Meridian P&Z Commission, Mayor and City Council Members:
In accordance with Meridian City Code 11-5, please consider this application for an
amendment to the text of the City of Meridian Comprehensive Plan (the Plan). This
amendment has three primary objectives.
The first objective is to update the text and policy statements (Goals, Objectives, and
Action Items) within the Plan. As part of the Planning Divisions annual review of the
Plan, staff check -ins with other City Departments and provides them the opportunity to
update action items, either to indicate completion, revise descriptions, change priority,
assign to others, or when appropriate remove. Several Departments and partner agencies
also provided updates to general areas of text within the Plan. Planning staff consider all
of these requested changes to be updates or cleanup, and support the involvement and
recommendations by participating departments and partners to ensure the Plans
relevancy, active use, and implementation.
The second objective and area of notable change is to acknowledge and provide
awareness for the South Rim. The Comprehensive Plan already makes mention of the
North Rim. This amendment provides topographic exhibit maps, located in the
appendices, which demarcate the specific boundaries for both of these areas. The
proposed text also changes how the "density bump" rule may work in these areas (which
is to say that it is disallowed), and to provide four new policy statements (one objective
and three action items) to address high-level design goals for development in these areas.
These changes are proposed as a result of public involvement at several recent public
hearings, and by comments by the Mayor and City Council at these meetings.
It is important to note that the text of the Comprehensive Plan works in concert with the
Future Land Use Map (FLUM). Proposed text changes related to the rims are intended to
work with the FLUM, and to avoid conflict by providing opportunities for a variety of

adopted future land uses (those within the identified rim areas) to meet these new policy
statements. Planning staff worked with several individuals representing a larger coalition
of south Meridian residents and believe that these changes strike a balance between
requested revisions and limitations of scope, timing, and suitability. Further collaboration
is likely required to evaluate updates the Future Land Use Map and the City's Unified
Development Code, in order to explore requests for more explicit development standards
within the Rim areas. In fact, City staff envisions initiating a specific area plan of sorts in
the southeast in the near future. Additional policies related to development and growth
patterns are an anticipated outcome of that effort.
The last objective for this amendment is to review and approve the latest version of the
Existing Conditions Report 2017 (ECR). The ECR is an addendum to the Comprehensive
Plan, but integral in addressing Section 67-6508 of Idaho Code (the Local Land Use
Planning Act). This section of Idaho Code mandates specific topics that the must be
addressed as part of the City's Comprehensive Plan. In 2010 the City moved to split the
Comprehensive Plan into two documents, in order to streamline the Plan. One way this
was accomplished, was to separate out key information about the City's history, present
day conditions, trends, and current initiatives, from policy and future -looking initiatives.
This separated information became the Existing Conditions Report, which allowed the
Comprehensive Plan to focus on policy moving forward. Planning staff generally try to
update the ECR every 3 years so that it may remain relevant. The proposed changes to
the ECR reflect the Meridian of 2017.
