Meridian, ID 83642 Proposed Actions First — A 20 -lot commercial subdivision for the first development phase of the Hill Properties; specifically, for the C -N -zoned property adjacent to Amity Road and north of the City Park /YMCA/Hillsdale Elementary School complex. There are two items for which a variance from provisions of the UDC is required: • Although ACHD has reviewed and approved the location of the public street intersections, a.waiver of UDC restrictions is requested for the proposed private drive points of access to the arterial (Amity) and collector (Hillsdale) street system, as depicted on the preliminary plat and the "Veranda and medical office building concept" plan. • The Boise Project Board of Control requires a 40 -foot easement for the relocation of the Cunningham Lateral through Lots 10 and 11, and a portion of Lot 20, along the west side of N. Hillsdale Ave. While BPBC will allow paved parking lots and concrete hardscape within the westerly 20 feet of the easement, they will not allow 12601 W. The proposed preliminary plat/site plan complies with the Planning Division Condition 1. Lg requirement for amendment of the DA to provide "a more detailed plan" for the project—in this case, the first phase. The "Veranda and medical office building concept" plan is detailed for the first two proposed uses on two of the twenty lots—a clinic at the northeast corner of the site and an assisted living facility on Amity Road immediately to the west. While the uses of the remaining eighteen (18) lots are not yet detailed, it is anticipated that many will be consolidated as users are determined. And those users are expected to be as cited in the MU -N section of the Comprehensive Plan, including, professional offices, dental/medical clinics, daycares, gift shops, dry cleaner/laundromat, salons/spas and other neighborhood -scale uses. It is assumed that no further DA Mod "detailing" will be required if the uses proposed are found to be compliant with those anticipated by the City's Comprehensive Plan and the UDC. • Proposed DA Modifications. Deletion of Condition 1.l.g.xii, which limits the maximum building footprint to 20,000 square feet. This is requested inasmuch as the proposed medical clinic and nursing care (assisted living) facility will exceed that limitation. Those, and similar uses are compatible with the "community serving facilities" cited in Condition 1.1.g.iv. The condition is restrictive and unnecessarily limits potential uses for the property which will serve the surrounding neighborhood. Noe Phone: 208.850.4926 Fax 208.939-8602 RE: 2015 final groundwater report - Century Farm property Data collection has been completed for the 2015 irrigation season at your Century Farm site. A table is attached that displays readings in inches below ground level collected throughout the year at each of 12 locations. Peak readings for each location are highlighted in yellow on the table. The location of each monitor pipe is shown on the included photo base map. Seven monitor tubes were placed in 2007, 2010 and 2014, while five new pipes were placed in test pit excavations on March 18th of this year. A comparison to the 2014 data for the seven older locations shows peak levels are down from 4 to 20 inches at all locations other than 6-07 where the peak is five inches higher than last year. Timing of the peaks for both years is the same happening between mid-June and mid-July. There has been no change in irrigation methods on or near this site over the past 5 years. The southeast field has been sprinkler irrigated for several years. A sod farm is operating just southwest of the parcel where 6-07 is located and is also sprinkler irrigated. The remainder of the parcel is surface irrigated by furrow or corrugate. Crop rotations have remained constant with corn/wheat in the center of the parcel, sugar beets in the southeast corner and alfalfa hay along the east side. The north and west part of this property is currently under development and has not been in cropland this year. 5740 N. APPLERR00E WAY BoisE IDAHO 83713 Century Farm - page Z The impact on groundwater levels on this project is due to both onsite and offsite sources. Timing of the peak groundwater levels follows the irrigation activity that happens on the site and in the area around it. Residential build-up to the east and southeast and the presence of the golf course to the south have removed a considerable number of acres from irrigated cropland in the last five years. However, there has been little change in levels based on historical 2007 monitor data from this and nearby properties. The Century Farm site lies in a broad and flat drainageway that is about a mile wide with a nominal elevation of 2700 feet. This landscape feature runs from southeast to northwest. Surrounding areas are on elevations up to 50 feet higher than the floor of the drainage and most are underlain by basalt bedrock. Tenmile Creek flows through the property and follows the wide drainage and removes some subsurface water. All profile descriptions show rapidly permeable sand, gravel and cobbles encountered at a depth of 5 to 7 feet below the surface. Free water was typically present in this coarse material. Well logs show these gravel deposits to range from 25 to 40 feet thick underlain by a nearly impermeable lacustrine layer. This subsurface gravel layer follows the southeast to northwest orientation of the drainageway. It is my opinion that the free -drained substratum sands and gravels are acting as a conduit to move water beneath this property to the northwest. After review of the monitor data and an analysis of the landscapes, it appears to me that offsite sources have a much greater impact on the groundwater levels. Based on the measurement data I would recommend a groundwater level of 55 inches be considered the peak level that will be encountered over the site at post - development. That level will be reached from mid-June to mid-July. For the rest of the year a level of 70 inches below ground surface would be a nominal value.
