The City Council approved the Paramount DA modification in conjunction with the Paramount Northeast Findings of Fact, Conclusions of Law, and Decision and Order on December 8, 2015 and approved the 2nd Addendum to the Development Agreement on January 19, 2016. The uses within the C -C and TN -C parcels were not specified, but the application stated that 'planning ... will follow approval of these applications, with detailed proposals provided in subsequent submittals. " That subsequent planning effort resulted in CUP and final plat approval of Veranda, an assisted living facility in a portion of the C -C -zoned parcel east of the Fox Run entrance; the Paramount North Forty preliminary plat; and DA modification with the detailed Conceptual Development Plan depicted below as incorporated into the 2"d Addendum to the Development Agreement (Instrument #2016-005060) and discussed later in this narrative. Approval of the "Future Residential " portion of the remainder of the Paramount Northeast area led to the consideration of higher density and more diverse products than the surrounding Paramount community. The result—two distinctly different single-family attached townhome products within the areas depicted on the following page. The schematics below illustrate, left and right, respectively: • Encore—age-qualified 55+ single -story, paired townhomes configured in "quads" with central access, garages and parking; and, • Cadence—two-story, paired townhomes with side -entry garages accessed from shared driveways. Typical elevations for each townhome show the one- and two-story unit concepts_ Full-size elevations and floor plan drawings are provided with the submittal package. ENCORE CADENCE 4 Preliminary Plat for a 196 -unit townhome subdivision The schematic site plan below denotes the 98 -unit Encore and 98 -unit Cadence components of the Paramount Director Subdivision preliminary plat located immediately east of the Veranda assisted living facility currently under construction. w.�MMK�. i CADF,NCE Access. Public street access to the subdivision is provided from Fox Run Way via W. Swanson Way which also serves Veranda; and from two public street connections to Director Street. • Because Fox Run and Director are designated residential collectors, and no other means of local street access is available to the site, a waiver of UDC 11-3-3:A is requested. Density. Gross density for the 35.6 -acre project is 5.5 units per acre which is within the combined range specified by DA Requirement #8 of the approved 2nd Addendum to the Development Agreement; specifically: "...residential densities ranging from 6 to 15 unit/acre in the MU -C designated area and 3 to 8 units/acre in the MDR designated area as required in the Comprehensive Plan fts. 27-28 and pg. 28 respectively). " Off Street Parkin¢. UDC Section 1 I -3C:6 requires four (4) spaces per unit with at least two in an enclosed garage and the other two (2) on an adjacent parking pad. Encore complies with that requirement, whereas Cadence does not. A tot -lot, to be located adjacent to the swimming pool also within Common Lot 5, Block 2. • A smaller pool/ clubhouse complex will be integrated into the Encore project with their use restricted to the residents of that 55+ community. • Interior 5 -foot pathways within the central "greenways" of Blocks 4 and 5 will provide for off-street east/west pedestrian movement. DA Modification The following acknowledgements and/or modifications are requested to the 2nd Addendum to the Development Agreement, Section 6: Conditions Governing Development of Property: • Acknowledgement that DA Requirements 1, 2, 5, 6, 7, and 9 have been, or will be addressed by the applications associated with the development of Paramount Director Subdivision, as proposed. • Approval of the following DA Requirement text modifications: • Requirement #3 "A 10 foot wide multi -arse pathway shall be provided along W Chinden Boulevard, along the west side of N. Per our last meeting (2nd attachment), we will construct a 33 -foot street section as with our prior Paramount phases, and as approved by the Meridian Fire Department.
