrian paths and multi-use paths for Council. The proposed paths
have been delineated on the plan.
7. Identify the bike lane proposed with the improvements on E. Taconic Drive. The lane
has been highlighted and labeled on the plat.
8. Show the future dual lane roundabout at the E. Taconic Drive and S. Eagle Road
intersection. The ACHD template for the roundabout has been incorporated into the
plat. The plat reflect the channeling median prohibiting left turns from Radiant
Avenue.
9. Identify the location of the proposed HAWK signal at the Taconic and Eagle Road
intersection. The location has been delineated on the plat.
10. Provide a landscape perspective of the entrance with the future roundabout. The
landscape architect will provide an updated plan.
B. Requested Changes to the Site Specific Conditions
1. PLANNING DEPARTMENT
1.1 Site Specific Conditions of Approval
1.1.1b. The Owner/Developer requests eligibility if current or future provisions allow for
reimbursement for sewer or water improvements that provide additional service and
capacity to other projects. The Owner/Developer shall be responsible for all costs
associated with the sewer and water service extension.
1.1.1 e. The site amenities (i.e. changing rooms, swimming pool, tot lot and parking area)
proposed to be constructed on Lot 1, Block 13 shall be constructed with Phase 3 of
the development or after the 100th residential lot.
1.1.1 g. The City Council grants a waiver of the maximum block length for Block 5 due to the
location of Ten Mile Creek and the applicant cannot break the block with a street.
The applicant has provided a common lot mid-block (Lot 17, Block 5) that could be
used for pedestrian access to the NMID maintenance roadway.
1.1 .In. The City Council will allow easements within building lots for the pressure irrigation
main line and gravity pipe serving Blackrock. These types of private irrigation
facilities are placed within easements on all residential projects. Provisions will be
incorporated into the CC&R's to protect and allow for maintenance and access if
necessary. The Boise-Kuna Irrigation District easement located on the north
boundary is for an overflow or diversion of the Beasley Lateral to Ten Mile Creek.
The developer will be piping the Beasley Lateral through the Sky Mesa development

and the need for the overflow will not be necessary. The easement will remain since it
is rare the Boise Project Board of Control relinquishes easements. We respectfully
request the Council allow the easement to be located within the buildable lots.
1.1.10 The applicant will apply for Certificates of Zoning Compliance and Design Review
for the changing rooms and swimming pool. The applicant will construct these
amenities within Phase 3 of the development or after the 100th residential lot.
1.2 General Conditions of Approval
1.2.4 The applicant requests modification from the City Council to include irrigation
easement areas within single-family lots.
