Dear Staff:
On behalf of Blackstone Commons LLC, please accept the attached Short Plan Application for
Blackstone Subdivision No. 2.
This subdivision was approved previously by the City of Meridian in 2008 and a time extension was
requested in 2010 for the Final Plat. The application numbers associated with this site are RZ-07-
023, PFP-07-004 and TE -10-026. The proposed subdivision is consistent with the previously
approved subdivisions and no changes to the Development Agreement are anticipated. This
agreement is recorded under Instrument Number 108059796 and a copy is included in the
application packet for your reference.
A pre -application meeting was held on April 27, 2017 at the City of Meridian and the notes from
this meeting are included in the application packet. Staff requested the orientation of the lots be
shown with building footprints. This information has been included on the preliminary plat.
The proposed subdivision is in conformance with the City of Meridian Unified Development Code,
and conforms to acceptable engineering, architectural and surveying practices and standards. The
parcel is vacant and there are no structures present on the site. The legal description of the subject
site is a lot and block description and is included on the preliminary plat.
Meridian Fire Department has received copies of the proposed preliminary and final plats. Email
correspondence with Joe Bongiorno, Meridian Fire Department, and a copy of the Fire Access
drawing are included in the application materials.
No new public streets are proposed with this subdivision and the street buffering landscaping for the
Black Cat Road and Cherry Lane frontages were completed with Blackstone Subdivision No. 1.
Additional landscaping is proposed on the subject site and a landscape plan detailing the proposed
plant materials is included with the application.
LAND USE PLANNING - DUE DILIGENCE - INDIVIDUAL ASSESSMENTS
An engineered drawing providing details about the surface improvements is included in the
application and shows curb, gutter and sidewalk improvements, and asphalt paving proposed with
the subdivision.
Supplemental materials include a copy of the Development Agreement for this site and a copy of
the original plat for Blackstone Subdivision.

You requested that we review the radii on the curves in the existing street adjacent to the approach to the new subdivision. The radius at back
of curb on the outer portion is about 45 Beet, on the inside of the landscape island is about 16 feet, with a street width of about 29 feet. ft does
not seem practical to change the outside radius of this portion of the street due to the very short section that abuts our lot and the sidewalk
landscape, and utilities on the adjoining properties — particularly if your emergency vehicles can drive over the rolled curb -onto the sidewalk to
get the additional three feet to achieve the 48 feet outside radius. The inside radius doesn't appear to be an issue due to the street width.
Perhaps the fire department could drive a vehicle through this area to see if access is adequate Let us know how you want to proceed.
