2. Gary Inselman (ACHD) – Presentation on lessons learned from last Impact Fee
development process
Gary Inselman from ACHD presented information from their last impact fee
update. It was a 2 year process and was adopted in August 2016. ACHD
used in-house staff, 2 dedicated full-time staff and outsourced for specific
areas. The result was an overall 7% re duction of their current rate. Their
impact fees are below the National Impact Rates.
Discussions were had on using General Funds to subsidize Impact Fee
eligible items. ACHD would loan from General Fund, as Impact Fees are
collected, repayment is made back to General Fund. This is to avoid
challenges for double taxation.
It is a practice of ACHD when developing Impact Fees that if the rate is
reduced, projects are then cut at that time so that expected revenue is
balanced to expenditures. Unfunded items are also included in ACHD’s
plan.
National study shows that lowering fees will not influence growth areas,
even during recession times.
3. Finance to provide GAP analysis between Adopted Rates and Proposed Rates
Jenny Fields provided an analysis on the difference between Revised and
Proposed Rates.
4. Discuss the option to request Council to consider increasing the Impact Fee rates
back to full cost recovery amounts.

Staff members discussed the results from their Council Liaison on the
viability of presenting a request to increase the Impact Fee rates back to
Full Recovery Cost. Council Liaisons Genesis Milam, Luke Cavener, Anne
Little Roberts, and Joe Borton are in support on bringing forth to Council to
discuss setting the Impact Fees back to Full Recovery Cost.
Discussions were had on Impact Fee eligible items using Impact Fund at
Full Recovery Cost will relieve General Fund to fund other needed items.
A motion and a second to approve on bring in front of Council to obtain
Fully Recovery Cost. Motion carried – all ayes.

Volunteer appreciation mugs were given to committee members from

CIM 2040 was approved by the COMPASS Board July 21, 2014
Board members include elected officials from: Ada County, Boise, Eagle, Garden City, Kuna, Meridian, Star and ACHD
The roadway and intersection projects in the 2016 CIP are the arterial roadway improvements necessary for Ada County to grow and develop as planned and envisioned by all of the COMPASS member agencies in their approval of CIM 2040

General description of all existing public facilities, their deficiencies, an estimate of costs, and a plan to develop the funding sources related to curing the existing deficiencies to meet existing needs;
Stated commitment by the governmental entity to use other available sources of revenue to cure existing systems deficiencies;
Analysis of capacity, level of current usage, and commitments for usage of capacity of existing capital improvements;
Description of land use assumptions;
Definitive table establishing the specific level or quantity of use, consumption or discharge of a “service unit” (e.g., roadway volume-to-capacity), and an equivalency or conversion table establishing a ratio of a service unit to various land use types;
