PZ - Applicant Response to Staff Report - 6.1APPLICANT RESPONSE TO STAFF REPORT PARAMOUNT DIRECTOR – ALT, MDA, PUD, PP, PS (H-2017-0064) MERIDIAN CITY PLANNING & ZONING COMMISSION HEARING June 1, 2017 For the record, we agree with the staff analysis, recommendations, and conditions of approval for Paramount Director, subject to the following clarifications and proposed modifications: Exhibit B: Agency & Department Comments/Conditions 1. PLANNING DIVISION 1.2 Site Specific Conditions of Approval 1.2.3 The preliminary plat included in Exhibit A.2, dated: 4/19/17, shall be revised as follows: a. Modify note #7 as follows: “. . . with the exception of Lots 86 85, and 86 which will have access . . .” Applicant Comment. The plat note language refers to a future Paramount Community pool site on Lot 86 which will have a separate driveway access from Director Street as depicted in the preliminary plat excerpt below. Thus, it is important to retain the reference to Lot 86 even with the addition of Lot 85, the private street system lot. d. Add a minimum 15-foot wide common lot within the block on the south side of W. Lockhart Ln., approximately 840 feet west of N. Garbo Ln., to comply with the block face standards listed in UDC 11-6C-3F.3a. Applicant Comment. The dwellings within the referenced block are attached, i.e., “paired,” with rear-yard fencing along Director Street for security and access control. Therefore, we request that the proposed micro-path connection, with the additional language above, be located along the west side of Lot 103 (see following page) adjacent to the future Paramount Community pool site within Lot 86 at the northeast corner of Fox Run and Director. [ALSO APPLIES TO CONDITION 1.2.4.a] e. Add a minimum 15-foot wide common lot within the block fronting N. Meridian Road W. Director Street for access to the sidewalk regional pathway along N. Meridian Road W. Director Street from the sidewalk along N. Borgnine Ln. W. Lockhart Lane in accord with the standards for gated developments listed in UDC 11-3F-4A.5c. Applicant Comment. For the same reason cited above, we concur with the intent of the condition but propose compliance by locating a micro-path between Lots 70 and 71 along the common driveway. That point of access will maintain neighborhood integrity and also provide pedestrian access to the existing 10-foot regional pathway along Director Street and the pathway along Meridian Road.
