Historical Society and History Center Update by Lila Hill On file. Commission J. Jones requested that some stats from this update be listed in the minutes: L. Hill has contributed a weekly column to the Valley Times for over 26 years, during this time she wrote 9,352 weekly articles. L. Hill wrote in her report, `TThis] took probably more than 4 hours a month to gather, locate, type, proof, print, staple, deliver —with approximately 5,408 hours of time donated — I've used 6+ reams of paper, 1560 staples — ink?? Computers — Mac & track printer, to clone — laptop — tablet & non connected printer — But look at all the things we have learned!" Per her report, Lila requested that HPC funds be granted for glossy photo paper. Motion to approve NTE $50 for photo paper by J. Evarts; seconded by D. Cronk — all ayes — motion carried. 6. New Business a. Good-bye and Thank You Commissioner: Robert Mortensen B. Johnston announced commissioner R. Mortensen's resignation. B. Johnston requested that H. Bodnar write a letter for the commissioners to sign and send. H. Bodnar will write a draft for the commissioners to comment on and edit before bringing a final before the commission in November. b. Welcome New Commissioner: Ella Kramer E. Kramer shared a few facts about herself and the commissioners welcomed her. c. Children's Museum Update by Jacy Jones J. Jones gave a brief history of the Children's Museum committee and where they are today. The idea originated with Susan Mahoney, from the Boise Rotary Club. The committee's target location is downtown. They want the museum to be based on Meridian's history and emphasize hands-on learning and STEM components in the exhibits. J. Jones will give a presentation to Council on 11/9/16, and can follow up with HPC at their November meeting. d. Heritage Homes Tour Report by Dawn Cronk D. Cronk shared about the recent Heritage Homes Tour that she participated in. She was impressed with Preservation Idaho's event overall and enjoyed seeing those homes that were well preserved and the commitment from the owners to keep their homes well maintained to reflect the period that they were built. H. Bodnar was able to volunteer for the event and agreed with D. Cronk's comments. There may also be a way for us to hold a similar event in Meridian by partnering with Preservation Idaho. e. Meridian Library — Local Chronical Project H. Bodnar shared the email correspondence from unBound's Nick Grove regarding their undertaking of the Meridian Chronical Project. B. Johnston asked if this project conflicts with J.Evart's TourBuddy proposal. J. Evarts said there is not conflict. L. Hill was concerned about sharing photos that the Historical Society could otherwise sell for revenue that could support their archives. J. Evarts and H. Bodnar will talk to Nick Grove to see what role the Historic Preservation Commission will play, how to respect the Historical Society and possibly help generate donations for them. Preservation Leadership Forum Group Membership H. Bodnar shared that during a recent webinar, we learned that only Forum members can receive grants through the National Trust for Historic Preservation. She presented the membership cost of $250 for a year and asked HPC if they would be interested in becoming members. J. Evarts recommended that HPC become members. J. Jones said that there is always value from memberships, even just to be included in newsletters. Motion to approve $250 for Preservation Leadership Forum Group Membership through the NTHP by J. Evarts; seconded by J. Jones — all ayes — motion carried. g. Fiscal Year 2017 Certified Local Government Grants H. Bodnar shared information on Idaho State CLG Grants. J. Jones asked that H. Bodnar follow up with Reta Cunningham in Finance to get her input on the grant, including dates, amounts, etc. and then call for a subcommittee to meet to discuss further. J.Jones, J. Evarts volunteered to serve on the subcommittee. B. Johnston asked to be cc'd on emails. h. Historic Preservation Month May 2017 Theme: "Story Tellers" L "If This Property Could Talk" Planning HB presented an idea for signage using a -frame signs and coroplast inserts that would work with signs already owned by other City agencies. JJ recommended that we go for it. JE agreed that this is a must -do investment. LH said that the historical society has records of people's memories that could be included. JE said we should start working on design, HB will email JE dimensions so that Bryce can bring back design concepts for December. BN will follow up with Legal to see if there is any conflict with our agreement with ACHD. 7. Old Business a. Tour Buddy Budget and Project Plan J. Evarts introduced Nic Herman, CVCS Class President, who volunteered to help with the TourBuddy app as part of his senior project. J. Evarts and N. Herman shared a PowerPoint presentation on the project with the commission and stood for questions. Commission was in favor of moving forward with this project as presented, but B. Nary recommended that this presentation be shared with City Council. H. Bodnar will add J. Evarts and N. Herman to the City Council agenda for 11/1/16. Motion that pending approval from City Council, HPC approves NTE $3,500 for initial year of app implementation by J. Jones, seconded by D. Cronk. b. Reoccurring agenda item, B. Johnston asked if the commissioners had any potential listings to share. No properties were suggested or shared. c. Inventory Property Review for Accurate GIS Listings J. Jones recommended that rather than chipping away at updating this inventory list, that HPC request a summer intern through the City's Youth Work Life Skills Program. The commission agreed that this would be an effective way to update the inventory. H. Bodnar will send a request to HR. d. Learning Opportunities: L PastForward Conference November 15-18, 2016 (Houston) ii. Idaho Heritage Conference September 20-23, 2017 (Boise) H. Bodnar shared the announcement of the upcoming Idaho Heritage Conference and will forward emails with information about the conference to commissioners as she receives them. 8. Next Meeting: November 10, 2016 at 5:30 p.m. Johnston will be attending the PastForward Conference during this meeting and since R. Mortensen, former Vice -President has stepped down, B. Nary recommended that the commission nominate someone else to run the next meeting. Motion that J. Evarts serve as the interim vice president for the remainder of 2016 by J. Jones, seconded by D. HPC — Oct. 2016 Once again it's time for the third graders to visit — We have provided once gain information on objects on display — The few accompanying parents that I have observed I don't think have read the information in advance — some carry a copy in their hands. We have joined with the Meridian library district on a program that will enable them to direct more people to the History Center. They have been given permission to pick from the Centennial calendar photos and the post cards for a few photos to use. We hope in the near future to be able to have hard glossy copies of the photos scanned & on the city computers for our files. We have matt photo paper — but no glossy photo paper and would ask HPC for permission to get a supply of glossy photo paper out of the available funds allocated to the History Center. A new alphabetical surname index for the head of households in Idaho in the 1910 census has been added to our shelves. Land ownership records from Meridian are still being collated within each early subdivision. Carol is currently working on the 1940 census. (The last one currently available.) We may again hold some basic genealogy meetings for local early families and start a small collection of genealogy books — A couple of personal items — if I may - We received an invitation to the "Idaho Premier History Event" — Carrie Cartee, daughter of Layfayette Cartee, was an early Boise pianist went to NY & while there purchased two Weber grand pianos — one of which was for herself — it eventually found it's way to the Idaho State Historical Society storage & had rested there, unplayed for many years. Over 2 years ago it was re -introduced to the local music leaders. It has now been fully restored & will be heard for the first concert with Del Parkinson on Oct. 27, 2016 at the Esther Simplot Performing Arts Academy. $65 with Silent Auction, No -Host cocktails and Heavy Hors d'oeuvres. But this is a classic example of what could go wrong when there are too many cooks for the soup — Invitations were issued by the Historical Foundation group — they indicate that there will be the story of Carrie's piano by Paul Schiller, the restorer— only they didn't invite Paul! I haven't talked to him since last Saturday when he tuned my piano — naturally he was upset! So I said I still had some acquaintances & did he care if I told — so after an e-mail to Elizabeth Jacox & Barbara Perry Bower, sisters & Idaho premier historical researchers & one from them to Jody Hawley Ochoa on the State Historical Society Staff — I think it is resolved! Somebody slipped up & didn't follow through Paul, the piano restorer is the Steinway representative for this area — a gifted musician who Idaho is lucky to have — But, he said to me that when he was just out of college & reported to his first job in the east — he was addressed as Sir — here in Idaho he's "just a piano technician" & that is lower on the totem pole than piano tuner! Let's hope it is resolved successfully. Now that Frank Thomason & Dr.Tom are no longer with this group assembled and the two of them & I started at the same time on the Meridian HPC. I'm beginning to have serious thoughts about no longer contributing my column of over 26 years for the Meridian paper. The first years — in fact until we moved into this building, the newspapers were stored in my fruit room, having been given custody them by the Idaho State Historical Society after they were offered them by the then current owner who needed to move them to another storage site and rather quickly. Dr. Doug Rutan used them for his Doctoral Thesis on the Meridian School District. Now they reside in the society storage downstairs in archive boxes where they can be accessed by society volunteers — the public is encouraged to use the archived copies on microfilm at the ISHS — but, we do have a reader and a copy of the first reel of the microfilm in the History Center. We expect federal funds available for FY17 will remain level, which means we expect a total of just over $70,000 to be available for CLG Grants. This represents 10% of the total funds available to Idaho for historic preservation from the National Park Service and the Department of the Interior. Instructions for submitting an application are in the Idaho Certified Local Government Grant Manual, available on-line at the web site of the Idaho State Historical Society: www.histo r.idaho. oy. The handbook contains examples of acceptable projects and the allocation formula for distribution of funds. SHPO staff are available to assist with any aspect of the application process. As a reminder, beginning with FY17, the Idaho Certified Local Government Grants will be reviewed on a competitive basis. This means that communities will no longer be guaranteed funding, and it is important that CLGs carefully plan out their proposed projects and submit a strong application. Please refer to the CLG Grant Manual for more details on how the CLG Grant applications will be scored by SHPO. For FY17, the Idaho CLG Grant program will prioritize funding projects in the following areas: Survey; Historic Preservation Planning; and Commission Education, with a specific focus on attending the 2017 Idaho Heritage Conference. Communities can still submit project proposals in other areas; however, SHPO would strongly encourage CLGs to keep these three (3) priority areas in mind as they develop their proposals. Additionally, CLGs should refer the new Idaho State Historic Preservation Plan's Goals and Objectives (attached to this call) as projects are planned. FY17 CLG Grants This is a reminder that beginning in FY17 (which starts October 1"), we will be moving to a new CLG Grant distribution model. Instead of the population -based system we have be using, the grants will now be COMPETITIVE! This will mean that you can apply for more money, but that not necessarily everyone will receive funding every time they apply. Also, we are moving to a 2 -year grant cycle. Those who do not receive funding in FY17 will be given priority in FY18. 2017 Idaho Archaeology and Historic Preservation Month We had a very successful Idaho Archaeology and Historic Preservation Month is past May, but we're already getting geared up for the next one! For the 2017 Idaho Archaeology and Historic Preservation Month, which will again be in May 2017, the theme is "Story Tellers." How do our archaeological and historic resources tell the stories of Idaho and our communities? We are asking that our CLG partners be thinking about, and starting plan for, what kind of events you want in your areas and how you can help facilitate those events. And we're asking that you think beyond just having a couple of lectures. What kind of EVENTS can you think of? Is there a special TOUR you want to have someone put on? And who would that be? Really be thinking about how to actively engage your communities and bring them into these events. We can certainly help you with coming up with ideas, but as the local advocates for historic preservation, we're counting on you to take a lead in your communities and make this year's Idaho Archaeology and Historic Preservation Month another major success! Save the Date: 3rd Idaho Heritage Conference! The dates and location for the 3`d Idaho Heritage Conference have been set! The conference will run from September 20-23, 2017, in Boise. This is a great training opportunity for all of our Commission members — and you CAN apply for CLG Grant funds to help pay for it! Right now, we are looking at an opening reception on the evening of Wednesday the 20th. The Conference will then run Thursday and Friday (21St and 22"d), with some optional, affiliated events on Saturday the 23`d (such as the ASI Board meeting, and 2017 Idaho Historic Sites Review Board meeting). We are working on identifying potential field trips, and for the first time, we're planning on having a series of half-day, hands-on workshops.
