Call to Order: Called to order at 4:00 p.m. The agenda was not posted as required. Motion to amend agenda to include items 1-9 as presented before the commissioners. Motion by: Karie Glenn Seconded by: Steve Cory all ayes, motion carries Solid Waste Advisory Commission Meeting — March 22, 2017 5. Presentation: A. Recycle a Bicycle Pilot Event-SWAC CRFP Proposed project Andrea presented a possible SWAC project: Recycle a Bicycle. She provided the back story and how the idea came about, provided information received from preliminary meetings regarding the project. Collaboration with Republic Services, Parks Department, Volunteers and SWAC. This even s an opportunity for Community outreach regarding bicycle maintenance and upkeep as well as refurbishing a bike on one's own. In conjunction with Parks "Outside and Unplugged" citizens can preregister to select and refurbish a bicycle suited specifically for them. The event would take place April 22nd at Storey Park. SWAC would contribute up to $500.00 for bike parts/ supplies (i.e. seats, tubes, fix a flat, etc.) Motion was made by Scott to approve the project idea and move forward to City Council with the request to proceed with the event as well as obtaining spending authority for $500.00 from the Meridian Community Recycling fund. Seconded by Victoria Subcommittee for this event if approved by City Council will be: Cheryl as chairperson, Megan, Mark and Victoria 6. Old Business A. CRFP Fund Balance -Update Kar!e provided a summary handout reflecting the current balance of the MCRF 1. Hand in Hand We Recycle! -Update Rachele provided another check for the hand in hand revenues. Fiber is being collected rather well. B. Republic Services Christmas tree Pick-up Report Volumes are down approximately 20%. Presumption is that this year, people gave up on the collection schedule itself due to snow and placed them in their carts to dispose of them themselves. C. Republic Services Commercial Collection Early Start -Update To date only 1 citizen complaint has been received in regards to the 4:00am collection start. Republic Services is working on re-routing the area to alleviate the issue. Other elements are working as expected. A Trash or Treasure Pilot Program -Update Trash to Treasure Pilot was well received by City Council and is a go. Flyers to be distributed within the subject subdivisions on 4/15/17. I reached out to Meridian's Parks & Rec Dept and Rachele Klein to see if we (SWAC/CRFP project) could join forces and create a new event. We met in February and everyone is enthusiastically on board with the idea of bootstrapping a "Recycle a Bicycle" event as part of Parks & Rec's Unplug and Be Outside weeklong event later this spring. Parks suggested that the SWAC/CRFP event could be scheduled to be one of the Kick Off day events because there are several other bike -related events already scheduled. Proposed CRFP Pilot Project: Recycle a Bicycle,' . Here is the proposal for SWAC to consider today, and if approved, then hopefully SWAC can take it forward to City Council for approval, including authority to spend $500 from the CRFP, as specified below: Event: Recycle a Bicycle as part of the Parks & Rec's Kick off event for Unplug and Be Outside Date: Saturday, April 22, 2017 Place: Storey Park Time: 11-3 pm Description: ® An event where participants can learn to repair a bike and then take it home with them keeping the bike from being thrown out at the landfill. Instructors: ® 2 bike techs that have already gotten in touch with Rachele Pre -registration: • Pre -registration will be set up on Event Brite by Parks & Recr. • There will be an open window to register from April 1 -April 15. No cost to register. • Registrants will sign up for one of 32 slots available to four participants per thirty minute blocks from 11-3 pm. • We will ask for the age, gender, and height of the registrant as part of the registration form to assist with bike fitting per registrant. After registration closes: • Parks & Rec will give Rachele and the 2 technicians the age/height/gender information and they will pick out bikes that need minimal repairs and are likely to be suitable for the registrants. A few extra bikes will be included. • Rachele and the techs will prepare an itemized list of the bicycle parts needed to repair the bikes along with a cost estimate. • SWAC will have procured funding approval from City Council up to $500 from the CRFP to cover these costs. A receipt will be presented for actual cost reimbursement. Republic Services will cover any overage if there is any. Marketing: • Parks & Recr will include the Recycle a Bicycle event as part of their marketing/advertising for the Unplug and Be Outside event. • Scott and/or Justin Jensen to work up a logo/flyer for Recycle a Bicycle in time for the CC presentation which would also be used for any separate advertisement that SWAC may want to do to promote the event. We would use this logo/flyer/sign on the day of the event as well (Similar to how we signed Hand in Hand we Recycle). We will need to have Republic Services', SWACs', the CRFP's, and the City logo on the logo/flyer/sign. Event Day: • Republic Services will bring the bikes to Storey Park (to designated area) • SWAC Commissioners will handle registration sign in and man the event in blocks of time/taking photos/being helpful, etc. We will need a table and a couple of chairs. • The 2 technician volunteers will help the participants to repair the bikes • If SWAC can recruit additional bike savvy people to assist with repairs all the better. • Participants will leave with their bike. Page 2 of 3 many good bikes were being thrown away as trash and ending up in the landfill. "Some of them just had flat tires, or a torn seat," said Klein. She started working with local volunteers to rehabilitate the bikes and give them away to people in need. Ken Pierson, a local resident with bike -repair skills, stepped up as a top volunteer. Pierson gave countless hours and even bought needed bike parts with money from his own pocket. He and other volunteers, including local Boy Scouts, ended up rehabbing more than 50 bikes and giving them to the local Boys and Girls Club and the Agency for New Americans. The effort earned Pierson a Meridian Stars volunteer award in 2016. Everything was going fine until Pierson and his wife left to go on a mission for the LDS Church, said Klein, "But the funnel kept filling with bikes," she said. Other volunteers have stepped up to help since Pierson's departure. But Klein and her fellow staffers are now looking for local groups interested in partnering with Republic in a more committed way to get more good bikes out the door. Klein estimates that between 300 and 400 bikes are waiting for repairs at Republic Services' transfer station in Meridian. There are a variety of brands, a variety of conditions, and bikes for both kids and adults. Not all of the bikes can be saved. Some go to the metal recycler. Buc most of the bikes just need a few repairs. "'We're looking for long-term, sustainable partners, an organized group to come forward," said Klein, "whether that's a church group, a scout group or another kind of service organization. "It could be an honors club at a high school that wants to fix up bikes for refugee students at their school." Klein also welcomes ideas from anyone who might have some creative solutions when it comes to fixing bikes and distributing them in the community. Republic continues to accept donated bikes for the program. People can drop off bikes in any condition Mondays through Saturdays from 8 a.m. to 5 p.m. at the company's collection site, 2130 W. Franklin Road, between Linder and Ten Mile.
