The Sky Mesa applications include requests for annexation and zoning of 65.44 acres to R-4 and 32.91 acres to R-8 and preliminary plat approval with a development agreement. Located southwest of the intersection of E. Amity Road and S. Eagle Road in Meridian, the Sky Mesa Subdivision proposes 278 single-family residential lots and 31 common lots on 98.35 acres. Project History The property was approved as part of Blackrock Subdivision in Ada County in 2006 under the Ada County "Non -Farm" Ordinance. In 2013, a request for annexation and zoning and preliminary plat for the Southern Highlands development included the property north of E. Taconic Drive (AZ 13- 06). The preliminary plat for Southern Highlands did not include a development plan for the subject property north of Taconic Drive, so the unplanned portion of the property was given a zoning of R- 2. Annexation and zoning of Southern Highlands (AZ 13-016) was approved by the Meridian City Council on January 7, 2014, the preliminary plat (PP -13-033) was also approved. A development agreement (Instrument No. 11403 4702) was entered into between BHH Investments 1, LLC, and the City of Meridian. Southern Highlands Subdivision No. 1 (FP 14-026) was approved by the Meridian City Council on July 15, 2014 and recorded on December 9, 2014. Southern Highlands Subdivision No. 2 was recorded on June 10, 2016. Southern Highlands No. 3 has received Council approval and is currently under construction. The construction plans for Southern Highlands No. 4 is in design at this time and will be submitted for review in May of 2017. Project Overview The Sky Mesa neighborhood has been designed to provide a diversified residential community that appeals to a variety of homebuyers. The development achieves this by providing an assortment of housing styles and lot sizes. By diversifying lot sizes and thereby home styles, the existing neighborhood will be enhanced by appealing to several different types of homebuyers. The identity of the neighborhood is focused around centralized open space with a pool facility and playground equipment; eight -foot -wide planting strips adjacent to detached sidewalks; and pedestrian pathways running through the linear open space and micro -paths creating convenient routes to the proposed amenities. An existing 10 -foot -wide multi -use pathway is located along the south side of E. Taconic Drive. The applicant will be installing a 5 -foot -wide detached sidewalk along the north side of the drive with pedestrian linkages to the internal open space of the project. Sky Mesa Narrative 1 of 5 Sky Mesa will be characterized by the same high-quality design and unique community character created by Boise Hunter Homes within the Southern Highlands project adjacent along the west boundary. A variety of housing types and sizes will be offered, but regardless of size, all homes will exhibit thoughtful design and distinct architectural features. All homes constructed in the community will be approved by an architectural control committee through an internal design review process. This will ensure consistent quality and compatibility throughout the project. It is the intent of the developer to adopt Covenants that are consistent with ones in effect for the Southern Highlands project. The project lies within the Comprehensive Plan Land Use Map designations of Low and Medium Density Residential. The overall gross density of the community is 2.83 dwelling units per acre, with a net density of 4.21 dwelling units per acre. The requested zoning of R-8 and R-4 are consistent with existing zoning designations within the general area. The Blackrock, Whitebark and Southern Highlands developments are zoned R-4. The Hill's Century Farm development, located east of the subject site is zoned R-8. The request for annexation and zoning includes 65.44 acres of R-4 and 33.70 acres of R-8. The combined area exceeds the size of the subject site since it includes public right-of-way. The Sky Mesa project has four distinctive lots sizes with lot widths of 85 feet, 75 feet, 55 feet and 55 feet. The distribution of lot widths is as follows: 85 feet — 20 lots (7.19%), 75 feet —117 lots (42.09%), 65 feet —102 lots (36.69%), and 55 feet — 39 lots (14.03%). The developer has taken great care to incorporate transitional lot sizes with larger 85 -foot -wide lots adjoining the Blackrock development. The lots have very large depths ranging from 222 feet to 150 feet. This allows for greater separation and slope transition. The lots adjoining Blackrock Subdivision will range in size from 12,762 square feet to 26,707 square feet. The adjacent lots will have an average size of 16,262 square feet. The average lot size within the development is 10,350 square feet. The minimum lot size within the project is 5,553 square feet with lots ranging up to 26,707 square feet. The smaller patio home lots will be located adjacent to Eagle Road on the north and south side of Taconic Drive. The smaller lots with a slightly higher density will provide an alternative product buffer at the arterial -collector intersection. Neighborhood Plans Sky Mesa is a traditional single-family neighborhood with a mixture of lot sizes. To provide a balanced and complete development, the individual homes will display distinctive characteristics, such as a particular architectural theme and open space design with premium amenities. We have included photographs of the proposed homes to be included as an exhibit of the development agreement. Sky Mesa Narrative 2 of 5 Community Amenities The open space amenities within Sky Mesa include a 2.68 acre central common area located south of Taconic Drive with a pool facility and playground; a 1.28 acre linear common area is proposed north of Taconic Drive with a pathway and playground equipment; detached sidewalks with an eight -foot -wide residential landscape buffers; and interconnecting pedestrian pathways will complete the neighborhood. These amenities will allow residents to enjoy a walk through the community and interact with their neighbors. The open space and play equipment planned within the neighborhood and will be uniquely designed to complement the existing amenities and serve the adjacent residents, and the entire community. The project will provide passive and active amenities appealing to the differing needs of its existing and future homeowners. The applicant as part of the previous use and fee agreement with the Blackrock residents, will make available the proposed pool facility for their use. The overall open space consists of 15.66 acres, or 15.92 percent. The calculation includes all the common areas within Sky Mesa and the residential sidewalk buffers. The qualified open space is 13.5 acres or 13.27 percent. This calculation excludes the Ten Mile Creek lot and fifty percent of the arterial buffers. Traffic Impact Study A Traffic Impact Study (TIS) for this development was prepared by Six Mile Engineering. Ada County Highway District determined that an abbreviated study was appropriate for this development since an extensive study of the area and intersection capacity had been completed by the Hill's Century Farm development. The Sky Mesa community is projected to generate an average daily traffic volume of approximately 2,656 vehicles, of which the a.m. peak hour traffic is 209 vehicles per hour and the p.m. peak is 279. The traffic study determined that capacity exists in the transportation network to accommodate the development. The study identifies the anticipated timing of improvements required to handle the background traffic and mitigate for the trips generated by the Sky Mesa development. The traffic study and preliminary plat were submitted to Mindy Wallace at Ada County Highway District on May 2, 2017. The cottage or patio home area proposes two approaches on the north and south side of Taconic. The easterly approaches will be restricted to right/in-right/out due to the existing island in Taconic Drive. A cross -access (Lot 59, Block 5) has been provided to a small unrelated parcel for future access within the patio home area. No stub street is proposed to the 10 acre parcel located on the east boundary. The parcel is owned by Sam Johnson and may develop as mini - storage. If compatible residential uses are proposed, a stub street could be added. Infrastructure An off-site 15 -inch sewer main line will be constructed through the Well's property. The existing trunk line is located north of Amity Road and adjacent to Ten Mile Creek. The applicant will extend the 15 -inch sewer main line south across Amity Road and within Whitebark Subdivision No. 2 and east through Southern Highlands No. 4 to the west boundary of the subject site. A 10 - inch sewer main line is proposed to traverse the Sky Mesa development to the south boundary Sky Mesa Narrative 3 of 5 for future extension in a southeast direction across Eagle Road as delineated on Meridian Sewer Facility Plan. An existing City of Meridian well is located on the north side of Taconic Drive. The well serves Zone 5 and is connected to a 12 -inch water main in Taconic Drive. The project will connect to existing 8 -inch water mains within the Blackrock and Southern Highlands developments, thereby looping the water system within the project. All proposed roadways will be constructed to Ada County Highway District standards and will be dedicated to the public. The project will utilize three different street sections. A majority of the roadways will have a 60 -foot -wide right-of-way with a 33 -foot street section, 8 -foot -wide landscape buffer and 5 -foot -wide detached sidewalks. The north portion of S. Calais Drive will be constructed with a 50 -foot -wide right-of-way, 33 -foot -wide street section and 5 -foot -wide attached sidewalk. The roadways in the patio home area for Lawton, Menard, Radiant, and Raphine will be constructed within a 42 -foot -wide right-of-way with a 29 -foot -wide street section and attached 5 -foot -wide sidewalks. The applicant understands that on -street parking will be restricted to one side. Ten Mile Creek traverses the northeast portion of the project and will remain open in the historical location. The Meridian Pathway Plan identifies the location of the multi -use path on the north side of the creek. The applicant will coordinate with the Nampa & Meridian Irrigation District for protection of their historical access along the south side of the creek for maintenance purposes. The subject property's water rights are primarily with Nampa -Meridian Irrigation District and a small portion with Boise-Kuna Irrigation District. The Boise Project Board of Control delivers water to the property via the Beasley Lateral. An existing pressure irrigation pump station was constructed for Southern Highlands and Whitebark with upgrade capabilities to serve the Sky Mesa development. The pump station is located on the east side of the project, adjacent to Ten Mile Creek. The station will be upgraded to accommodate the Sky Mesa development. An existing back-up well provides a secondary source of irrigation water. The applicant will pipe the open portion of the Beasley Lateral through the common lots and linear open space. Appropriate easements will be provided for the facility. The applicant will submit plans for review and approval by Boise Project Board of Control and Bureau of Reclamation if necessary. Any existing irrigation or drainage facilities that provide service to adjacent properties will be protected and/or piped accordingly. Storm drainage will be retained on site and any discharge will not exceed the pre -development flows. Local streets may utilize a combination of above -ground retention and detention facilities in common areas and subsurface storage facilities. All storm drainage facilities will be designed in accordance with Ada County Highway District and Department of Environmental Quality standards. Sky Mesa Narrative 4 of 5 Sky Mesa Preliminary Plat The preliminary plat application consists of 309 total lots with 278 buildable and 31 common lots. Sky Mesa will consist of detached single-family homes on lots ranging from 5,553 to 26,707 square feet. The proposed median lot size in the development is 10,350 square feet. The proposed use of low -and medium -density residential is consistent with the existing and proposed uses. With the extension of public services into this area, the character is transitioning from agricultural to urban. Block 4 exceeds the 750 -foot length and we respectfully request a waiver for the length. A pedestrian pathway has been incorporated into the block. The block length along Ten Mile Creek is long; however, this cannot be avoided since a stub street is not necessary at that location. A 10,400 square foot common lot breaks the long block. It will also provide public access to the Ten Mile Creek. The maintenance road for Nampa -Meridian Irrigation District is located on the south side of Ten Mile Creek. No variances are requested with this application. The Sky Mesa development complies with the Comprehensive Plan by promoting various types of housing to meet the needs and preferences of citizens regardless of age, race, income or family size. The Comprehensive Plan encourages an emphasis on high-quality residential development and variety of housing. This philosophy has been embraced by the Sky Mesa development and is evident in the careful planning and exceptional quality of the landscaping and amenities within the project. The use of a development agreement will ensure conditions of approval are applicable to any successors and will protect the existing neighborhood and the long-term interests of the City of Meridian.
