Several members of the community have been working with the principals at Rockharbor Church regarding concerns residents have, especially regarding traffic and the sole use of the Tree Farm Way intersection for access to the site. We are aware that Rockharbor Church has requested to have a right in, right out access off Chinden to assist with the traffic that is anticipated. SpurWing Greens Master Owners Association would support the approval of this request as a condition of their plan approval in order to minimize the impact on the Tree Farm Way intersection. It appears that the access would be at the '/4 mile mark and we assume that it would be accompanied by a deceleration lane and median access control. With those provisions we think this would be an excellent addition to the neighborhood. We greatly appreciate your time in reviewing their application and our letter of support. The proposed development includes a total of 4 lots on 23.59 acres, with 2 developable lots zoned CN and R-15. The property is currently zoned CN and R-15. Background In 2006, the City of Meridian approved The Tree Farm Development for annexation and rezone which included a mix of land uses incorporating a total of 362 acres. The parcel that is being submitted with this application included CN (Neighborhood Commercial) and R-15(Medium-high Residential) zoning in the 2006 application. Rezone The existing zoning for the subject property consists of 8.95 acres of R-15 (Medium -High Density Residential) and 16.11 acres of CN zone (Neighborhood Commercial). The proposed zoning is going to be similar in configuration however we are submitting the rezone application to align the zoning boundaries with the proposed property boundaries. The request is to have 18.35 acres within the CN zone for the proposed church and 6.71 acres within the R-15 zone(Medium-High Density Residential). The proposed zoning designations align with the previously approved application and create a step down in intensity from Chinden to the north. Preliminary Plat The design of the project is intended to transition from north to south where existing single family residential uses lie to the north of Tree Farm Way and then have multi -family residential uses to commercial uses. The 23.56 acre property will be divided into 4 lots consisting of 2 common area lots, 1 commercial lot and 1 multi -family lot that could be further subdivided in the future. Development of the 15.03 acre C -N zoned parcel will consist of a large worship facility for RockHarbor Church. The facility, as currently envisioned, will include a 73,000 sq. ft. two story building, 620 space parking lot, outdoor social and recreational spaces, and extensive site landscaping. Tree Farm Way, and subject to approval of a variance, a limited access, right in / right out driveway from Chinden Blvd. The proposed 620 off-street parking spaces far exceed the 147 required based on the gross floor area of the building. The building's main auditorium will have a seating capacity in excess of 1,450. Research indicates that (1) parking space for every 2.5 seats is an appropriate ratio for suburban churches. The proposed ratio of about 2.3 seats per parking space is slightly more conservative, assuring that parking off site should seldom if ever be required. To lessen the visual impact of this amount of parking, and to keep a maximum number of spaces convenient to the main building entrance, the parking lot is divided into three distinct areas separated by pedestrian pathways and landscaping. Several factors have prevented compliance with the City Code stipulation that requires not more than 50 percent of on-site parking be located between the building and public streets. The first and most notable factor is the fact that the site is bounded by public roadways on the south, east, and a portion of the north sides; approximately 50 percent of the site's perimeter. Second, primary public access options are limited to the east side of the site where (2) new, very large irrigation mains are located that cannot be built over. Third is the need for a prominent and highly visible main entrance to the building located as close to the center of parking as possible. And lastly, the design of the facility requires that the rear and one side of the building be straight and unadorned to allow for future expansion; facades that should not face public streets. RockHarbor Church will therefore be requesting approval of the proposed site plan and parking layout through alternative compliance. Alternative compliance design measures that have been employed include the following: • A 45 foot in lieu of minimum required 35 foot landscape buffer along the Chinden Blvd. frontage. • In excess of 60 feet of landscaping in lieu of the minimum required 20 feet of landscaping along N. Tree Farm Way. • Gentle, intermittent, and meandering sight -obscuring berming at all (3) landscape buffers abutting public roadways. • Parking divided between the east and south sides of the site, rather than consolidated in a single area. • Almost an acre and a half of landscaped social and recreational open space on the site, not including frontage landscape buffer area in excess of two acres. The Church's 73,000 sq. ft. may be built in two or three phases. In addition, future expansion areas are planned for on the north and west sides of the building, as is additional future parking. Neither driveways, parking, the building's outdoor social areas, nor the service /fire lane will be impacted by this possible future growth. The building will feature contemporary architecture reflecting a mix of building forms, materials, and varying parapet heights. A blend of architectural metal siding and wall panels in complementary colors will be accented by stucco, stone, and glass on the building's exterior. The maximum parapet height will be 42 feet, 20 percent higher than the 35 feet allowed in the C -N zone. This height increase is allowed per alternative compliance provisions of the Code, specifically providing a minimum of ten percent of the building's floor area in outdoor open space or amenity. The 45,000 sq. ft. of recreational open space (play field) and 16,000 sq. ft. of social space (patios) far exceeds the 7,300 square feet required based on gross floor area. February 14, 2017 ( Page 3 addition, the building features a 45 foot high inclined decorative architectural element, exempt from the specified height limit, on which there will be a cross and / or other RockHarbor Church identification. In addition to building signage, approval of (1) free-standing monument type sign will be requested. Site landscaping will feature a variety of deciduous and evergreen trees and shrubs along with large expanses of lawn. The required 20 foot wide landscape buffer is provided along N. Tree Haven Way, and 45 foot and 25 foot landscape buffers, exceeding code minimums, are provided along Chinden Blvd. and abutting the residential parcel to the north, respectively. In addition to the required landscape treatments and tree counts in these buffers, variable height berming will be employed in both the Chinden Blvd. and local road buffers. Site lighting will feature moderate -height poles with cut-off type luminaires. Storm Drainage — Storm water drainage will be handled with seepage beds under the asphalt parking areas. Run-off generated on-site will have quality control treatment prior to being conveyed to on-site storage facilities. Development Aareement Modification The request for the modification is to enter into a new development agreement that separates this property from the currently approved agreement for Treehaven, LLC recorded on September 21, 2006 (instrument #106151218). Variance RockHarbor Church respectfully requests a variance from City Code to allow a limited access, right in / right out shared driveway onto Chinden Blvd. The reason for this driveway is to reduce church and future development traffic on N. Tree Haven Way and N. Tree Farm Way, both of which abut and serve residential development, and to reduce congestion at the Chinden Blvd. / N. Tree Farm Way signalized intersection. The location and configuration of the site coupled with the unique trip generation realities of a large church facility makes lack of direct access onto Chinden Blvd. a hardship for the church, and a negative impact to the residents of the adjacent Spurwing Greens Subdivision. Unlike most types of uses allowed in a C -N zone, churches generate extremely high, short peak period traffic. Unlike most commercial businesses that generate fairly even traffic flow over the course of a day, RockHarbor Church may generate close to 600 trips into or out of the site within a thirty minute period prior to and following its church services. The requested right in /right out shared driveway onto Chinden will reduce the amount of west bound incoming and west bound outgoing traffic using already constructed N. Tree Farm Way and the Chinden / N. Tree Farm Way intersection. RockHarbor Church fully expects that a future traffic impact study currently will validate the positive benefits of a Chinden access driveway as described above to both the church and the neighborhood. The church also anticipates that the study will show that the granting of this variance by the City will actually be beneficial, rather than detrimental, to the general health, safety, and welfare of the neighborhood and the larger community. We have lived here since 2014 and appreciate the beauty of the area. Last year we came to the City Council with concerns about a storage unit being built on Chinden at the front of the property. For a variety of reasons we opposed the unit. Thankfully the City Council heard our message and declined the building of the storage units. Now, we understand Rock Harbor Church would like to build in that area on Chinden. We are delighted to have the Church in our neighborhood. It is indeed an addition to the community and will have a nice visual space for adjoining neighbors. If there is any concern about the building, it is that the traffic light on Tree Farm will be overtaxed on Sundays. It would be helpful if the church had a right -in and a right -out onto Chinden to accommodate the traffic at that time. Our desire is that the City of Meridian will once again hear the voices of the neighborhood and permit the Church to build on this site. Historical information is available for eleven test pits located near the subject site. An ACHD monitor well is also located north of the property. The locations of all reference test holes are shown on the attached map. The subject property is approximately 22 acres in size and lies south of N. Tree Haven Way and north of Highway 20-26. The approximate area of the total Spurwing Subdivision where the reference test holes are located is 140 acres. Monitor data shows all of the test pits shown on the map have remained dry to varying depths from 135 to 182 inches below ground level. The "dry hole depths" for each of the locations is depicted in the following table. The only point where groundwater was observed is at the ACHD monitor well. That measurement was taken on February 26, 2014. This alluvial terrace is quite uniform and groundwater levels are typically greater than 15 to 20 feet deep. Driller logs of nearby wells indicate first water was encountered at depths from 36 to 126 feet. The static level in those wells was 20 to 32 feet after levels had stabilized. The measured groundwater level in the ACHD monitor pipe was measured at 20.1 feet below the sidewalk surface. Based on the available elevation data, the groundwater elevation at that point would be 2527.9 feet. The substratum is freely drained coarse sand, gravel and cobbles and subsurface water moves north and west toward the Boise River floodplain in that material. This "pit run" material ranges from 50 to 100 feet thick. I have observed a large number of test pits on this particular fan terrace over the years and conducted groundwater monitoring on numerous properties. Peak groundwater levels of 3 to 6 feet below the ground surface are not uncommon in areas of irrigated cropland. However, after irrigation systems are removed and cropping discontinued, groundwater levels often drop to a more "natural" static level. Groundwater is also deeper near the edge of the terrace where it slopes off into the floodplain. An irrigation lateral runs diagonally through this site from southeast to northwest. It is possible that groundwater levels near the lateral may have been higher due to ditch losses. Development plans call for this lateral to be placed in pipe prior to construction. Therefore, ditch losses will no longer be a consideration. Data from the nearby test holes provides an accurate depiction of drainage conditions on the Jayker Village Subdivision site. The ACHD monitor well establishes the groundwater elevation at 2527.9 feet during winter months. Based on all the data, I would not expect ground water within 18 feet of the ground surface post -development on this site. I will provide you a signed hard copy of this report by mail.
