3. Discuss when to open up the Impact Fee Process (Todd L.)
A. Current Impact Fees are effective as of May 1, 2014
Todd Lavoie of the City provided Impact Fee Statute Overview, notes and
timeline. Per Statue, impact fee shall update the capital improvement plan
at least once every 5 years. Discussions were had that the process should
start no later than January 2019.
Ted Baird of the City provided another option. During the 2013 Impact Fee
adoption, City Council adopted lower rates than what was proposed.
Impact Fee Committee may bring back to City Council to recuperate the
gap adopted Impact Fees versus the Proposed Full Cost Recovery Impact
Fees. This is independent from formal Impact Fee Study. ACHD has
recently updated on August 24th. They update their Impact Fees every 4
years.
Question was asked when ACHD updates their Impact Fees.
A motion and a second to approve September 2018 to open the next Impact
Fee Study. Motion carried – all ayes.
4. Discuss if the City has resources to conduct next Impact Fee Update (Todd L.)
City Finance, Fire and Parks Departments do not have the personnel
resources at this time to conduct Impact Fee Study. Discussions were also
had that a 3rd party unbiased opinion would have more weight.
Todd Lavoie of the City provided the cost of the last Impact Fee Study by
BBC Research, $27,160. It was discussed that the next Impact Fee Study
will follow a Request for Quotation (RFQ) procurement process.

5. Fiscal Year 2017 Impact Fee Project List (Todd L.)
Todd Lavoie of the City provided FY2016 Actuals and FY2017 Budgeted
Impact Fee Revenues. Handouts were reviewed.
Comments were made rather if we have enough to cover CIP items. Not in
crises now, items may be pushed back to future years. Other items
discussed were inflation increases are at 1% per week , 3 of 7 year of Impact
Fee collection, should Committee go to City Council to obtain the gap?
Committee requested gap analysis on the revenue lost from the decision to
lower the Impact Fees from the Proposed Full Cost Recovery rates.
Ted Baird of the City advised Committee that re-opening to recuperate the
gap will bring the whole fee schedule up for discussion.
Departments to pulse check with Mayor and Council Liaison on re-opening
of Impact Fee.
