Broadway Ave., Suite 210 Meridian, ID 83642 Re: NW Neurobehavioral Health Associates, Gramercy, Meridian, ID Staff -Level Design Review Application Dear Mr. Parsons: This application is for design review of a new 18,500-sq. ft. single -story commercial office building designed to house NW Neurobehavioral Health Associates. NW Neurobehavioral Health Associates provides psychological counseling services for children and will occupy 13,500-sq. ft. of the facility (the remaining 5,000-sq. ft. is for expansion/future tenant). The architectural character of this new building is aligned with the gateway buildings into the district at the northern entrance of Wells off of Overland Road. It has a low -slope roof with parapets of varying heights and is aesthetically contemporary in nature. The facades of the buildings alternate between two distinctly different stucco color schemes and has central composite rain screen design elements that match brick color elsewhere in the district. The facade of the building is broken up in a collage of varying sizes and finishes of elements (similarly to the gateway buildings). This breaks -up, or differentiates, any monolithic character the building might possess. Fenestration is human -scaled and occurs in several recurring patterns. All windows and glass doors are made of clear -bronze anodized aluminum frames (silver) with low E glazing. Solar shading devices are horizontal on the southern exposure, egg -crate at eastern and western exposure, and vertical fins at the northern exposure. Shading devices shall be dark bronze color. All exterior mechanical equipment is rooftop - mounted and screened from view by parapets (per attached drawing sheet P1.1 Exterior Perspectives and drawing A3.0 Conceptual Building Elevations). Site design of this project includes an existing, 8' wide, landscaped buffer with trees and sod along E. Gala Street to the North and a new landscape buffer along the eastern edge of the property along the common access drive. The 220 N. 101" STREET, BOISE, 10 8B902 WWW,TYTC.US landscape design also aligns with both materials and plantings at the existing gateway buildings. There is over 26,962-sq. ft. of open space in this design. Hard surface coverage is 51,590-sq. ft. and building coverage is 18,500-sq. ft. The Primary vehicular and pedestrian entrance to the facility is from the North off of East Gala Street. This property is accessible to Overland Road via S. Wells Avenue to the East and Millennium Way to the West. Barrier -free pedestrian access to the building is in the form of a detached sidewalk at the eastern property line. This sidewalk skirts the common access drive also along the eastern property line. Parking areas for NW Neurobehavioral Health Associates shall be at the North and East sides of the building. Ninety nine (99) spaces, including four van - accessible spaces, are at the North (street) side of the building and nine (9) spaces, including two van -accessible spaces, are at the East (common access drive) side of the building. This means that 99/108 = 92% of all parking spaces are on the North (street) side of the building and the remaining 8% of all parking spaces are at the East (common access drive) side of the building. The specific requirement that are proposed to be modified is the maximum allowed 50% of parking at the front (street) side of the building. We are proposing to locate the majority of parking at the front (street) side of the building (per attached drawing sheet A1.0 Conceptual Site Plan). The reason why strict adherence or application of the requirement is not feasible is because of the nature of the use of this facility: NW Neurobehavioral Health Associates provides psychological counseling services for children. It is important for the facility to be located as far from the street as possible because some of the children have a strong tendency to `run away.' Placing the building far from the street allows parents and staff enough time to catch up with the children before any harm can come to them. It is also important to provide a dense landscape buffer between the parking area and the street to give the children fewer points from which the can exit the property. In addition, it is important for staff to have clear lines of site to as much of the parking area, and of the street, as possible. Placing most of the parking, and all of the client parking, in front of reception, waiting, and administrative office areas allows as many eyes as possible to have a visual of the parking area. The proposed alternative means for compliance with specific requirements provides an equal or superior means of meeting the intent and purpose of the regulation. The parking area in front of the building is screened from the road by a densely -planted landscape buffer of Crimson Barberry. This landscape buffer serves double -duty by visually biffering the parking area from the street and allowing children fewer points from which the can exit the property. NW Neurobehavioral Health Associates is not located along a main arterial street such as Overland Road. It is on a minor collector street, so parking in front of the building does not have the same visual impact on E. Gala Street that it would have on a more travelled route. All exterior signage shall be "future" monument signs: one at the main building access off of E. Gala Street, and another adjacent to the main building entrance (per attached drawing sheet A1.0 Site Plan).
