Broadway Avenue Meridian, Idaho 83642 RE: Annexation, Rezone and Preliminary Plat, Bannock Ridge Subdivision Dear Planning and Zoning Commissioners, We are requesting the annexation and rezone of 2 parcels being lots 2 and 3, block 2 of Kachina Estates subdivision. These parcels are within the impact area and contiguous with city bounds on the west, south and east. We also request to rezone the parcels from Ada County's RUT zone to the city's R-4 zone. The R-4 zoning is compatible with the city's comprehensive plan and matches the adjacent subdivisions on the east (Glacier Springs) and west (Cabella Creek). With the approval of the annexation and rezone we are requesting preliminary plat approval of Bannock Ridge Subdivision. Bannock Ridge subdivision is an infill development of approximately 13.57 acres within the proposed R-4 zone. Bannock Ridge's preliminary plat divides the 13.57 acres into a total of 37 lots, 31 residential lots, of which 3 of the existing homes will remain, and 6 common lots. This density amounts to 2.26 units/acre well within the allowed 4 units/acre under the proposed R-4 zone. Bannock Ridge will provide an amenity extending the city's multi use pathway along Ten Mile Creels from the existing pathway in Glacier Springs out to E. Mesa Way via a common lot providing a means to continue on the existing pathway through Cabella Creek on the east. Bannock Ridge will also offer an amenity of pathway connections from its internal sidewalks out to the out to the proposed sidewalk along W. Victory Road. Bannock Ridge's goal is to provide quality homes similar to those in Cabella Creek and Glacier Springs while continuing the city's goal of interconnectivity. During the pre -application conference city staff stated that extensions of the current infrastructure is capable of supporting this development. Connection and extension of the sewer main in E. Loggers Pass Street was recommended due to its depth to provide service to the entire subdivision. Connection to the city's water main in E. Loggers Pass, S. Mesa way and W. Victory road was recommended by city staff for the maximum water flow and redundancy. Nampa and Meridian irrigation district agreed to provide pressure irrigation service with the recommendation of upgrading the pumping station in Glacier Springs and interconnecting with Cabella Creek's pressure irrigation system. Ada County Highway District (ACHD) requires interconnection with E. Loggers Pass Street on the west and connection out to S. Mesa Way aligning with E. Novara Way to the east. We have proposed a similar street section, (detached sidewalk, planter strip and rolled curb) to that of Glacier Springs which should provide an almost seamless appearance between them.
