Background
On August 17th, Public Works and Planning staff held a public open house
with ACHD on the Meridian and Main Split Corridor Phase 2. The main
purpose of the open house was to present and solicit comments on three
construction phasing options for joint construction of the City's utilities and
ACHD's roadway project.
At the joint Council/Commission meeting this week, City and District staff
will present the public's comments on the construction phasing options and
seek direction from the Council and Commission on 1) the construction

alternatives (full closure, rolling closure, and one -lane open) 2) alternate
access approach, and 3) response strategy to the public comments received.
Trench Widths for City Utility
In discussions with ACRD staff about how to integrate the City's utility
project with the roadway project there has been some disagreement about how
much of the roadway the City's sewer line installation will require. Based on
soils investigations, the consulting engineer's opinion and comments from
qualified local contractors, Public Works believes that the sewer installation
will not require a total closure of Meridian Road. However, staff does believe
that closure options would significantly reduce the time and amount of funds
necessary to construct the entire project. City staff wishes to make the Mayor
and Council aware of this in order to facilitate an informed discussion about
construction phasing options.
Construction PhasinIz Alternatives: ACHD has estimated construction costs
and length of construction for the three construction scenarios. Based on the
public comments, estimated cost savings, and lesser length of
construction, City Staff recommends Option C, full closure and would
like the Council to express a preferred construction alternative during the
joint meeting. NOTE: The ACHD Commission will not take action during
this meeting on a construction alternative, but does want to hear the city's
preference as they prepare to move forward with a construction bid option.
Alternate Access: ACHD Staff has derived ways to provide access to
properties whose current access will be eliminated during construction of the
project — in a full or rolling -closure scenario. The ACHD would like the City
to cost share the expenses of providing alternate access to these properties.
The estimated total costs to provide alternate access is between $800,000 and
$1M. City Staff recommends the City share in the alternate access costs,
as it will provide a net savings overall and provide properties with viable
alternate access.
Public Comment Response: During the August 17th open house, 118
attendees signed in and 57 of those filled out comment cards. Additional
comments were received via ACHD's website. City and ACRD staffs plan to
review written comments and respond accordingly. The current, joint -response
strategy is threefold:
i. General/Rhetorical comments received — respond with a form -based
letter response co-signed by both agencies.
ii. Specific comments regarding the City sewer and water project only —
response will be specifically addressed by City staff.
iii. Specific comments regarding the roadway widening project only —
response will be specifically addressed by ACED staff.

ACHD and City staff will share the outreach that has already occurred, and a
plan for future outreach, to minimize the effect of construction on downtown
businesses. Staff would like feedback and suggestions on any additional
ways we might be able to assist businesses before and during
construction.
• Joint Agenda Item D
ACHD Staff will provide updates on progress on other elements of the Split
Corridor project. One of the items will be a pedestrian crossing/signal at
Broadway Ave and Meridian Road. During the initial roadway design, City
staff expressed concern for a safe pedestrian crossing of Meridian Road at
Broadway Avenue given the heavier volumes and wider cross section that will
result from a complete project. As a result, ACHD staff included the design of
an unsignalized crossing with a refuge island (in the center of the roadway)
between Broadway Ave and the Railroad tracks (mid -block at City Hall).
However, it now looks like ACHD will have to provide vehicular access to the
properties on the west side of Meridian Road, which would create conflicts
with a mid -block pedestrian crossing.
Since the initial discussions about the need for a safe pedestrian crossing,
further traffic observations and continued work on the Meridian Rail with
Trail concept lead City staff to believe that a fully signalized intersection at
Broadway and Meridian Road might be the best option for both motorists and
pedestrians. Truck traffic from industries east of City Hall and pedestrians
going to and from downtown will need a way to access and cross Meridian
Road during peal-, hours. Unlike a HAWK signal, a fully signalized
intersection can be coordinated with other signals to minimize impacts to
through traffic. City staff has requested ACHD to consider a full traffic
signal and analysis should commence soon so it can be installed with the
MSC 2 project.
Staff does not have any other comments on the updates ACHD staff intends to
share.
