Dear Sonya:
We are pleased to present to you for our client Encore Development, LLC- Bob Hosac the attached and
completed Combined Preliminary Plat and Final Plat application; along with the checklists for the above
referenced application.
This project is presently undeveloped land within the recorded plat of Lochsa Falls Sub. No.12. located at 2100
& 2160 W. Everest. The subject property is presently zoned L-0, no zoning change is proposed with this
application. The Office/Commercial use is compatible with the Comprehensive Plan MU -C, as well as
surrounding uses in the area which include residential to the north, residential to the south,
Office/Commercial to the east, and Office to the west.
The proposed preliminary and final plat consists of 3.48 acres, 11 buildable lots, no common lots, and
landscaping. We are not requesting any variances or deviances from the city's ordinances. The preliminary
and final plats are in conformance with all requirements and provisions of the UDC. We are simply proposing
11 new office building lots. There are no new proposed streets with in the subdivision; access will be off of W.
Everest Lane. Ada County Assessor's office confirmed no street name application applies since there are no
new street names proposed. The project will connect to the City's current sewer and water; and maintenance
of the pressurized irrigation will be the responsibility of the developer. The proposed Design Standards are
proposed to permit a high-quality of Limited Office/Commercial Community for an orderly development of the
parcels to assist in a friendly growth in the City and its surrounding area.

INTRODUCTION
This report discusses the results of our test pit observation for one test pit that was
excavated on March 15, 2017 in the area for the proposed subdivision project located at
the 2100 W. Everest Lane in Meridian, Idaho. The test pit was excavated to verify
suitable infiltration soils.
PROJECT DESCRIPTION
This project is located at 2100 W. Everest Lane in Meridian, Idaho. The site is currently
an undeveloped commercial property. The proposed improvements include curb,
gutter, pavement, and storm drainage facilities. The test pit was dug in the immediate
vicinity of the proposed storm drainage facility.
TEST PIT OBSERVATION
The test pit was excavated on the site to a depth of 13.0' below ground surface. Poorly
graded sand with gravel was encountered in the test pit.
DRAINAGE RECOMMENDATION
Test Pit #1
Poorly Graded Sand and Gravel was found in test pit #1. Poorly Graded Sand and Gravel
sediments typically exhibit infiltration values in excess of 12 inches per hour. Based on
observations made in the field, the seepage bed should be excavated to Poorly Graded
Sand with Gravel. An infiltration rate of 8 inches per hour should be used in design.
GROUNDWATER
Groundwater was not encountered at the time of this investigation. Groundwater
depths vary though out the year based off seasonal run-off and irrigation. Based off our
field investigation and experience in the area, groundwater is expected to remain at
depths greater than 15.0' below ground surface year round.
GENERAL COMMENTS
The soils data used in the preparation of this limited soils report was obtained from the
test pits excavated for this project. This report does not reflect variations in the soils
that may occur between test pits across the site, or how groundwater may seasonally
fluctuate due to precipitation, land use, irrigation or other factors. The nature and
extent of such groundwater or soil variations may not be evident without monitoring or
until construction occurs. If any soil conditions are encountered at the site that differ
from those described in this report, KM Engineering should be immediately notified so
that further evaluation and recommendations can be provided.

This report does not include any of the following: environmental or biological
assessments; identification of any pollutants or hazardous materials; .recommendations
for pavement sections, excavation support, foundations, subgrade preparation,
dewatering, or site safety. If there is a concern about these aforementioned items,
other studies should be undertaken.
This report may be used only by the Client and for the specific application stated in the
report.

Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
