Broadway Ave Suite 102 Meridian, ID 83642 Re: Culver's of Meridian, ID Job No.: OEMA #2016-073 Date: 10/11 /2016 To Whom it May Concern, We believe our proposed Culver's of Meridian, ID adheres to the design standards and regulations in place by the city. • The building's neutral color palette & use of stone is cohesive with surrounding buildings which display similar materials and colors. The surrounding buildings are similar in height. • The building material changes horizontally with the use of a 38" high stone "wainscot" and HardiePlank siding above. Pedestrian scale elements include windows with awnings and canopies over the main entry and drive thru. The use of landscaping around the perimeter also gives the building a sense of scale. • The building incorporates various parapet heights giving each fagade a "tower" element. The building form is aesthetically pleasing with stone & eifs "piers" breaking up the space vertically. The "towers" at each fagade give the building a primary and secondary roof elements. The tower at the main entrance is all stone, giving a grand appearance and inviting entry. • More than 30% of the fagade accounts for fenestration with the use of windows, doors, awnings, canopies and material change. Each parapet is topped with an eifs "cornice" piece and metal coping. The building has canopies at the main entry and drive thru. The gooseneck lighting fixtures create an accent feature over the awnings. • The use of material change is prevalent throughout the building. The main "field" material is shown as HardiePlank siding with secondary materials such as stone and eifs. The neutral color pallet harmonizes with the natural surroundings and provides a calm background for highlight features. Ground level mechanical equipment is screened with the use of landscaping while roof top equipment cannot be seen due the parapet height. • The site lighting is energy efficient with LED fixtures. The parking lot is designed to have efficient traffic flow and ample parking spaces, adequately broken up with landscaping islands. Date: January 7, 2017 RE: Alternative Compliance Application for Culver's Restaurant Please accept this formal request for consideration of alternative compliance with the City of Meridian planning and zoning requirements for the Culver's Restaurant pursuant to the following: ➢ The minimum planter width for parking islands is requested to be reduced from 5'-0" minimum inside of the curb lines to 3'-0" inside the curb line at one isolated location near the trash enclosure to maintain both clearance for the trash removal vehicles and maintain a permanent delineation for the drive thru service lanes. ➢ The minimum landscape buffer adjacent to the east property boundary is requested to be reduced from either 5'-0" with parking bumpers or 7'-0" without parking bumpers according to City Code. The reason for the request is that the property boundary line is skewed to the curb line and drive isles and parking stalls. Therefore the width of this buffer varies from .2.36' to 5.66' along the length of the drive isle and parking stalls. A keystone block wall and ground cover plantings are planned to be placed in this buffer area. The block retaining wall is only intended to be approximate one foot to one and a half foot tall and would discourage vehicle overhang. Ground cover plantings are intended to accent the existing landscaping provided by the adjacent Les Schwab Tire Center. The required tree plantings are proposed to be grouped at each end of the parking stalls and at the intermediate parking island. Consideration of the requested alternates as described above allows substantial conformance and compliance with the approved preliminary sketch and development plan. Life safety and emergency vehicle access routes, clearances, and widths are maintained for traffic safety. The request for reduced parking island width in the vicinity of the trash enclosure is necessary to provide for adequate clearance and access while maintaining safe and appropriate traffic patterns with the drive-thru service lanes. The request for reduces landscaping buffer results from the lot configuration and available lot width.
