I am hoping that on November 2 you will be able to address the extension of Black Cat Road, its timing, and how this development while under construction will impact the intersection of Tree Farm Way and Chi nden Blvd. We are rapidly approaching (from what ACHD told us earlier this year) the maximum threshold for daily trips at this intersection. We were told that reaching the threshold will trigger the requirement for the extension of Black Cat Road. Was the recent traffic count done by your folks? Do you have those figures available? Will construction crews use the existing Black Cat Road to gain access to the property for pre - development work? Residents in here have expressed great concern about additional congestion at Tree Farm Way and avoiding Tree Farm Way during construction will go a long way in alleviating those concerns. STRATA will be accomplishing a geotechnical engineering evaluation for the project, however, currently, we have not accomplished field exploration. Based on our site research, including review of well logs, site topography, and geologic maps and subsurface knowledge in the area, we anticipate subsurface conditions will likely consist of topsoil, clay, and cemented silt in the upper 5 to 8 feet overlying sand and gravel to a depth of about 30 feet. We anticipate groundwater will likely be present at depths of greater than 15 to 25 feet below ground surface. However, groundwater may be affected by local irrigation. Based on these soil conditions, we consider subsurface stormwater infiltration to be a viable solution for the project, and preliminarily anticipate stormwater facilities may be constructed to extend into native sand and gravel likely present at depths of 5 to 8 feet, and designed with an allowable infiltration rate of 6 to 8 inches per hour. As noted, the above anticipated conditions are based solely on our research and experience, and are not based on site specific subsurface excavation.
