I would suggest an remand order with a memo that indicates the confusion and if the Council wanted to still have a denial then just advise us. They can't remand during a Pre-CC meeting, can they? If I don't have to prepare findings, I'd obviously prefer to go straight to the Remand Order. But Charlie's motion was to prepare findings for denial and include the new reasons discussed at the 10-12 Pre-Ceo meeting. Please advise.
