Broadway, Suite 102 Meridian, ID 83642 Re: Certificate of Zoning Compliance Black Rock Coffee — 2499 E Fairview Avenue Dear Planning Staff: Hatch Design Architecture is pleased to submit the attached Certificate of Zoning Compliance Application and supporting materials. The proposed project is a 450 square foot Black Rock coffee shop with a drive-thru. The narrative below will describe how the proposed building complies with the Meridian Design Manual and UDC 11-3A-19 guidelines, as required for Design Review. 1. The architectural character of the building is in line with the Black Rock brand, as well as the standards provided by the City of Meridian. These include: a. The building facades are broken up with changes in material, roof height modulation, and signage. Canopies and the stucco bands help define a pedestrian scale. b. Canopies protect patrons from weather as they pass through the drive-thru service windows. C. Rooflines are formed by parapet caps that modulate from 15'-0" for the service area to 11'-0" and 12'-6"at different areas. d. The majority of the building exterior is stucco and a wood siding. The stucco facades are broken up with control reveal joints. As previously mentioned, canopies are over the service windows. The Black Rock signage can be found as raised elements providing additional design interest to the elevations. e. All of the rooftop equipment will be screened by the parapet. 2. Materials: The exterior material is primarily stucco, highlighted by wood cedar siding. The stucco is broken up by using reveals to create horizontal modulations. This is further defined by the wood cedar siding. Canopies shade the service windows and highlight the service areas for patrons while protecting them from the elements. 3. Site Design + Parking: The proposed site design consists of two drive aisles on the North side and South side of the building. The parking was designed to connect into the balance of the complex with parking stalls to the South side of the building. There is also a common access drive which leads to both drive-thru lanes adjacent to the parking and patio to the East side of the building. 4. Pedestrian Walkways: ADA pedestrian paths connect the East patio and the West landing to the South parking area. The pad on the West side of the building is 7'-0" X 16'-0" and serves as a landing for the employee entrance. The patio on the East side of the building is 21'-6" X 16'-0" and serves as outdoor space for patrons to help promote connectivity. 5.
