Rezone The request is to rezone a portion of this property from R-2 (Low Density Residential) (10.17 acres), R-8 (Medium Density Residential) (33.84 acres) and R-15 (Medium -High Density Residential) (.24 acres) to R-4 (Medium -Low Density Residential) (44.26 acres) AND rezone C- C (Community Business) (.27 acres) and R-15 (Medium -High Density Residential)(154 square feet) to R-8 (Medium Density Residential) (.3 acres). The requested zoning designation is R-4 (Medium -Low Density Residential) and R-8 (Medium Density Residential) which is consistent with the City of Kuna Comprehensive Plan Future Land Use Map for the project area and will be more conducive to the types and sizes of lots that are proposed for this and the surrounding developments. The existing zoning to the north is RUT (Rural Urban Transition, ADA County), south is R-15 (Medium -High Density Residential), to the east is R-8 (Medium Density Residential) and to the west is R-8 (Medium Density Residential). Lots of concerns have been expressed to me regarding the proposed residential development to the west of SpurWing Greens. You may have a good turnout on Wednesday, November 2. I am hoping that on November 2 you will be able to address the extension of Black Cat Road, its timing, and how this development while under construction will impact the intersection of Tree Farm Way and Chinden Blvd. We are rapidly approaching (from what ACHD told us earlier this year) the maximum threshold for daily trips at this intersection. We were told that reaching the threshold will trigger the requirement for the extension of Black Cat Road. Was the recent traffic count done by your folks? Do you have those figures available? Will construction crews use the existing Black Cat Road to gain access to the property for pre - development work? Residents in here have expressed great concern about additional congestion at Tree Farm Way and avoiding Tree Farm Way during construction will go a long way in alleviating those concerns. Tree Farm Way in the Spurwing Greens subdivision. I noticed today a car counter placed along N. Tree Farm Way. The position where it is now does not in any way capture the accurate number of car trips through this sub division. There are two other streets intersecting Tree Farm Way before the current position of the trip counter. The main turning street is Jayker Way where more than half of the vehicles turn in and out of daily to exit through Tree Farm Way to get onto Chinden Blvd. This is the only single entrance/exit to Spurwing Greens. To get an correct reading of car trips, the counter needs to be placed just after the turn into Spurwing Greens subdivision and before Jayker Way which leads into the most populated area of the neighborhood. I received a letter in the mail from The J. U. B . company but many of my neighbors did not get it. Who was this information letter mailed to? STRATA will be accomplishing a geotechnical engineering evaluation for the project, however, currently, we have not accomplished field exploration. Based on our site research, including review of well logs, site topography, and geologic maps and subsurface knowledge in the area, we anticipate subsurface conditions will likely consist of topsoil, clay, and cemented silt in the upper 5 to 8 feet overlying sand and gravel to a depth of about 30 feet. We anticipate groundwater will likely be present at depths of greater than 15 to 25 feet below ground surface. However, groundwater may be affected by local irrigation. Based on these soil conditions, we consider subsurface stormwater infiltration to be a viable solution for the project, and preliminarily anticipate stormwater facilities may be constructed to extend into native sand and gravel likely present at depths of 5 to 8 feet, and designed with an allowable infiltration rate of 6 to 8 inches per hour. As noted, the above anticipated conditions are based solely on our research and experience, and are not based on site specific subsurface excavation.
