RE: Conditional Use Application for Meridian Meat & Sausage
Dear Commissioners:
Meridian Meat & Sausage Inc., respectfully requests approval for a Conditional Use application to
make a minor expansion to the existing building, at 119 E Bower Street. The minor expansion is
673 square feet. This request will add a new freezer to the northwest corner of the existing building.
The exterior will be a CMU wall. This exterior wall will have a cedar wood trim along the roof line to
match the existing building and trim. The desire is to make this minor expansion look like it has
always been there.

During their years in business, all building modifications have occurred on the south side of the
building. Company vehicle parking will be moved to the rear of the building. The desire of the owner
Rene Schoop, is to add a much needed freezer in addition to enhancing the exterior appearance of the
building frontage. Meridian Meat and Sausage is a landmark Meridian business on the south side of
the railroad tracks. They have been in business since 1959, servicing Meridian and the entire Treasure
valley from this same location.

Additional Meeting Notes: Applicant interested in altering/enlarging his building to install and enclose a new freezer. Current use is
non -conforming in 0-T district UDC 11-1 B -4A1 requires any alteration to a building housing a non -conforming use go through a
Conditional Use Permit (CUP). A CUP requires the applicant to hold a neighborhood meeting before an application is turned into the
City. List of required property owners for the neighborhood meeting can be obtained from the Planning Division. The site will be
required to be posted for the public hearing The fee for a CUP is $1369 There are current concerns that existing building may be
encroaching into the Right -of -Way new construction would be prohibited from encroaching in the established Right -of -Way. New
construction would need to meet the standards set forth in the Architectural Standards Manual or apply for Alternative Compliance to
these standards New construction could tripper required improvements to the parking area for the site (e.g. additional paving, striping,
bicycles racks) Streetscane improvements along Bower Street in front of the applicant's property could be triggered through new
construction.
Note: A Traffic Impact Study (TIS) will be required by ACHD for large commercial projects and any residential development with over 100 units. To
avoid unnecessary delays & expedite the hearing process, applicants are encouraged to submit the TIS to ACHD prior to submitting their application
to the City. Not having ACHD comments and/or conditions on large projects may delay hearing(s) at the City. Please contact Mindy Wallace at 387-

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
