The subject site is located south of Whitebark Subdivision No. 2. Southern Highlands No. 4 is the last phase of the Southern Highlands development. Street connection will be made to the existing Southern Highlands No. 2 and phase 3 which is currently under construction. Undeveloped land which was a portion of Blackrock Subdivision No. 1 lies east of the development. The gross density of the final plat is 2.64 dwelling units per acre, with a net density of 3.26 dwelling units per acre. The minimum lot size is 12,005 square feet, with the average property size being 13,357 square feet. The primary amenities for the Southern Highlands project were constructed with previous phases. Those amenities included pathways, a pool facility, playground equipment and picnic shelter located within the central common area. The project will be served by a proposed 15 -inch sewer line that will be installed through %itebark Subdivision No. 2. Domestic water mains are available to the phase and will provide the required fire flow. There are two common lots proposed with phase 4 consisting of 26,889 square feet. The lots will be landscaped with turf, shrubs and trees. The common lots will also accommodate subsurface seepage beds for storm drainage purposes. ACHD will not allow trees over the seepage beds or within 10 feet of the edge of bed. The preliminary plat approval included 8.9 acres, or 11.9 percent of common area. Reviewing the open space within the previous phases, the overall open space increased to around 13 percent. Therefore, the open space and amenity requirements have been satisfied. The property was annexed (AZ -13-016) with a zoning of R-4 under Ordinance No. 14-1604. A development agreement was entered into and recorded as Instrument No. 114034781 in Ada County, Idaho. The preliminary plat (PP -13-033) was approved by the Meridian City Council on January 7, 2014. Southern Highlands Subdivision No. 1 (FP -14-026) was approved by the Meridian City Council on July 15, 2014, and recorded on December 9, 2014. Southern Highlands Subdivision No. 2 (FP -025) was approved by the Meridian City Council on August 11, 2015, and recorded on June 10, 2016. Southern Highlands Subdivision No. 3 (H-2016-0032) was approved by the Meridian City Council on April 9, 2016. The phase is currently under construction with recording anticipated in 2017.
