SPRING PATHWAYS TOUR: APRIL 12, 2017 • 5:30 PM
NEXT REGULAR MEETING: MAY 10, 2017. 5:30 PM
2017 All -Commission Goals:
1. Develop a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway as the top priority.
2. Explore options to obtain, build, or develop partnerships for
additional park space and/or amenities.
3. Participate in the design development of the future South
Meridian Regional Park.
4. Engage other task forces, commissions, entities, and agencies
through workshops and other outreach for partnership
opportunities.
5. Pursue improved tools and opportunities to communicate with
citizens and stakeholders.
6. Develop partnerships with the Meridian Fire Department for
future fire stations to be collocated with parks.
7. Continue to foster greater Commission involvement in
community events through advanced notice and sign-up sheets.
8. Continue implementation of the updated MPR Master Plan.
9. Explore opportunities to build a pathway along Locust Grove
Road to Chinden, connecting to Eagle's pathway system and the
greenbelt.
10. Develop plans for a new, updated Memorial Program.

2. Adoption of the Agenda
Commission President Sharon Borton entertained a motion to adopt the agenda as
presented. Vice President Jo Greer motioned to move item 7.b. - MPR Department
Community PowerPoint Preview - to be first under New Business. Commissioner
Creg Steele moved to amend the agenda as noted by Vice President Jo Greer.
Commissioner John Nesmith seconded the motion. All were in favor of the motion.
3. Approval of Minutes of the February 8, 2017 Special Meeting
Commission President Sharon Borton entertained a motion to approve the minutes as
presented. Commissioner Hannah Sturtevant moved to approve the minutes as
presented. Commissioner Cres Steele seconded the motion. All were in favor of the
motion.

4. Announcements
a. Hillsdale Park Groundbreaking - April 7, 2017 / 2:30 PM - Steve Siddoway
MPR Director Steve Siddoway announced the Hillsdale Park Groundbreaking
Celebration is planned for Friday, April 7, 2017 at 2:30 p.m. The address is 3625 E.
Amity Road. MPR Marketing Coordinator Shelly Houston handed out flyers to the
Commissioners, which is the same invitation that was disseminated via email.
Everyone is welcome to attend.
b. Spring Pathways Tour - April 12, 2017 - Steve Siddoway
MPR Director Steve Siddoway announced that on April 12, 2017 the regular meeting
is a pathways tour. The Commissioners were encouraged to bring a jacket and
some comfortable shoes. More details will be forthcoming later that evening after
the Pathways Committee has discussed what the tour will entail and whether it
involves a van or bikes.

a. Parks Committee - Jessica West
Committee member Jessica West reported the Parks Committee met that evening.
Those in attendance were: Sharon Borton, Creg Steele, Jessica West, Steve
Siddoway, and Rachel Myers.
• Finalize Et Adopt 2016-2017 Parks Committee Goals Et Obiectives - The
Committee finalized and adopted its goals and objectives.
• Memorial Program Update - Steve presented a Kleiner Park memorial plaza
concept, and the group went over the details, which they were in favor of.
b. Pathways Committee - Jay Gibbons
Committee member Jay Gibbons reported the Pathways Committee met that
evening. Those in attendance were: John Nesmith, Jay Gibbons, Hannah
Sturtevant, and Debbie Shaner.
• Spring Pathways Tour Planning - For the April 12, 2017 Spring Pathways Tour,
the Committee decided to start near the Waste Water Treatment Plant on Ten
Mile Road and end at the Meridian Community Center (weather dependent).
This will be a van/bike tour featuring the Five Mile Creek Pathway. Participants
will meet at the Community Center at 5:30 p.m., load up in the van, and then
head out to Ten Mile Road and ride back on bicycles.

Chairwoman Jo Greer reported the Marketing Committee met that evening. Those
in attendance were: Jo Greer, Kayla McNay, Colin Moss, Anne Little Roberts, and
Shelly Houston.
• Identify Et Adopt List of 2016-2017 Marketing Committee Goals Et Obiectives -
The Committee identified and adopted its goals and objectives. Jo will email
the list to Rachel Myers.
• Assign a Veterans Day Ceremony Liaison from Marketing Committee -Shelly
Houston volunteered to serve as the liaison.
• Parks Et Pathways Z -Card Distribution - Z -cards are printed and ready to be
distributed. There have been some requests for dissemination, including the
Unplug Et Be Outside Week event. After some discussion, members believe
these events should have Z -cards, just as long as they are distributed with
discretion—one per family—since the number of Z -cards is limited. The Meridian
Chamber of Commerce would also like to have some as well for their visitor
center.
• Update on Commissioner Presence in the Community - Master Calendar - Shelly
has an updated calendar that is exclusive to MPR Department events, which is a
rough draft. The calendar will be finalized in time for the Chamber Luncheon.
Sign-up sheets are being circulated for the Commissioners.
• Update on MPR Presentation Et Solicitation to Community Organizations -
Spearheaded by Committee - Later in the evening, Shelly Houston will preview
the MPR Department's Community PowerPoint. Once this is approved, Shelly
will help solicit the presentation to different groups in the community, which
will kick off in the spring.
• Update on Chamber of Commerce Presentation - There is a grant available.
Anne and Colin were discussing what needs to happen, which is an exchange of
information, so they can have a better idea of where funds could be used for
tourism. This topic needs further discussion. However, Colin had a good idea
about taking an informal census on the groups that come to town for
tournaments, etc. so they have an idea of where people are spending their
money when they are in the area.
• Parks Et Recreation Month Activities Planning for July 2017 -The Committee
identified a theme, "Get Your Play On." #PlayOnJuly. They are discussing what
needs to occur and how to market the MPR Department during the month of
July.
• MPR Department Marketing - Shelly has more marketing materials, because it
has been requested to have more items to hand out, including sunglasses and
Frisbees.
7. New Business
a. MPR Department Community PowerPoint Preview - Shelly Houston
MPR Marketing Coordinator Shelly Houston created a PowerPoint, which is a broad
overview of what the MPR Department does, with the intention of actively seeking
opportunities to show the presentation to various community groups/clubs. She
previewed the PowerPoint to the MPR Commission that evening. She will make a
few more minor tweaks/updates to the presentation before the final version is
shown on April 4, 2017, where MPR Director Steve Siddoway will be the featured
speaker at the Meridian Chamber of Commerce Luncheon. Shelly noted this

PowerPoint is ever changing, depending on what's new or fresh to highlight during
the time it's given. She also showed an MPR Department promotional video,
"Welcome to Meridian Parks Et Recreation," which is available on YouTube.
MPR Commission Feedback:
• Sharon Borton - She expressed her appreciation to Shelly for the PowerPoint
and stated the pictures are so engaging for the audience. She added the
slideshow is colorful and will help promote the wonderful amenities Meridian
has to offer.
• Jo Greer - The slideshow was amazing!
• John Nesmith - Good job!
b. MPR Department Special Events Update - Renee White
MPR Recreation Coordinator Renee White gave an update on special events in the
form of a PowerPoint. Copies of her slide handouts are attached to these meeting
minutes.
MPR Commission Feedback:
• Debbie Shaner - Regarding the refurbished bike program, is there someone
already assigned to provide assistance? Scouts have service projects that they
have to complete around bikes which earns them their merit badges, and this
program might be a good project for them. This is a fantastic idea. They will
start with 30 bikes, and there is certainly an opportunity for scout
involvement.
• Hannah Sturtevant - Regarding Unplug Et Be Outside Week, what is the status
of the grant? The MPR Department did not receive the full $5,000, but was
awarded $1,000. These funds will be allocated toward marketing and sending
the kids home with some of the equipment so that they can continue to use
Meridian parks and facilities with their balls, discs, jump ropes, etc.
• Sharon Borton - She thanked Renee for her presentation and stated she did a
wonderful job. She expressed there is so much going on—more than people
realize—it is good to have the update.
c. MPR Department Master Plan Update - Steve Siddoway
MPR Director Steve Siddoway stated this time last year, he was before the MPR
Commission for a detailed update about all of the goals and action items that were
mentioned in the Meridian Parks Et Recreation Master Plan. In the plan (which is
available on the MPR Department's website), he pointed out Section VI. entitled,
"Great Things to Come - Recommendations and Action Plans" followed by a large
table of goals, objectives, and action items. MPR staff took the final presentation
from the consultant team that walked them through the master planning effort
and used it as a springboard for discussion. In addition, Steve provided copies of
handouts of the updates that were typed in the same table format used in the
Master Plan. Copies of the PowerPoint slides and the Goals Et Objectives Updates
are attached to these meeting minutes.
MPR Commission Feedback:
• Sharon Borton - She appreciated the update and stated it was nice to see the
progress made. She knows so much time was spent on the Master Plan and
gathering every bit of information from everyone. She stated the Master Plan

helps the MPR Commission and her in particular when working with the Parks
Committee to be mindful of what the big picture is and how each one of them
contributes to this.
d. Hillsdale Park Naming - Steve Siddoway
MPR Director Steve Siddoway noted the upcoming Hillsdale Park Groundbreaking
Ceremony on April 7, 2017 and thought it would be appropriate and important to
have an official name before the ceremony. Steve reached out to Marti Hill
because this park is Mr. Hill's dream and asked him to provide Steve with
something to pass along to the MPR Commission, which he read as follows:
1 am respectfully asking you (Steve Siddoway and the MPR Commission) to
name the new park at Eagle and Amity Roads "Hillsdale Park. " The form
received a Century Farm Award in 2001. The farm itself where the ten -
acre park will be situated was established in 1891. The property was
homesteaded by my grandfather and has been operated continuously since
that time. The original school called Hillsdale School was aptly named
because the area around Eagle Road and Amity was known as Hillsdale. My
grandfather gave the original ground for the Hillsdale School in 1908 for
$1.00. It was used until 1959 when the now Mary McPherson School was
built. The original school site reverted back to my dad, Earl Hill. By my
donation of this ground as a park, I want to be able to create a legacy for
the entire Hill family. This includes both my grandparents, their five sons,
two daughters, and all of my cousins. It would be an honor for the Hill
family to bear this lasting legacy.
In addition to all of the above information, it was agreed to in the original
donation contract that the name would be "Hillsdale Park. "

Steve Siddoway provided his own recommendation that the MPR Commission
accept the name of "Hillsdale Park" as recommended by the donor, Marti Hill.
Commission President Sharon Borton entertained a motion to accept the
recommended name of "Hillsdale Park. " Commissioner Cres Steele moved to
accept Marti Hill's recommendation and forward on to City Council that the name
be "Hillsdale Park. " Commissioner Debbie Shaner seconded the motion. All were
in favor of the motion.
This recommendation will be brought forward to City Council on March 21, 2017.
Steve will work with Deputy City Attorney Emily Kane to create a resolution.
8. Old Business
a. South Meridian Regional Park Schematic Design Update - Steve Siddoway at Bob
Schafer
MPR Director Steve Siddoway re -introduced Bob Schafer from The Land Group who
was present two MPR Commission meetings ago where participants stood around
the concept plans and talked about the South Meridian Regional Park concept and
where it was headed. Everyone gave comments and feedback, which were very

helpful. The design team has been busy over the last two months implementing
the feedback and taking the concept into design development.
Bob Schafer gave a PowerPoint presentation update that evening on design
development. Copies of his slide handouts are attached to these meeting minutes.
MPR Commission Feedback:
• Sharon Borton - How often is the Williams Pipeline (which runs through the
park) replaced? The original pipeline was installed in the late '50s or early
`60s. Replacing the pipeline is not very frequent; it's every forty years or so.
The second pipeline was put in back in the early '90s.
How much will the playground area depicted in orange from the schematic be
impacted with the replacement or whatever is being done with the pipeline?
They situated the playground right outside of the easement, and there is
roughly five to ten feet from the easement line; therefore, no structures will
be added within the easement.
• Creg Steele - What is the timeframe for construction for Phase I? Design
development will be wrapped up in June 2017. They will move into
construction documents for the latter half of 2017. The intention right now is
that they would bid Phase 1 in December 2017 or January 2018 to begin
construction around March 2018.
• John Nesmith - He did not see a pathway depicted on the concept. Was there
an intention to have a pathway network to connect the whole project so that
someone could go on an exercise loop, for example? Yes, this is part of the
plan. The design team was really focused on showing through the trail
network up front, a little closer to the roadway. They will continue to
develop that pathway network around and throughout the rest of the site. All
along they have planned to develop loops or segments with true dimensions so
people could understand exactly how far they've walked or run on the loop.
• Jessica West - Was there any possibility that the Williams Pipeline replacement
timeframe would be moved up? It was difficult to pin down an exact time. The
pipeline representatives targeted somewhere within 2020, which is dependent
on how much the development increases in the next year or two. The
representatives decide every April what segments they are going to work on
for the next two years within this window of time. The Land Group will
continue to talk to the Williams Pipeline representatives and get a better feel
for their calendar.
Are there any safety concerns with the pipeline representatives regarding the
replacement? No.
With the picnic shelters, a large one was brought up during Bob's presentation.
Is there talk of more shelters, and would they be reservable? They have talked
about at least three total shelters in the park. Regarding the large one by the
playground (20'x40'), there are still discussions if it will be partitioned or not
and will likely be reservable.
Were any other shade options discussed for the kids' areas—sand and water and
destination playground? There will be plenty of trees for shade in this regard.
They have not talked about shade sails, but are something to consider.

• Hannah Sturtevant - When Bob first presented the theme of the discovery park
to be a destination for kids and to be something different than what Meridian
already has, she envisioned a lot of kids coming for field trips and different
educational opportunities that Meridian does not have very much of. She spoke
to Bob's colleague in January; is there any way to incorporate some kind of
stage into this park to have more educational activities—something similar to
Veteran's Memorial Park? This is a great idea and is something they can further
look at. Bob envisions the trail network and the berms in particular towards
the west side of the site in the big lawn area as being the perfect spot to
situate something like this. Along the trail network will be a lot of
opportunity for different displays. They've also talked about pollinator
gardens in the past, etc.
• Kayla McNay - Will the tot lot be close to the parking lot and/or within the
pipeline? It will be in the vicinity of the softball complex and away from the
pipeline near the zone just south of the concessions building, outside of the
easement. The idea is when a softball game is played with parents, the tot lot
is there to entertain the kids. For Phase 2, there is a little more lawn space on
the other side of the easement as an option.
The site plan will continue being refined. The design team will get into more detail
about how things will start to look with the discovery park theme and then move
into construction documents later in the spring or early summer. The Land Group
consultants plan to return to the MPR Commission in May to provide a much fuller
picture of how the park is going to look at that point.
9. Workshop -NONE
10. Staff Reports
MPR Director Steve Siddoway reported on the following:
• FY2018 Budget - The MPR Department is heavy into beginning the budget process.
There are many upcoming meetings on base budgets and proposing enhancements
for the next fiscal year, etc. Steve will meet next week with Councilwoman Anne
Little Roberts to begin these discussions. He would foresee the next regular
meeting in May to bring forward plans for the draft budget that will be presented
to Council in June and July and getting feedback on enhancements the Department
is proposing for next year.
MPR Recreation Manager Colin Moss reported on the following:
• Kleiner Park Live - This event has been a concert series during the summer. The
MPR Department will put this out to bid this year and pay a vendor to hold this
event. The MPR Department no longer has a vendor who is willing to put it on at
no cost to the City, simply because it has not been a money maker for them to be
able to get enough sponsorships and concessions revenue to make back their
money. The Department is proposing that Kleiner Park Live be moved to a fall
concert series. MPR staff members have always felt that participants struggle with
the heat during the summer and based on the fact that the series runs
concurrently with Rock The Village. These are a couple of factors the Department
has no control over. So instead of continuing to fight these factors, they have
decided to try to move it somewhere else during the fall. The proposed timeframe

is September/early October, five to seven weeks, probably on a Thursday; these
are all things that will be negotiated with the winning bidder and decide how this
event will be moved forward.
• Recreation Software - MPR staff has been doing more software demonstrations and
continues to move forward with the idea of switching over to new registration
software, which has been a huge undertaking. MPR staff has reached out to more
software companies since they were tentatively thinking SportsMan now.
However, they are doing demonstrations this week and had one a couple of days
ago that was actually really good, causing them to potentially reconsider
SportsMan. They have lots of different options for new software coming this
August.
• Homecourt - Facility Manager Garrett White has a lot of tasks to complete at the
Meridian Homecourt. MPR staff is finalizing a logo for the facility and reached out
to a designer. Colin should have a logo to show the MPR Commission next month or
can be seen on the website, which is another update, and is now ready on the
City's website. There will also be some new road signs on Franklin soon directing
people to the Meridian Homecourt as opposed to the Homecourt YMCA. Garrett is
getting started with the redesign process of bay #5 where the workout facility is
located for the YMCA. This would entail classroom space and what that might look
like. The YMCA is moving out approximately one year from now.
• Sprin, Break Camp - Recreation Coordinator Jake Garro has 48 kids registered for
Spring Break Camp right now. The camp's capacity is 50, and the MPR Department
is still a couple of weeks away from spring break. This camp is getting extremely
popular.
• Outdoor Adventure Camp - This camp will be expanded from six weeks to nine to
cover the entire summer like Summer Camp. Jake Garro has added fishing. One of
the Park Ambassadors—Howard Davis—who owns Howard's Tackle Shop has agreed
to partner with the Outdoor Adventure Camp program. Every Tuesday of camp,
Howard is going to meet the kids at the park, provide all the fishing poles, lures,
and bait for all the kids for the entire nine weeks, and then cook them hot dogs for
lunch at his own cost. MPR staff members are very excited and appreciative to
Howard for stepping up to do this. In addition, Howard follows around the Idaho
Fish Et Game `Take Me Fishing' trailer all summer long and does the exact same
thing as previously noted.
• Unplug Et Be Outside Week - This event is a big deal this year. He has really liked
Unplug Et Be Outside Week, which used to be a statewide event when it was hosted
by the Blue Cross Foundation. When they discontinued it, the MPR Department
tried to keep it going and did for a couple of years; however, it was somewhat
floundering with the amount of activities offered and how much time MPR staff put
into to give it the exposure it deserved. Recreation Coordinator Renee White has
really stepped up and taken it to the next level this year. Colin encouraged the
Commissioners to take a look at the fantastic activities she has lined up. Kids and
adults alike will enjoy that week a lot if they participate.

1. Spring Pathways Tour Planning
April 12, 2017 will be the MPR Commission's annual Pathways Tour. Two options were
presented, a bicycle tour or a van tour. The history of past pathways tours and routes were
discussed for the newer Commissioners. It was decided that we would undertake a bicycle
tour this year and that the route would be Five Mile Creek. We will start on the Ten Mile
end this year and finish at the Meridian Community Center. The thought was that if we
load up and van to the beginning point, we can stop by the Rail With Trail project to
familiarize the Commissioners with the future project currently under design. We
anticipate installation of the new pathway directional signage prior to the tour. An email
invite will go out to the Commission and staff prior to ensure all participants have bikes or
accommodations can be made.

2. Discuss Opportunities for Community Outreach in Support of Pathways
The Committee is looking for opportunities to be involved in pathway planning efforts
around the valley. Recently, it was learned that ACHD is forming a pedestrian advisory
group. They are looking for a representative from the City of Meridian, preferably a
citizen. John Nesmith expressed interest in being involved and was appointed to the group.

3. MPR Staff Projects Update
Staff provided the Committee a status report on all the projects currently in the works. It
was noted that a couple are about to go to bid, and others are in the final design/approval

discretion—one per family—since the number of Z -cards is limited. The Meridian Chamber of
Commerce would also like to have some as well for their visitor center.

taking an informal census on the groups that come to town for tournaments, etc. so they
have an idea of where people are spending their money when they are in the area.
