Approval of Minutes from September 12, 2016 Meetings Commissioner Lewis suggested the wording "the Commission did not believe the developer should have to solve an existing problem" be deleted from the Chateau Drive summary. Motion by Commissioner Lewis to approve the minutes with the change proposed; second by Commissioner Ballard — all ayes — motion carried. 4. Old Business a. Transportation Projects Update (memo attached; C. Hood) Prior to the update Mr. Hood noted that Commissioner Leslie, Ex -Officio Member Carson and Ex -Officio Member Martin arrived. Mr. Hood began the update by directing the Commissioners to page 6 of the packet; all new information is in bold. Mr. Hood noted there aren't many updates but did want to highlight a couple items. Ustick Corridor - work began on Monday September 26`h with utility relocates. Work will continue through November 2017. Automatic email updates are available through a signup process on ACHD or Meridian's website. Regarding US 20/26 - page 7 - ITD board member DeLorenzo is not able to attend the October 24th meeting, but will be invited to a future meeting. Mr. Hood concluded the update and stood for questions; no questions were asked. b. Parking Issue at Spring Valley Lane (C. Hood) Mr. Hood provided a brief update. The Fire Marshall has been out so within the next 30 days Caleb will coordinate a discussion with him and set a strategy to contact the business owners' association. This item will be on a future agenda. S. New Business Items a. Meridian Police Department Status Report (Sgt. Stacy Arnold) A brief update was provided by Sgt. Arnold regarding community activity i.e. speeding and accidents and stood for questions. Questions were asked and answered. b. Eagle Road at Village Drive and River Valley Street (Ericka Bowen, ITD) — This item was tabled to the November meeting. c. Staff Communications (memo attached; C. Hood) Mr. Hood directed the Commission's attention to page 16 of the packet and gave a brief review of the topics. Questions were asked, discussed and answered. Ms. Carson will follow up regarding the history and ownership of the micro -path gate between Rocky Mountain HS and Paramount. 6. Future Meeting Topics Mr. Hood spoke with Amy Schroeder just prior to this meeting and she confirmed Erica Bowen will be at the November1rd meeting and the Eagle Road Speed Limit data will be presented. This item, 6a, will be moved to New Business for November. Caleb will confirm with Erica that she plans to address both 6a and 5b at the November 7`h meeting. Old Business a. Chateau Traffic Calming (memo attached) Mr. Hood reacquainted the Commission with this agenda item by briefly recapping the topic and the discussion that took place in August. Mr. Hood was asked by the Commission to follow-up with the developer on any actions they have taken with ACHD to address traffic calming near the Brinegar Prairie development, on Chateau. Jane Suggs, the Developer’s representative was in attendance to answer follow-up questions, as was John Wasson from ACHD. Discussion took place and questions were asked and answered, regarding the traffic calming condition in the development application. Mr. Matson from the adjacent community came and expressed concern and a desire to have further action and traffic calming in the area. The missing piece for any further action for traffic calming in the area is an applicant from the community to champion a petition for signature and further action by ACHD; the Commission did not believe the developer should have to solve an existing problem. No further action from the Transportation Commission is anticipated. 3 b. Parking Issue at Paramount/Rocky Mountain High School (memo attached) Mr. Hood began with a recap of the issue and explained the situation with parking in the surrounding neighborhood by high school students. During the August meeting potential solutions were discussed. One suggestion was to close the micro-path, another was to have limited duration no parking signs installed by ACHD. A letter was sent to the residents from the developer/HOA (Brighton) regarding the issue and potential solutions. Mr. Hood cautioned the Commission to consider what closure of the micro path would do to community access on non-school days. Mr. Hood invited the developer, Brighton, and their representative Mr. Jon Wardle to the meeting as requested. Mr. Wardle is also a resident of Paramount so in addition to representing the developer, which also has control of the HOA, he also personally brings a homeowner’s perspective. Mr. Wardle provided an update on feedback from the residents and stood for any questions from the Commission. Mr. Wardle’s recommendation would be to install limited duration signs in the area. The school has been contacted by the HOA as well as residents, but the school does not have the enforcement mechanism to address the issue. ACHD is in support of the sign installation, and does not require an ACHD commission vote. Motion was made by Commissioner McGee to have ACHD install limited duration “no parking” signs in the discussed or expanded area, second by Commissioner Leslie – all ayes – motion carried. c. Transportation Projects Update (memo attached; C. Hood) Mr. Hood directed the Commission to page 16 and page 17 of the packet for project updates; all new information is in bold. Mr. Hood noted there aren’t many updates as it hasn’t been a full month since the last update. However, Caleb did draw the attention of the Commission to the I-84 construction update at the bottom of page 17 and the ITD grant application for improvements. Mr. Wasdahl contacted Mr. Hood and indicated that ITD did not receive a FASTLANE grant for the area, but District 1 did receive an approximately $5 million dollar grant. Mr. Hood encouraged the Commission to read through the updates provided. Discussion took place on other transportation projects. Mr. Hood indicated that he spoke to Erika Bowen, the ITD District 3 Engineer recently, and ITD has been working with ACHD on potential striping changes to Eagle Road at Village Drive. Erika has been invited to the October 3rd meeting and will provide an update at that meeting. In addition, there are discussions occurring around speed studies. Updates on speed studies will be provide at a future meeting date. (Ex-Officio Member Cavener arrived) 5. New Business Items a. Meridian Police Department Status Report (Sgt. Stacy Arnold) Officer Myron Severson, of the MPD Traffic Division, provided the update in place of Sgt. Arnold. o Installation of the crosswalk at the south end of the Records Avenue was discussed last month and ACHD is in the process of installing; PD will verify the installation. 4 o SH-55 proposal by ITD is possible, but ITD will need to field concerns of the decrease in lanes from 3 to 2. o No concerns from PD regarding ticketing in the Paramount area where the limited duration “no parking” signs will be installed. No exceptions from ticketing will be provided for residents. b. Lifestyle Transportation Service Update (T. Morris) Mr. Morris provided a brief update on the upcoming Lifestyle Service. The original start date was anticipated for the last week of October. The new start date will be the first week of December, due to a procurement issue for an automatic door feature. Advertising and marketing will also be pushed to the end of September to accommodate the new start date. A new website (harvesttransit.com) has been developed. Content is limited to a splash page at this time and will be update for full service, prior to launch. Additionally, the Meridian Press Tribune will also have advertisement of the service prior to the December launch. c. South Meridian Town Hall Meeting Results (C. Hood) Mr. Hood provided a brief update on the Town Hall meeting that occurred in South Meridian on August 31 st . Participant’s responses to the survey question about roundabouts and where to find the entire presentation online were presented. d. Parking Issue on Spring Valley Lane (C. Hood) A citizen approached Mr. Hood at the Town Hall meeting regarding the parking issue on this private lane and asked the Commission discuss. Mr. Hood did some research on the concern. In 2003 Southern Springs Subdivision was annexed and zoned and received Preliminary Plat approval. In 2004 phase one began. There is a parking condition that is being violated. Mr. Hood will contact the Business Owner’s Association and alert them to the issue, as well as contact the Fire Department on the potential life safety concern and enforcement assistance. e. Siena Elementary School Zone (R. Hall) Commissioner Hall expressed a traffic/safety concern at Victory Road going into Tuscany/Thousand Springs to Siena Elementary. There is parental concern for high speeds and people running through the HAWK signal. Mr. Hall would like to know what can be done, to correct the issue; either school zone signage or enforcement or other. Shawn Martin from ACHD mentioned that someone contacted them about this issue recently too and provided an update that ACHD is going to install school zone speed limit signage. School zone flashers will be put on a priority list for future consideration. Questions were asked and answered on ACHD process/procedure for school zone improvements. f. Staff Communications (memo attached; C. Hood) Mr. Hood directed the Commissions’ attention to page 20-22 and a brief review of the topics were discussed. At this time there isn’t a Commission action, only a heads-up. 5 6. Future Meeting Topics Mr. Hood mentioned he will contact Erika Bowen on the speed study information for Eagle Road prior to the October 3 rd meeting, but the striping update will be on the agenda. Transportation Projects Update Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 9/29/2016 Re: October Transportation Projects Update Below is a summary/update on some of the transportation and roadway projects City Staff has been involved with recently. This is not an exhaustive list, but rather highlights some of the more important activities that have recently transpired (or are about to occur) in the transportation realm. Staff will be at the October Commission meeting to discuss some of these topics in more detail. Please feel free to contact staff should you have any comments, concerns, or questions on any of these projects. New information is in bold . KEY ACHD PROJECTS: Franklin, Black Cat to Ten Mile Road: This is a Federal Aid project, programmed for construction in 2016-2017 with the Franklin/Black Cat intersection. The project will widen Franklin to five lanes including curb, gutter and sidewalks. Low-impact storm drain techniques. As part of the scoping of this project, the City requested detached sidewalks, a center median, lighting, and reclaimed water is included with the project. Estimated cost is $7.5M. Utility relocations have begun and construction should begin late fall. Ustick Corridor: There are several projects in the design and right-of-way phases along Ustick Road. There are plans to design and construct projects at the Ustick/Meridian intersection, and roadway widening projects for the segments between Locust Grove and Meridian and Meridian to Linder. Knife River is the contractor for this project. Preconstruction meeting held on September 15 th . Work began on September 26 th and should be complete in November 2017. Pine Ave, Meridian to Locust Grove: This project, to improve Pine between Meridian Road and Locust Grove, is planned for construction in 2018 in the adopted 2016-2020 IFYWP. The City and MDC want to partner with ACHD to ensure the design and construction of Pine Avenue is consistent with the communities’ needs. Because Meridian Public Works is planning to do sewer improvements in Pine, the roadway between Main and E. 6 th will be re-built. Establishing a Cost Share Agreement with ACHD and a project agreement between the City and MDC will need to occur. 7 E. 3 rd Street Extension: When ACHD adopted the 2014-2018 Integrated Five Year Work Plan, E. 3 rd Street, from Carlton to Fairview, was listed as a project in the Economic Development Program. This project was split into two phases by ACHD – north (phase 2) and south (phase 1) of Carlton. In the ACHD 2016-2020 IFYWP, phase 1, between Franklin and Carlton, is in PD. Meridian Road, Cherry to Ustick: Project includes widening Meridian Road to 5 lanes with curb, gutter, sidewalk and bike lanes. Design is underway. Construction is planned for 2020 in the adopted IFYWP at a cost of $4.387M. Linder Road, Franklin to Pine: Project includes the widening of Linder Road to 5 lanes with curb, gutter, sidewalk and bike lanes. Project includes upgrade of the railroad crossing and a safe routes to school request. Construction is planned for 2020 (was 2019) to correspond with the upgraded railroad crossing ITD plans to do that year. Cost of $3.425M. Cherry Lane, Linder to Meridian Road Lighting: Using federal funds, ACHD is working with Precision to design roadway lighting for approximately one mile of Cherry Lane. The City is providing a local match. The PS&E Package should be submitted by mid to late September. The federal funds have shifted from 2016 to 2017 for project construction. ACHD COMMUNITY PROGRAM PROJECTS 2016 Construction: • Fairview, E. 3 rd Street to Locust Grove – Sidewalk on both sides of the street. (February 2016; $230K) Capital Paving is the contractor. Notice to Proceed was 8/10. Crews excavation, placing base gravels, and placing concrete for sidewalk on the south side of Fairview. 2017 Construction: • W. 1 st , Broadway to Pine – Sidewalk for two blocks near Meridian Elementary. • W. 4 th , Broadway to Maple – Sidewalk on one side near Meridian Elementary. ITD PROJECTS SH-55 (Eagle Road): Design work began to add an additional northbound and southbound lane to Eagle Road, between River Valley and I-84. The design is complete for improvements. The northbound lane between Franklin and Fairview is under construction, with the work occurring at night (10 pm – 5 am). ITD is also adding right-turn lanes at the intersections of Franklin Road, Pine Avenue, Fairview Avenue and at the entrances of Lanark Drive and Presidential Drive. Construction should be complete late in the year. US 20/26: On September 19 th , the US 20/26 Task Force met. The next TF meeting will be held on Monday, October 24 th . ITD Board member Julie DeLorenzo has been invited to share her views on the corridor and what can and is being done to improve Chinden. A Strategic Initiatives Project to widen Chinden to 4-lanes between Locust Grove and Eagle is in the draft ITIP for construction in 2021. 8 Interstate 84: ITD collaborated with COMPASS to apply for two federal grants through FHWA (FASTLANE and TIGER) to fund improvements to I-84 in Canyon County, including interchanges. The improvements would go from Northside Boulevard to Franklin Boulevard. This corridor is listed as the number one priority in the regional long-range transportation plan. This project was not selected to receive FASTLANE funding. PATHWAYS Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there are $75,000 in FY2016 for design and $500,000 in FY18 and FY19 for pathway construction in the Regional Transportation Improvement Plan (TIP). MDC PROJECTS Idaho Avenue Placemaking: Both the City and MDC have budgeted $15,000 towards “right- sizing” Idaho Avenue in this block. The City-MDC funded improvements have been installed. OTHER Transit: A public transit service focusing on seniors and persons with disabilities has been developed. This Lifestyle Service concept, which includes two service zones, was presented to the Council in July. The Council agreed to help with start-up costs and try the service for FY17. The service is anticipated to begin in December 2016. Parklets: In other cities throughout the US, parklets (on-street parking areas converted to public seating/use areas) are becoming more and more popular. Some businesses in downtown Meridian are interested in installing parklets. The Master License Agreement between the City and ACHD was executed the week of April 25 th allowing parklets downtown. Transportation Alternative Program (TAP): Potential TAP projects were discussed with the TC previously. During the August meeting, the TC received a list of potential TAP application projects. Staff will look for opportunities to submit later in 2016. Eagle Road Adaptive Traffic Signals: In 2018, ACHD and ITD plan to upgrade 14 signals along the Eagle Road corridor, between Overland and Chinden, to adaptive traffic signals. This is a $490,000 project. Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller Associates to further develop a bicycle and pedestrian plan for the corridor. The boundaries of the project are Overland and Chinden. Reports for the four highest ranking segments have been prepared. ACHD 2017-2021 IFYWP Initial Draft: On Wednesday, August 10 th , the ACHD Commission approved the release for public comment of the 2017-2021 IFYWP. The adoption hearing is planned for October 26 th . 9 5b. Staff Communications Memo To: Meridian Transportation Commission From: Caleb Hood, Planning Division Manager Date: 9/28/2016 Re: Staff Communications On the following pages are relevant correspondences since the September meeting. Greetings, I apologize if this email went to the wrong location but I was wondering about how to formally request consideration for a community project. There is a 0.3 mile section of Linder between Pine and Franklin that has no consistent sidewalks. I was hoping to request that sidewalks be put in and possibly a bicycle lane. There are 3 public schools nearby and I've seen kids walking or riding skateboards/bicycles within a couple feet of moving traffic or walking into ditches to cross the railroad tracks because the road narrows there. Sidewalks would also allow all of the neighborhoods south of Franklin walking and biking access to Tulley and 8th Street parks. I'd also like to suggest that pedestrian crossing signs have flashing lights. On a personal level, my family has almost been hit twice crossing the road by cars turning left on a green light. Thank you so much for your time and if there is somewhere else I should be sending this email or a way I can address this issue to a planning committee, please let me know. Devin Stanley Caleb, I had heard late this afternoon that "someone" had locked the gate. It had been opened later in the day. However I went to check. Someone has again locked the gate and pathway. Attached is a picture of the lock. 17 I believe the neighbors are taking their own action. Not sure what to do at this point. But will be contacting the police. Fat finger syndrome!! I understand the concerns of some residents, but when we install the signs we WILL NOT create enclaves for a specific homeowner. The entire section of street will have parking 18 restrictions. To do otherwise makes the signs worthless, enforcement difficult and strains neighborhood relations. This is about common sense. If this school is not a year round school, the it is doubtful that patrol or code enforcement will go back in there looking for non-existent high school parking. If they get a call and find a violator, then they may issue a citation. Supervisor guidance is important in these situations, as MPD is well aware of. We have not had a major issue behind Mountain View, and those signs have been in place for years. John John D. After the meeting I did speak with the Police Representative and he said they will only enforce if a call is made. This particular homeowner is not satisfied with that answer.
