Adoption of the Agenda p Luke Cavener (ex -officio) X Shawn Martin (ex -officio) X Toni Tisdale (ex -officio) o Rhonda Jalbert (ex -officio) o Miranda Carson (ex -officio) Motion by Commissioner Lewis to approve the agenda second by Commissioner Hall — all ayes — motion carried. 3. Approval of Minutes from November 7, 2016 Meeting A motion was made by Commissioner Lewis to approve the minutes with a noted correction to page 4 paragraph 3 "the 2 foot travel lane" should read "the 12 foot travel lane"; second by Commissioner Knezacek — all ayes — motion carried. (Ex -Officio Member Jalbert arrived) 4. New Ex -Officio Member Introductions — Erika Bowen and Rhonda Jalbert Mr. Hood gave a brief re -introduction of Rhonda Jalbert who had previously sat on the Commission and was briefly replaced by Tod Morris. Ms. Jalbert the VRT Development Director will be rejoining the Commission and replacing Tod Morris. Erika Bowen is the ITD District 3 Traffic Engineer and will be replacing Ex -Officio Mark Wasdahl. Mr. Hood then extended an invite to Ms. Jalbert and Ms. Bowen to share an introduction and any comments. S. Old Business Items a. Transportation Projects Update (memo attached; C. Hood) Mr. Hood directed the attention of the Commission to the memo beginning on page 6. All new information is in bold. Mr. Hood noted that he did not list the Records Avenue extension in the memo, but that it was in construction. Mr. Hood continued with a brief review of the items, starting with the Ustick Corridor. Mr. Hood reminded everyone that they could sign up for updates on this project via the Meridian website. The other project mentioned was on page 8, the Eagle Road Adaptive Traffic Signals. In2018, ACHD and ITD plan to upgrade 14 signals along the Eagle Road corridor, between Overland and Chinden, to adaptive traffic signals. Mr. Hood concluded his update. Questions were asked and answered. 6. New Business Items a. Meridian Police Department Status Report (Sgt. Stacy Arnold) Topic not reviewed as Sgt. Arnold was not present b. Eagle Road Speed Limits, Access and Striping Changes Near Village Drive and River Valley Street (Erika Bowen, ITD) (Ex -Officio Member Carson arrived at 3:50) This agenda item has two topics: Eagle Road Speed Limits and the Access and Striping Changes near Village Drive and River Valley Street. Mr. Hood reacquainted the Commission on the second topic of this agenda item; it's deferral from the Commission to City Council in the fall and the recent actions that ITD took that he reviewed with the Commission last month. The topic was then turned over to Ms. Bowen for further review/comments. Ms. Bowen began with an update on the striping and signage changes on Eagle Road and directed the Commission's attention to the handouts on page 10 of the packet. Ms. Bowen noted that safety was the primary reason ITD closed the left turn at Village Drive. ITD and Center -Cal are working together to come up with a safe solution and hoping to re -open the left turn on to Village Drive (possibly installing a "slave" signal that corresponds to the light at Fairview). Commissioner Lancaster had some questions and concerns with the recent process and participation. Mr. Hood stated that Mr. Cavener is the liaison that is assigned from City Council to this Commission. Mr. Hood mentioned he previously provided feedback to the Mayor's Chief of Staff regarding the Commission being "bypassed" on this topic. Additionally, Mr. Hood shared that he did not write the recent letters to ITD (see packet pages 19 & 20), but he was asked to proof them and provide comments, which he did. Ms. Bowen then reviewed the Eagle Road Speed Limit topic. There have been several requests made by citizens as well as Meridian and Eagle to conduct a new speed study of Eagle Road. Ms. Bowen summarized the findings from the new speed study that was conducted and shared next step information. When trying to establish appropriate speed limits in an area ITD looks at average speeds as well as crash data. Ms. Bowen reviewed crash data after 2012, because this was after the installation of the medians along the Eagle corridor. The data from 2012 to 2013 showed a reduction of approximately 100 crashes, unfortunately in 2014 and after the data shows a variable increase in crashes and severity equal to or greater than the 2012 data. Congestion and crashes on Eagle Road is a big concern and ITD is trying to model scenarios to come up with solutions to both congestion and reduction in crashes. More work is needed before a speed limit change will be proposed. Discussion occurred and Ms. Bowen stood for questions and answers. Ms. Bowen will provide a future update on Eagle Road as additional information becomes available. c. ACHD Bicycle Advisory Committee update (B. Leslie) Mr. Leslie provided a brief update including the application that was submitted to the League of American Bicyclists and the Silver award that was received; contractor signage in bike lanes; and ACHD communications not being language `neutral'. The Silver award, although appreciated, it is not a Gold or Platinum rating. Brooke Green is the coordinator with ACHD that worked with the committee and will reach out to the League to provide any clarifications on items that were marked down and gain insight on improvements needed. ACHD has opened discussion with contractors to come up with guideline for placement and removal of signage in bike lanes. ADA does not allow signage on sidewalks and signs in bike lanes are a safety issue especially at night. Mr. Leslie shared a couple non -committee updates: Boise Bicycle Project annual drive and assistance needed; earlier this year the International Mountain Bikers Association awarded Eagle and Boise with a Gold level award, I of only 4 awarded in the USA. Mr. Leisle stood for questions or comments. Mr. Hood thanked Mr. Leisle for his participation on the Advisory committee, as it meets on the same day as the Commission, and his willingness to provide updates. d. Staff Communications (memo attached; C. Hood) Mr. Hood provided a brief update on staff communications which starts on page 16 of the packet, regarding the right on red issue at eastbound 1-84 at Meridian Road. On page 17 there is an update on the discussion of 12 foot -wide lanes with ACHD. Additionally, on the bottom of page 17 — pg. 18, ACHD priorities need to be submitted by March 17, 2017.
