Subject: Application H-2017-003 lby Blood Inc for Conditional Use Permit
Date: 17 April 2017
I wish to submit the following on an application before the Meridian Planning and Zoning
commission for the purpose of reviewing and considering the application H-2017-0031 by Blood
LLC for Conditional Use permit approval of a dispatch center for mobile services in an L -O
zoning district for Speedy Quick located 2560 S Meridian Road.
After a meeting called by Blood LLC himself and wife at the S Meridian Road address in
freezing conditions at 3:00 PM on a work day and at a most inconvenient time, I learned that
along with the center there is to be a 55 foot tower on the property. Blood had very poor photos
of the center on property all grass surrounding the two story building. Of course that is not a true
representation. Speaking by phone I learned from a member of the zoning commission Blood's
application did not include the tower. The difference means neighbors within 1,000 feet should
have been invited to Blood's initial meeting, but the few neighbors within 300 feet were the only
attendees. The letter for the meeting was the thinnest of all paper consistent with a 15 year
business and without letter head that in my view has negative implications. Mrs. Blood said they
were very conservative in business practices (something similar). Back to the call, I was
informed by the zoning commission representative, he would the original request without the
tower was a matter requiring investigation. Is there a tower? If so, when is the next residence
meeting?
Why I oppose this application approval. I live on White Spur St just three houses looking
directly at the center. This location will decrease my home value so I consider Blood un -
neighborly. On weekends when his vehicles are parked, the days people go shopping for homes,
they look directly at a junk yard. My son -in- law was hunting a home. He and my daughter found
a House in Eagle they loved until they found the back looked into a junk yard.
I asked about services for Meridian. Mr. Blood informed me this center and its vehicles are not
for services in Meridian. He mentioned Weeser. That is not close by at all. Why would a
business, like the proposed, not center itself where they do business calls. Because I am really
concerned by the looks of the call center and its vehicles directly in sight from my residence, I
ask that the zoning commission not imprwee this application, ne,6-%13
Question: Is it acceptable for an applicant to scheme his neighbors and the zoning board to get
this approval..
