We are requesting approval for this Annexation and Zoning application. Stor-It Self Storage is a self -storage facility planned on a 11.86 -acre property in northwest Meridian. Stor-It Self Storage is currently the owner of the existing storage unit site at 3735 Ten Mile Road adjacent to the south line of this parcel. Located in northwest Meridian, the site is in an area designated by Meridian's Comprehensive Plan Future Land Use Map as a Mixed Use Non -Residential area. This would be an expansion of the existing 11.75 acre Stor-It Self Storage facility that was previously approved by the City of Meridian in 1999 as AZ -99-016 and will extend the buffer to the residential uses from the growing Meridian Wastewater Treatment Plant which is located to the south and west. SUMMARY OF APPLICATIONS Stor-It Self -Storage addition is 11.86 acres and is located immediately north of the existing facility at 3735 N Ten Mile Road, Meridian, ID 83646, which is on the West side of N Ten Mile Road and North of West Ustick Road. The Applicant is requesting the following approvals for Stor-It Self Storage: Annexation / Zoning (From RUT to I -L) Stor-It Self Storage, at full build out, will add approximately 247,000 square feet of enclosed self storage. Ten Mile Road / Residential RUT/ -R4 West Agricultural / Waste Water Treatment Plant RUT/I-L Pre -Application Meeting & Neighborhood Meeting A pre -application meeting was held with the Meridian City staff on December 26, 2016. A neighborhood meeting was held at the property, located at 3735 N. Ten Mile Road, Meridian, on January 18, 2017, at 6:30 p.m. 3 people attended the neighborhood meeting, all owner representatives. ANNEXATION / ZONING The property is currently zoned RUT. Stor-It Self Storage proposes annexation into Meridian City with a zone of I -L. The Meridian City Comprehensive Plan designates this area as Mixed Use Non -Residential (MU -NR) on the Meridian Comprehensive Plan Future Land Use Map. In the City of Meridian's Comprehensive Plan and Future Land Use Designations, the following zones are designated as appropriate: I -L, I -H. Uses appropriate for Mixed Use Community include: Light industrial uses may include warehouses, storage units, light manufacturing, and incidental retail and offices uses. An "I -L" zone for Stor-It Self -Storage is an appropriate zone that is compatible with adjoining uses. Further, the proposed use will provide a needed community service. This area is not residential and will not develop as residential due the existence of the wastewater treatment plant and with the Comprehensive Plan Future Land Use Map designation of Mixed Use Non -Residential. DESIGN AND MATERIALS Design: Stor-It Self -Storage will have indoor self-service and outdoor facilities. Under the proposed I -L zone, both uses are permitted. The specific use standards as found in Meridian City UDC Section 11-4-3-33, Storage Facility, Outdoor, and Section 11-4-3-34, Storage Facility, Self -Storage, will apply to this development. The existing facility has an on-site management office. Storage units will vary in size from 5 by 5 feet to 28 by 40 feet. Buildings will surround the perimeter of the site effectively screening all on site activity from adjacent properties. The new buildings in the expansion area of the site will be more than 400 feet from Ten Mile Road and will be connected to the existing facility, so to be consistent with the existing facilities the architectural style will be similar. The storage facility will be fully enclosed by the metal siding walls of the buildings, gates and fencing, similar to the existing structures. Materials: The proposed materials and colors for the new storage buildings are: Steel framing on concrete slab on grade Metal Building Finishes: Walls and Trim: Ribbed metal detailed pattern. The existing office is located at the entrance, and is open during daytime hours. The office currently has 6 customer parking stalls (1 van accessible HC) and additional driveway space leading to the two car garage where the live in managers park. Phasing: The self -storage site is currently planned to be built in two (2) phases. The first phase would be to construct all the site work infrastructure and the perimeter buildings to enclose the site. The interior buildings would be completed in the second phase. CONCLUSION We respectfully request approval of the annexation and zoning application for this self -storage facility in northwest Meridian. This project will provide desirable and quality self -storage facilities to this growing area of Meridian. The applicant shall post a copy of the public hearing notice of the application(s) on the property under consideration.
