Subject: MER17-0001/Norco – New Building
The applicant has submitted a CZC application for an 86,000 SF building for Norco that includes
office, retail and warehouse.
1. Silverstone Way – Street Requirements
a. Applicant Proposal: The applicant is required by the City of Meridian to construct
Silverstone Way from Overland Road, to the site, prior to issuance of Final Occupancy
for Norco. Extension of the roadway also includes improvements to the intersection of
Silverstone Way/Overland Road.
The applicant is proposing to construct driveways on Silverstone Way with the
construction of the roadway, and driveway locations were approved as a part of
MER17-0003, consistent with the submitted site plan.
b. Site Specific Condition: Silverstone Way and associated improvements should be
constructed in accordance with MER17-0003/Silverstone Way Extension (approved
January 17, 2017). The roadway improvements shall be accepted by ACHD prior to
Final Occupancy.
2. Silverstone Way/Overland Road Signal
a. History: The signal at the Silverstone Way (south side)/Overland Road intersection
was installed as a part of the Silverstone Corporate Center Development. Sundance
Investments, the developer of Silverstone Corporate Center (south side of Overland
Road) paid for all costs associated with the signal. ACHD agreed to reimburse the
developer for ½ of the cost of the signal as parcels on the north side of Overland Road
developed. The total cost of the signal was $120,000. One half of the costs will be
appropriated to each land owner on the north side, as they develop; or if other
agreements are in place, then Sundance Investments will need to notify ACHD of a
different alternative or mechanism to reimburse the costs.
b. Site Specific Condition: The total acreage that could access the signal is 80.77
acres, of which Norco is developing 12.76 acres with this application and owns a total
of 19 acres. Norco would like to pay for their entire acreage with this application, and
is required to reimburse 24% of ½ of the cost of the signal, which totals $14,400.
Payment of this deposit to ACHD is required prior to issuance of a building permit for
Norco; or other alternative as agreed to by the parties.
3. Impact Fees
Impact fees for Norco will be assessed after the Silverstone Way Extension plans have
been approved. Impact fees are required to be paid prior to issuance of a building permit
