Please consider this letter the required project written narrative. Twelve Oaks Villa Subdivision comprises approximately 7.99 acres and is located west of S. Linder Road and between S. Linder Road and Ten Mile Rd. fronting on W. Franklin Road. Details on the existing individual property comprising the project is as follows: Address Parcel Number Acreage 1845 W. Franklin Road R8580480020 7.99 This property is within the city limits of Meridian and carries the C -C and TN -R zoning designation. The attached final plat offers 10 apartment buildings containing 70 apartment units, 9 duplex buildings for a total of 88 combined living units and 1 club house for a total of 19 multifamily dwellings buildings and 1 common use building and one retail lot. The total qualified open space provided for the project is 5.44 acres which exceeds 10% of the 7.99 acres gross area. The open space provided consists of areas adjacent to arterial roadways, landscape buffers, and other qualifying landscape open space areas. The site takes primary access from W. Franklin Road. Development is served by a common drive that provides access to all the buildings. Lot 1, Block 1 is retail and is also served by said common drive. The 23' landscape buffer along W. Franklin Road will be maintained by this development. The property has shares within the Nampa/Meridian Irrigation District where the delivery system is managed and maintained by either Twelve Oaks Villa or possibly Nampa/Meridian Irrigation District. Existing facilities will be utilized and improved to provide pressure irrigation to the project if the Nampa/Meridian Irrigation District agrees to own and maintain it. It would be a good thing to carve that one corner (the one in the red circle) a little to make the template fit. Your hydrant locations look like they are within acceptable distances for the FDC's. The duplexes are fine and won't require any additional hydrants. Any drive aisles under 26 feet will require signage for No Parking. For 26 to 33 feet will be one side No Parking and 34 and over can park both sides. The apartment buildings are two story 8-plexes (less than 30' tall) with two of them being three story 12-plexes (exceeding 30' tall). Domestic and fire suppression water service have yet to be laid out. Please let me know your thoughts on fire access lanes, signage, and fire hydrant locations. Broadway Avenue Suite 210 Meridian, ID 83642 Re: The Villas at Twelve Oaks - Statement of Centerline Groundwater Elevations To whom it may concern: This letter serves as a statement regarding normal groundwater elevations relative to design street finish centerline (CL) elevations. Based on soil data from Natural Resource Solutions, seasonal high groundwater fluctuates from 2'-8' deep throughout the project site. Our design street CL elevations on this project are set to range from approximately 0.5' below to 2.0' above existing ground surface. In the southeast corner of the site where the highest groundwater was measured, private street grades can be expected to be right at 3' higher than seasonal high groundwater. It is worth noting that this development will re -channel the onsite irrigation ditch through the site reducing the amount of uncontrolled flooding of the property. This uncontrolled flooding is a major contributor to the unusual high groundwater measured onsite late in the irrigation season. One cannot detect any high groundwater when peering into the bottom of the adjacent Tenmile Drain that is about 9 -feet deep. It is our opinion, that the local seasonal high groundwater should decrease in elevation with the completion of this development resulting in greater than 3' separation from groundwater to all street grades onsite.
