5. Old Business
A. April 22"d Recycle a Bicycle Pilot Event: Report on How it Went (Cheryl Caldwell)
Cheryl reported that the event went well. 41 bikes found new homes. Most of the bikes were
in fairly good condition. Maybe a new seat, pedals or a new set of handlebars is really all that
was needed. They did pump up a lot of tires. Ages of participants ranged from 5-73 and they
seemed to be very appreciative. Shout out the volunteers for being available and willing to do
the tasks needed (sorting bikes, pulling parts, fixing tires, etc.) The bike repair paired nicely with
the bike rodeo and free helmet give away that was happening in another part of the park.
Items to be considered for any next time around: possibly track the bike with the
person, rethink the blocks of time, evaluate the bike selection process, consider the
personal needs not just the age and height, rely heavier on volunteers, and give more
time for planning.
Do we want to do this again? Yes.
Motion to begin planning a Recycle a Bicycle event for 2018
Motion by: Cheryl Caldwell Seconded by: Megan Larsen all ayes, motion carries
Payment to Dirt Dart for the invoice received was discussed and deferred for further approval
from City Council.
SWAC had previously obtained spending authority for up to 500.00 for parts and supplies for
bike restoration for this event. This stipulation was described in SWAC meeting minutes, City
Council minutes and the resolution. The understanding was such that anything over $500.00 in
supplies would be paid through a contribution by
Republic Services. The invoice presented by Dirt Dart has labor charges for $520.00. These labor
charges were not previously agreed upon nor approved through SWAC's spending authority.
Motion to withhold any payment on this invoice, until SWAC can be placed on the May
workshop agenda before City Council to explain the situation and obtain proper spending
authority for this invoice. While still not to exceeding the original $500.00.

B. April 29/30th Trash or Treasure Pilot Program -Update (Brett Baranco)
Reminder of the Trash to Treasure event this weekend. Cobre Basin (aka Copper Basin), Havasu
Creek and Burney Glenn.
(Ustick Rd to McMillan Rd; Locust Grove to Meridian Rd) HOA's have been receptive and helpful
in spreading the word. Flyers were handed out to every home with in the subdivisions; Next
door app was utilized as well. Vertical flags will be placed at the entrances and around the
subdivisions. Any items still remaining at curbside as of 5/1 will be picked up by Republic
Services as part of the spring cleanup for City of Meridian. Survey monkey has been set up and
will be used to gain feedback on this event. Commissioners that are participating; please get
pictures, talk to people etc.
C. June 8th SWAC Annual Booth (4-7 pm): Planning Discussion
SWAC has previously committed to having a booth at the Public Works Expo event held each
June. This year's event is June 8th. We will need volunteers to man the booth from 4-7. We
currently have some swag that we can give away. We can borrow the "recycle kit" from
Republic Services for a game or build our own version.
Megan Larsen has volunteered to chair this subcommittee and work with Andrea on specific
details. More info at the May SWAC meeting.
6. New Business
A. Cul-de-sac's and Trash Collection -Report (RK)
No longer an issue to date. This topic was an access related issue. Code Enforcement support
regarding parking violations in cul-de-sacs along with new video technology allowing trash truck
drivers to video documents violations and situations has reduced the problem.
B&C. HHW and Recycling Quarterly Reports and Update-(KMcDannel and Mark Nelson)
Konrad went through the updates presented. New regulations oversees are greatly affecting
recycling markets.
E -waste grant is completed; this may affect rates in the future
Special Invitations: Employee Staff Picnic is June 15th, please RSVP by June 8th
