CC - Planning Memo - 6/16June 15, 2017 MEMORANDUM TO: Mayor and City Council FROM: Josh Beach, Associate Planner CC: Bill Nary, City Clerk RE: Goddard Creek – H-2017-0007 Since the City Council hearing on May 23, 2017, the applicant has submitted a revised preliminary plat and landscape plan (attached). The revised plan depicts the removal of the multi-family portion of the project and maintains the proposed storage use in its original location. The original plat included 22 building lots and 5 common lots. The revised plat is for 2 lots, one commercial lot for the proposed storage use, and one 5 acre residential lot. The original proposal was to rezone the 5 acres adjacent to Goddard Creek Road to develop a multi-family project. The applicant is no longer proposing a development for the 5 acres, although official withdrawal of the CUP application for the apartments has not been requested. The revised plat depicts a 5 acre residential lot as a stand-alone parcel with the existing R-4 zoning designation. Further, the applicant is requesting that this property no longer be allowed to develop with office as originally approved under the Lochsa Falls planned unit development. Instead, he proposes that the property develop with the allowed uses listed in UDC Table 11-2A-2. Staff is amenable to this request however; the R-4 parcel should be required to further subdivide in the future when actual development is proposed for the subject property. In addition to the changes to the preliminary plat, a revised landscape plan has also been submitted. The new plan depicts a 5-foot wide detached sidewalk within a 25 foot landscape buffer adjacent to McMillan Road. However, the applicant is proposing to develop the project in three phases. Staff is supportive of phasing the construction of the storage facility however, staff is of the opinion that the applicant should construct the entire McMillan Road street frontage with a 5-foot wide detached sidewalk and landscaping with the first phase of construction so there isn’t a gap in the sidewalk on the north side of McMillan Road. Additionally, per UDC 11-2B-3 and 11-3B-9, the applicant is responsible to construct a 25-foot landscape buffer adjacent to any residential use or district. In summary, Staff approves of the revisions made to the plans but due to the proposed changes, staff is recommending the elimination of some conditions and the inclusion of others as follows: To be added: 1. Except for construction of the storage facility, no building permits shall be issued on Lot 2 until a subdivision has been approved by the City Council. Lot 2 shall only develop with those uses allowed in the R-4 zoning district (UDC Table 11-2A-2). 2. The 25-foot wide landscape buffer and detached sidewalk along McMillan Road shall be constructed in its entirety with the first phase of development. To be removed/modified: 1. Remove 1.1.1c 2. Modify 1.1.1e as follows “The site shall develop with a self-storage facility and multi-family residential developments and shall comply with the specific use standards as set forth in the UDC 11-4-3-34 and 11-4-3-27. 3. Modify condition 1.1.1d as follows: “Future development shall comply with the design standards listed in UDC 11-3A-19 and the City of Meridian Architectural Design Manual. Windows are required on all elevations that face the open play area, the basketball court and any other areas used for children’s recreation to allow views of these areas. All roof and wall mounted mechanical, electrical, communications, and service equipment should be screened from public view from the adjacent streets and properties. 4. Remove 1.1.1f 5.
