Lanark St. Meridian (Willey # 2 PODS) Dear Staff: Please find attached a Design Review and CZC Application for the above referenced project. This building is located at the end of E. Lanark St. in the Syam Park Subdivision. The owner is proposing to construct a multi -tenant Flex Industrial Building in an IL zone. The new building will look similar to the existing building just to the West of the Site. The building will be 35'-6" above finish grade on the South side and 39'-6" on the North side. The project will be painted tilt -up concrete with several reveals. The entire building will have a tex-coat finish system around the entire building to add texture to the concrete panels. We have added 4'-0" wing walls and metal canopies on the building corners at the entries to break up the flat walls. We have added 4" accent reveals above the window areas around the entire building for a pattern variation. The body of the building will be a medium brown with the upper 7'-10" being an off white cream color. The three reveals will be painted Red to match the metal canopies. The window areas will be bronze tinted glass with dark bronze aluminum frames. The building has been located on the site to utilize the natural slope of the existing ground for the drive in and public access at the South side of the building and the 4'-0" dock high loading area on the North side. The loading docks and trash enclosures are located so that they are not visible from Lanark Street or Franklin Road. The mechanical equipment will be located inside the building. We have provided public access from the building sidewalk to the new sidewalk along E. Lanark Street using scored concrete. The site will be landscaped and the traffic areas will be paved as shown on the drawings. We have minimized the interaction of the public parking circulation with the truck parking and circulation. The landscaping selected will provide variety and match the existing landscaping on the East side of the project. The plant material selected will survive will in this climate. Thanks for reviewing the plans for the new Willey #2 building. I have attached a revised letter from Gayle which addresses the tex-coat on the entire exterior. This email is to serve as a request that the Willey #2 building be provided with an exception to the Design Standard in regard to variations to the roofline. The Willey #2 building will be constructed on the east side of Eagle Road to the east of R. C. Willey and DeMeyer Furniture with the railroad bordering the property to the north. The front (south face) of the building will be +/-750 feet from the north edge of Franklin Road and in time there will be at least two other buildings between Franklin Road and the Willey #2 building, limiting any visual impact. The exterior of the Willey #2 building is accented with tex-coat over the entire exterior and accent banding around the top of the building which will be painted with contrasting colors. In addition, we have added wing walls and awnings at the three storefront entrances. One on each of the front corners and a third at the storefront between the storefronts at the corners. The proposed building is almost identical to the four warehouse buildings we have constructed on NW 13th Place, the last of which is in the final stages of construction. We are asking for an exception to variations in the roofline for several reasons outlined below. Neighborhood Continuity. The R.C. Willey building, DeMeyer Furniture building and the Willey #1 building, which we own, do not have roofline variations. Each building is a smooth concrete exterior, with limited exterior accents and a straight roofline without variation. With the addition of the wing walls and awnings, the Willey #2 building will exceed the architectural detail of the three existing buildings, but will fit in nicely. Oversized Exterior Panels. The concrete panels on the Willey #2 building are much larger than the panels on our standard buildings like those on NW 13th and the Willey #1 building which is contiguous to the west of the proposed Willey #2 building. The panels on the front are 35'-6" vs. the normal 28. The panels are also 9.5" thick vs. the normal 7.5" thickness. There are no cranes in Boise which are large enough to lift the panels, so we are bringing in a special crane from Salt Lake. Adding any additional height or weight to the panels with step-ups, cornices or ledges is not ideal because of the size and weight of the panels. 3. Limited Visibility. The proposed building will be at least 750 feet from the northern edge of Franklin Road and abuts the railroad right of way. There will be at least two building lots between the proposed building and Franklin Road which when developed will limit the visibility of the Willey #2 building from Franklin Road. The proposed building will be of high quality with architectural accents and will provide an aesthetic which will be pleasing without the need for variation to the roofline. The design of the Willey #2 building is essentially identical to the four buildings we have constructed on NW 13th Place. 143, 251, 264 and 331. We have the same wing walls and awnings at the corners as well as at the third storefront at the center of the building. 100% of the exterior has a Tex -Coat finish. We also have the insets at the top creating the banding which will be painted contrasting colors. The other thing is that with the construction of future buildings on the lots to the south, the front Willey #2 building will only be visible from East Lanark Street and not Franklin Road. The panels on the Willey #2 building are much larger than the panels on our standard buildings like those on NW 13th. The panels on the front are 35'-6" vs. the normal 28'. The panels are also 9.5" thick vs. the normal 7.5" thickness. There are no cranes in Boise which are large enough to lift the panels, so we are bringing in a special crane from Salt Lake. Adding any additional height or weight to the panels with step-ups, cornices or ledges is not ideal because of the size and weight of the panels. With the architectural features we are proposing and the lush landscaping, the Willey #2 building will be an upgrade from the existing Willey #1 building. The City of Meridian will be very pleased with the building as designed. With these clarifications, I think we meet the intent of the design standards. Thoughts?
