and recommendations on parks and recreation related matters to the Mayor and City Council.

NEXT REGULAR MEETING: MARCH 8, 2017 • 5:30 P.M.
2017 All -Commission Goals:
1. Develop a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway as the top priority.
2. Explore options to obtain, build, or develop partnerships for
additional park space and/or amenities.
3. Participate in the design development of the future South
Meridian Regional Park.
4. Engage other task forces, commissions, entities, and agencies
through workshops and other outreach for partnership
opportunities.
5. Pursue improved tools and opportunities to communicate with
citizens and stakeholders.
6. Develop partnerships with the Meridian Fire Department for
future fire stations to be collocated with parks.

PARKS COMMITTEE
MISSION:
The mission of the Parks Committee is to help steer future locations, park identities,
amenities, and art to better serve the demands of the City of Meridian and to work closely
with the MPR Department to develop and implement concepts into functional parks that serve
all citizens.
GOALS 8t OBJECTIVES • Fiscal Year 2015-2016:
1. Implement the master amenities plan for all parks. (MPR Master Plan adopted by City Council in
December 2015)
2. Recommend the design, construction, and installation of two artificial shade structures at
Bear Creek and Julius M. Kleiner Memorial Parks.
3. Assist in the design and development of the future South Meridian 77 -Acre Park and three
new neighborhood parks: Hillsdale, Reta Huskey, and Bainbridge.

1. Finalize Ft Adopt the 2016-2017 Parks Committee Goals Ft Objectives
This agenda item was not discussed, due to time constraints.
At the December 14, 2016 meeting, the Committee revised its goals and objectives for
2016-2017. The following are the draft updated goals:
1) Recommend the design, construction, and installation of two artificial shade
structures at Bear Creek and Julius M. Kleiner Memorial Parks.
2) Continue to seek opportunities to add shade in parks.
3) Assist in the design and development of the future South Meridian Regional Park.
4) Develop specific recommendations for multi -generational amenities.
5) Work with the Arts Commission in using art to reinforce the identities of the three
parks—Heroes, Champion, and Renaissance.

2. Heroes Park Art - Input Names for People on the Flags for Journey of Heroes
The Committee worked with the Meridian Arts Commission members, including Gretchen
Caserotti, Mary Jensen, and Hillary Bodnar, as well as the artist, Ken McCall. The group
discussed the process and solidified one to select the heroes that go on the art. The images
will be picked at the committee level and then be taken to the MPR Commission and on to
Council. The Committee also talked about having natural heroes on the larger pieces and
then have local elementary schools choose the heroes for the small pathway markers.
Hillary will reach out to four art schools and Willow Creek.

2. Discuss Opportunities for Community Outreach in Support of Pathways
Jay mentioned an organization separate from Meridian that is working to produce an online
map connecting all of the pathways in the surrounding areas. Once this map is finished, Jay
could share it with the Commissioners. This would be a good chance for the Commission to
improve its outreach to the community.

3. Pathway Signage
The Committee discussed Jay's progress on the signs along the pathways. Jay is coordinating
with the sign company on the design, and they should be ready in a couple months. We
talked about how the new signs would be another good opportunity for Commissioners to
reach out the community.

The mission of the Marketing Committee is to promote events, programs, signage, and
amenities in the City of Meridian, as well as develop and maintain relationships with
community organizations.
GOALS Et OBJECTIVES • Fiscal Year 2015-2016
1. Update and complete the Parks Et Pathways Z -Cards for printing and distribution.
2. Finalize and distribute a Meridian "Year at a Glance/Top Meridian Events" calendar.
3. Create a calendar for the MPR Commissioners to sign up and commit to upcoming events—at
least one to two people at each event.
4. Reach out/solicit to community organizations the Meridian Parks Et Recreation
presentation—once created—to emphasize the economic benefits.
5. Identify marketing/ promotional items for the MPR Department to have at events for

This project is ready to go to print. There will be 1,000 z -cards printed.

2. Update on Commissioner Presence in the Community - Master Calendar
Shelly created a master calendar with a list of events throughout the entire year in which
the Committee went through and highlighted, which will then be modified. The goal is to
have sign-up sheets for the Commissioners to be present at community events. The next
event scheduled is the Movie Meet -Up to view "A Dog's Purpose" at Majestic Cinemas on
Saturday, February 4, 2017. Shelly handed out flyers. They also went over the year -at -a -
glance calendar, which was discussed last year. With the new list of master events, they
can now create a year -at -a -glance calendar for City events and have them available.

3. Update on MPR Presentation and Solicitation to Community Organizations - Spear-
headed by Committee
The group has a slideshow that will be presented at the Meridian Chamber of Commerce
luncheon. The Commission will have a preview of the PowerPoint at the March 8, 2017
meeting so they can get an idea of what it will look like for when they attend different
events and also for solicitation information.

4. Update on Chamber of Commerce Presentation
Anne Little Roberts is getting more parameters on the grant that the Meridian Chamber has
received so they can include something park -related, as long as it is aimed at tourism. She
has not yet received any feedback from Twin Falls regarding their PowerPoint.

For "Parks 8t Recreation Month" in July 2017, the Committee talked about doing a potential

Parks Ft Pathways Project Manager's Report:
JAY GIBBONS
1. Five Mile Creek Pathway - Segment H2, Badley to Fairview - The final two
easements have been secured. They will be recorded in the next two weeks.
Staff and the consultant are reviewing and finalizing construction drawings.
The project will go to bid once the NMID license agreement is in place.
2. Rail -With -Trail Pathway - A regional RWT Pathway Workgroup has been
created and has met twice regarding expanding the City's project to
encompass a pathway from the depot in Nampa to the depot in Boise.
Members of the workgroup represent each city, the highway district and
COMPASS. The COMPASS Board has approved a workplan to assist the group
with research, studies and project development support. Work is ongoing.
The funded 2016 project to secure construction documents for the first half
mile from Meridian Road to the point where Nine Mile Drain crosses the rail
corridor is underway. We have executed a contract with CTA for design
services. They are compiling survey, irrigation infrastructure, and floodplain

information to prepare the base mapping for the project. Coordination
meetings between the City and consultant occur every other week.
3. Transportation Improvement Projects - Staff is working with Development
Services and Public Works to coordinate roadway and intersection
improvements for near-term projects. These projects include Pine Avenue -
Meridian to Locust Grove, Meridian/Ustick Intersection, and Meridian Road
Widening - Cherry to Ustick.
4. FYI Five Mile Creek Pathway System Project - The funded project is to
secure pathway easements for all proposed segments from Black Cat Road to
Eagle Road. The second aspect of the funded project is to construct widened
existing sidewalks in two locations; west side of Linder - Bud Porter to Ustick,
and the south side of East James Court to the Jackson Drain Pathway. The
Land Group is finalizing construction drawings and easement exhibits on the
Linder Road project in order to secure the necessary easement with the HOA.
Staff has reached out to the HOA to attend the next b board meeting. We
continue to work on securing easements from the affected property owners on
the E. James Ct. project. Once easements are secured, the project will be bid
and constructed.
5. FYI Five Mile Creek Pathway - Segment D, Ten Mile to Black Cat - The
funded project is to prepare construction drawings for the project ahead of
securing funding. The effort will provide an engineered cost estimate to verify
the level of funding required. Staff has secured a contract and purchase order
with The Land Group to provide design and engineering services. The field
survey was completed in January. Meetings with the irrigation district and the
City's Public Works Department are scheduled. The construction documents
will be complete this summer.
6. Pathway Directional Signage Project - We are working on a package of
directional signs for the Five Mile Creek Pathway network from Pine to Ten
Mile. Sign locations have been identified, and directional information has been
compiled. A meeting with Trademark Signs has been scheduled to coordinate
sign design and provision of the signs. Installation will follow in the spring.
7. Lemp Canal/Larkwood Pathway Connection - The project will close the gap
between two existing multi -use pathways running parallel to McMillan Road
between Locust Grove and Meridian Roads across the frontage of the Larkwood
Subdivision. The pathway will impact the subdivision's entry landscape and
frontage. Staff is working to get a consultant under contract for survey and
design work. A meeting with the Settlers Irrigation District has been
scheduled. Design to follow.

City Arborist's Report:
ELROY HUFF
1. City Christmas Tree - It's hard to believe how the weather has been this
winter. We usually have the Christmas tree removed around January 8th or so.
This year it is January 31St, and we are removing the decorations from the tree,
which will be completed the first week of February.
2. Kleiner Arboretum - We have room for approximately 25 more trees to be
added to the Kleiner arboretum. I have sent out a wish list of trees I am
seeking for next spring. It will be interesting to see what happens this spring
when it warms up. We have some trees planted out there that are borderline
for cold hardiness for this area. They can handle the cold here, as long as it is
not too many consecutive cold days at zero degrees.
3. Tree City USA 2017 - All the requirements for retaining Tree City status has
been submitted and accepted. We will receive new Tree City recognition for
2017 sometime this spring.
Recreation Division
Recreation Manager's Report:
COLIN MOSS
1. Athletic Field Scheduling - Applications were due January 13th for sports
organizations to request field time for their leagues and tournaments in 2017.
All the leagues and tournaments have now been inputted in our system.
Reservations for field space that is still left is now available on a first-come,
first-served basis.
2. First Day of Shelter Reservations - Picnic shelter reservations opened on
February V. At the time of this report, statistics were not yet available, but
we should have some at the Commission meeting.
3. Picnic Shelter Pricing - New picnic shelter prices were adopted by City Council
at their January 24th meeting. We've been working to get those prices updated
in our reservation system, on the website, and on staff information sheets so
we are ready to go for the first day of reservations.
4. Park Concessions Opportunities - The bid packet is out for the concessions
opportunity at Tully Park for 2017. The Bear Creek opportunity has already
been awarded for 2017. The Settlers Park and Kleiner Park concession stands

are still under contract. Kleiner Park will become available again in 2018 and
Settlers in 2019.
5. Special Event Scheduling - There are 42 events currently on the 2017
calendar, including a few proposed new large events hosted by outside
organizations. It is still a long way to go for them to come to fruition, but
they'll be great additions to the annual event calendar, if they do.
Homecourt Facility Manager's Report:
GARRETT WHITE
1. 1 have been working on several projects at the Meridian Homecourt which
include:
• Moisture Barrier Repairs/HVAC Insulation - This project was completed on
Friday, October 21. HVAC units were insulated in January. Some of the
insulation already needs repaired. The insulation was fixed on Court #2.
• Roof Leaks - We now know there are four new roof leaks in the gym area.
We are working on getting them fixed once the weather improves. We are
waiting for snow and ice to be off the roof.
• Volleyball Standard Hole Repairs on Court #4 - There are six holes in the
floor that hold the volleyball standards/ poles. None of the holes line up
with the holes in the concrete flooring, due to the floor shifting over the
past 12 years. Two of the six holes on Court #4 have been repaired.
• Scheduling, -This is an ongoing project. I will meet with Hoop Dreams the
last week of January to discuss schedules and future schedules. I will also
reach out to other organizations and discuss future schedules.
• Staffing, - All staff are hired. Staff schedules are ongoing. I have been
scheduling one month at a time to help staff know when they are working.
I have also tried to ensure each schedule is consistent.
• Facility Sig,nag,e on Franklin Road - I have contacted ACHD in regards to the
Homecourt sign on Franklin. I need to work with Signs Etc. to draft a
30"X30" sign to be installed on Franklin that meets all ACHD requirements.
ACHD will install this sign at no cost. The next step is to determine what
the sign needs to convey.
• HVAC Issues - We are still working on getting access to the HVAC controls.
Eric Jensen is working on this and has been working with IT to determine
the best solution.
• HVAC Services- All HVAC Units have been serviced and, to my
understanding, running well.
• Website Design - I have started to create a website for the Homecourt
facility. I met with Renee White last week to discuss how she created the
Christmas in Meridian website. Once I have developed the website, I will
get approval through our department and IT.

Recreation Coordinators' Report:
JAKE GARRO, RENEE WHITE, Et TYLER ROBERDS
1. 2017 Winter Spring Classes - Jake is overseeing enrollment numbers of classes
that are being taught through our department's activity guide. He is
encouraging instructors to market their classes in a manner that will increase
attendance for their classes.
2. 2017 McCall Winter Carnival , Friday, January 27 we took a great trip to the
2017 McCall Winter Carnival. Fifteen Active Seniors (55 years and older) took
in the scenery of McCall and the ice sculptures that were on display around
McCall.
3. 2017 Spring Break Day Camp - 2017 Spring Break Day Camp will take place
March 27 - 31 at the Meridian Community Center. This camp is offered to
children ages 6-11. Activities for Spring Break include Building Blocks of Idaho
visiting us for a Lego craft, bowling at Meridian Lanes, Art Et Craft project
offered by Young Rembrandts, and a field trip to Wings Planet Kid Indoor
Playground. A job posting for our Spring Break Day Camp Counselor position
was posted on Friday, January 27.
4. 2017 Summer Camps - Jake is working on finalizing the details for our Camp
Mer -IDA -Moo Summer Day Camp, Outdoor Adventure Camp, and Let's Play
Sports Camp. Details being finalized and confirmed are Friday field trips for
Camp Mer -IDA -Moo, field trip transportation, shelter reservations for Tuesday
field trips, daily field trips for Outdoor Adventure Camp, and field and shelter
reservations for Let's Play Sports Camp. Camp Mer -IDA -Moo and Outdoor
Adventure Camp will begin the week of June 12 and conclude the week of
August 7. Let's Play Sport Camp will begin the week of June 12 and conclude
the week of July 31.
5. 2017 Summer Activity Guide - A call for activity proposals will be sent out to
instructors on Thursday, February 2. Our Summer Activity Guide will be
released on Friday, April 14 with summer registration starting on Monday, April
17. Summer classes will begin on June 5.
6. Special Events in 2017 - We are still in the planning stages for 2017 special
events. That includes an updated website (done), new sponsorship packet
(done), and event improvements (continually in process). Renee's current
focus is on the events noted below.

7. CableONE Movie Night in Meridian - In addition to CableONE, both full season
sponsors—Saint Alphonsus and Mountain American Credit Union—are returning.
Nightly sponsors are being contacted. The 2017 movie schedule has been

8. Unplugged Ft Be Outside - We are still currently recruiting instructors for our
Unplugged Et Be Outside event. This event features a week full of free
activities which encourage youth and families to be physically active and try
new activities. The Meridian Anti -Drug Coalition is a new partner, and
sponsorship dollars will further our marketing and outreach. A grant was
submitted to the Idaho Recreation Et Tourism "Be Outside Idaho." If secured,
class participants will take home the equipment after learning how to use it.
9. Mayor's Youth Advisory's Council 2017 TAC Events:
• February 17, 2017: Disney on Ice - Ice Skating Party; Ice World
• February 27, 2017: Ignite Youth; Idaho Party Barn
• March 7, 2017: Bouncing Social; Jump Time
• March 14, 2017: Strike the Stigma - Suicide Awareness Event; Big Al's

• May 22, 2017: End -of -the -Year Party; Wahooz
10. Winter Volleyball League - There are 98 total teams for Winter Volleyball. All
of the games which were canceled, due to snow storms, have been
rescheduled. The regular season has been extended one week to accommodate
for all of the changes. Tyler's goal is for the league and playoff to be
completed by Spring Break (March 27th). Tyler continues to work on consistent
flow of reschedule requests. Playoff brackets will start to come together
around mid-February.
11. Winter Basketball - There are 37 Winter Basketball teams in the league. All
canceled games have been rescheduled. This league should finish well before
Spring Break.
12. Adult Sports Social - Tyler is working on creating a "Champ Night" celebration.
At the conclusion of the tournaments, the first place teams will be invited to a
local restaurant to collect their prizes. Teams can bring their families to this

event as well. The goal is to create a family -friendly celebration while
generating revenue for local businesses. Currently, teams pick up prizes from
the MPR office, or the Site Supervisor delivers the shirts to them during the
next season of play. Teams will not be required to attend this event in order to
receive their prizes.
13. Summer Fun Kickoff Fastpitch Tournament - Tyler is currently receiving
feedback from previous teams to decide if this tournament should be a national
qualifier or not. A national qualifier would promote more teams from out of
town to come and play. Some local teams might not want to face the increased
competition.
14. Other General Tasks for Tyler -
• Developing the sports website. Trying to make it more user-friendly and
appealing to the participants.
• Training with ActiveNet to help with the increased shelter reservations
beginning Feb. 1St
• Working with HR to open part-time scorekeeping positions for the summer.
Looking to hire four people. This position will start in early April.
• Attending ASA state meetings and conferences. Learning how to run a
successful tournament for the local community.
• Begin accepting registrations for the Spring Softball League.
• Begin ordering equipment for the upcoming leagues.
