Dear Mr. Hood:
Attached for your review and favorable consideration is the application for the Citadel 4
located on North Ten Mile Road. We respectfully request approval of our Annexation and
Zoning application.
Citadel 4 is a self -storage facility planned on a 9.63-acre property in northwest Meridian.
Citadel 4 will be the fourth self -storage facility developed by this local Meridian based
company. The first three facilities are located on East Chinden, South Eagle and East Amity.
The Citadel Self -Storage design has proven to be successful and appealing. The site is ideal for a
self -storage facility, located in a Mixed Use Non-residential Meridian Comprehensive Plan area.
Located adjacent to an area of Meridian that is developing with residential homes, the facility is
in an ideal and convenient location.

Citadel 4 Self -Storage — Narrative
Citadel 4 Self -Storage is a self-service and outdoor storage facility planned on a 9.63-acre property with
access from North Ten Mile Road north of the West Ustick and Ten Mile roads intersection. Located in
northwest Meridian, the site is located in an area designated by Meridian's Comprehensive Plan Future
Land Use Map as a Mixed Use Non -Residential area. The facility is proposed is in a growing Industrial
area and adjacent to a growing residential area, the site is ideal for self -storage and will also act as a
buffer to the residential uses from the other industrial uses such as the Meridian Wastewater Treatment
Plant which is located to the south.
SUMMARY OF APPLICATIONS
Citadel Self -Storage is 9.63 acres and is located at 4015 N Ten Mile Road, Meridian, ID 83646, which is
on the West side of N Ten Mile Road and North of West Ustick Road. The Applicant is requesting the
following approvals for Citadel 4 Self -Storage:

Citadel 4 Self -Storage, at full build out, will include approximately 193,823 square feet of enclosed self -
storage and a 1,156 square foot office.

A pre -application meeting was held with the Meridian City staff on August 23, 2016. A neighborhood
meeting was held at the property, located at4015 N. Ten Mile Road, Meridian, ID 83646 on September
6, 2016, at 6:00 p.m. Two people attended the neighborhood Meeting.
ANNEXATION / ZONING
The property is currently zoned RUT. Citadel 4 Self Storage proposes annexation into Meridian City with
a zone of I-L. The Meridian City Comprehensive Plan designates this area as Mixed Use Non -Residential
(MU-NR) on the Meridian Comprehensive Plan Future Land Use Map. In the City of Meridian's
Comprehensive Plan and Future Land Use Designations, the following zones are designated as
appropriate: I-L, I-H. Uses appropriate for Mixed Use Community include: Light industrial uses may
include warehouses, storage units, light manufacturing, and incidental retail and offices uses. An "I-L"
zone for Citadel 4 Self -Storage is an appropriate zone that is compatible with adjoining uses. Further,
the proposed use will provide a needed community service.
This area is not residential and will not develop as residential due the existence of the wastewater
treatment plant and with the Comprehensive Plan Future Land Use Map designation of Mixed Use
Non -Residential.

DESIGN AND MATERIALS
Design:
Citadel 4 Self -Storage will have both self-service and outdoor facilities. Under the proposed I-L zone,
both uses are permitted. The specific use standards as found in Meridian City UDC Section 11-4-3-33,
Storage Facility, Outdoor, and Section 11-4-3-34, Storage Facility, Self -Storage, will apply to this
development. The facility will also have an on -site management office. Storage units will vary in size
from 5 by 10 feet to 12 by 30 feet. Open parking for recreation type vehicles are located around the
perimeter of the facility. A portion of the vehicle parking will be covered for protection from weather
and sun. The site design includes a 35-foot wide landscape buffer along Ten Mile Road and includes a
detached sidewalk.
Consistent with the Citadel 1, 2 and 3 projects previously approved by Meridian, Citadel 4 Ten Mile
includes masonry pop -out sections to provide modulation and projections to visually articulate wall
planes and break up building wall mass. The masonry wall portion will be constructed with split -face
block. The balance of the storage facility will be fully enclosed by the metal walls of the buildings, gates
and fencing, similar to Citadel 1, 2 and 3 storage facilities. Characteristic to the Citadel facilities, the
spectacular architectural effort on the office is a trademark look of all the Citadel facilities.

Access into Citadel 4 Self -Storage will be from North Ten Mile Road. All vehicles or customers will enter
by way of a key -code activated gate. An office will be located at the entrance, and will be open during
daytime hours.
Phasing:
The self -storage site is currently planned to be built in two (2) phases. A phasing plan is included on the
site plan in this application. The plan is to build and landscape the eastern half, approximate, of the
property that fronts Ten Mile Road. The remaining western half of the property will be built in phase 2.
ALTERNATIVE COMPLIANCE
A request for alternative compliance is needed to address on -site parking requirements (UDC 11-3C-6).
The City typically requires one parking space per 500 square feet of gross floor area. Citadel 4 Self -
Storage has approximately 193,823 square feet of storage space and a 1,156 square foot office. If
applied, this would require 390 parking spaces for the self -storage units. Citadel Self -Storage is
requesting that only parking be required for the 1,156 square foot office, which would require three (3)
parking spaces. Citadel 4 Self -Storage proposes five (5) parking spaces to be located adjacent to the
office.
CONCLUSION
We respectfully request approval of the annexation and zoning application for this self -storage facility in
northwest Meridian. This project will provide desirable and quality self -storage facilities to this growing
area of Meridian. A Self -Storage facility is a great use in this specific area affected by the wastewater
treatment plant.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment

attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
