2016 All -Commission Goals:
1. Develop a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway as the top
priority.
2. Begin implementation of the updated MPR Master Plan.
3. Participate in the design development of Bellano
Creek/Huskey, Bainbridge, and the South Meridian 77 -Acre
properties.
4. Explore options to obtain, build, or develop partnerships for
a field house, an aquatics center, and/or additional park
space.
5. Engage other task forces, commissions, entities, and agencies
through workshops and other outreach for partnership
opportunities.
6. Pursue improved tools and opportunities to communicate
with citizens and stakeholders.
7. Pursue opportunities to foster greater Commission

2. Adoption of the Agenda
Commission President Creg Steele entertained a motion to accept the agenda as
presented. Commissioner John Nesmith moved to adopt the agenda as presented.
Commission Vice President Sharon Borton seconded the motion. All were in favor of
the motion.

Commission President Creg Steele entertained a motion to approve the minutes as
presented. Commission Vice President Sharon Borton moved to adopt the minutes as
presented. Commissioner John Nesmith seconded. All were in favor of the motion.
4. Announcements
a. Commissioner Treg Bernt - Creg Steele
Commission President Creg Steele announced an email was circulated about Treg
Bernt's resignation from the Commission just shortly after the last meeting. We
are currently seeking a new Commissioner. [Note: The vacancy has been
advertised, which closed on Friday, February 5, 2015.]
MPR Director Steve Siddoway stated applications have come in to the Mayor's
office. They are in the process of selecting a new Parks and Recreation
Commissioner.
Steve stated how much he has appreciated Treg being on the Commission. He has
been a positive influence with a lot of energy and has enjoyed working with him.
They have loved having him and are sorry to see him go. Steve would welcome
Treg back.
President Steele expressed Treg will be missed and was a great addition to the
MPR Commission.
b. Committee Assignments - Creg Steele
Commission President Creg Steele reported last month the Commissioners
formulated new committees. He announced the members for each committee as
follows:
• Parks Committee - Sharon Borton (Chair), Phil Liddell, and Craig Robinson.
• Pathways Committee - John Nesmith (Chair), Matt Stoll, and Treg Bernt's
replacement.
• Marketing Committee - Jo Greer (Chair), Creg Steele, and Hannah Sturtevant.
The plan is to mix up the committee members each year so that everyone gets to
experience all of the committees and have a fresh perspective. Commissioner Phil
Liddell suggested rotating one member out from each committee, rather than two.
More discussion will be had in November for reassessment.

a. Parks Committee - Mike Barton
Committee member Mike Barton reported the Parks Committee met that evening.

Craig Robinson, Gretchen Caserotti, Mary Jensen, Claudia Weathermon Tester,
Hillary Bodnar, and Rachel Myers (attended a portion).
• Continue Discussion of Creating Park Identity Through Artwork Via an RFP Draft
Review - The Committee was joined that evening by three Meridian Arts
Commissioners—Gretchen, Mary, and Claudia—and Hillary, Arts and Culture
Specialist. Phil handed out three site plans of parks they are working on
developing specific identifies. During last month's meeting, it was talked about
issuing an RFP for a call to artists to start working on these identities, but now
has changed into a Request for Qualifications (RFQ). They would like to build a
roster of qualified artists and have them work on a specific park or idea so that
the Committee can develop a broad talent base of people to draw from. The
group spent a good deal of time wordsmithing the RFQ, the evaluation criteria,
and scoring. They also talked about who will be ranking the proposers.
Regarding the timeline, the Arts Commissioners will have their meeting on
February 11, 2016 and will put the final edits on the RFQ and also develop the
scoring criteria by working with the Purchasing Department. They hope to
advertise this project in the coming weeks. The Arts Commissioners will help
guide the Committee through this process.
Phil Liddell stated the Committee put a May 1, 2017 date to try and get
something created through the whole RFQ process, which will give them ample
time to pull the project together and give the artists enough time to develop
their piece.
b. Pathways Committee - John Nesmith
Committee Chairman John Nesmith reported the Pathways Committee met that
evening. Those in attendance were: Chairman John Nesmith, Jay Gibbons, and
Rachel Myers (attended a portion).
• Brainstorm FY2016 Committee Goals Ft Obi_ectives - The Committee identified
their goals as follows:
1) Plan for the April 13, 2016 Spring Pathways Tour.
2) Plan for the November 9, 2016 Pathways Priority Workshop.
3) Prioritize pathway projects.
4) Help identify any gaps or missing pathway sections, etc. in the community
to get these segments developed and/or upgraded.
• April Pathways Tour Planning - Committee members spent the remainder of
their time planning for the tour and shared some ideas and routes.
c. Marketing Committee - Jo Greer
Committee Chairwoman Jo Greer reported the Marketing Committee met that
evening. Those in attendance were: Chairwoman Jo Greer, Creg Steele, Shelly
Houston, Hannah Sturtevant, Colin Moss, and Rachel Myers (attended a portion).
• Brainstorm FY2016 Committee Goals Ft Obiectives - The Committee discussed
its goals and objectives, reviewed the mission statement, and verified the
definition of signage.
• Update on Parks &t Pathway Z -Card Map - They need the updated map but also
need to verify the sponsorship. Craig will follow up with Treg and Meridian
Cycles.

• Update on Parks Ft Recreation Marketing - Shelly will bring in some catalogs. In
previous discussions with the former Community Liaison Committee, they
talked about MPR -Department -labeled mini football and basketball stress balls
that could potentially be handed out at community events to go along with the
frisbees.
• Update on Year at a Glance in Meridian/Top Meridian Events Calendar - Shelly
will come back next month with a rough draft of a one-page flyer listing MPR
Department -related events and dates to have at the Department's front
counter. On the reverse side of the dates, there would be a map where that
activity would be taking place.
• Commissioner Presence in Community - New Items (Unplug Ft Be Outside Week,
CableONE Movie Night, Other) - Once they have the map, they can go through
the list and determine in the different committees who should be at what
event, etc. and provide a sign-up sheet with the goal of having Commissioners
at all of the events.
• Use MPR Presentation and Solicit to Community Organizations - Spear -headed
by Committee - This item will be tabled for March's meeting, due to time
constraints.
• Ask Chamber of Commerce to Build a New Presentation Emphasizing the
Economic Benefits of the MPR Department (Build Off of Twin Falls) - The group
followed up about the idea of soliciting some of the civic groups (i.e., Kiwanis,
etc.) in the community to see if they would be interested in receiving a
community presentation about the MPR Department and its programs and
services. Creg will check with Anne Little Roberts with the Meridian Chamber
of Commerce to see about putting together a presentation regarding economic
benefits of parks and recreation and how it relates to business development in
the community. Twin Falls Chamber of Commerce did a similar presentation,
and the Committee wants to reach out to them for a copy of their
presentation.
• Continue Social Media Presence - Kaycee Emery will give a presentation on
Social Media Best Practices following this report.
7. New Business
a. Social Media Best Practices Presentation - Kaycee Emery
Meridian Communications Manager Kaycee Emery gave a presentation on Social
Media Best Practices. Copies of her PowerPoint slides are attached to these
meeting minutes.
MPR Commission Feedback:
• Commissioner John Nesmith - He stated Kaycee's presentation was very
interesting and would like to receive a copy of it. Rachel Myers will email the
Commissioners the PowerPoint.
• Commissioner Phil Liddell - He inquired about hashtags and suggested the MPR
Department have a class on this and other social media toots/ resources. Kaycee
explained hashtags are like giant folders on the internet.
b. MPR Department Classes Et Camps Update - Jake Garro
MPR Recreation Coordinator Jake Garro provided a PowerPoint update about the
MPR Department's classes and camps, which is a snapshot of what took place in

the summer of 2015. Copies of his slide presentation are attached to these
meeting minutes. He also verbally touched on new programs for senior citizens.
MPR Commission Feedback:
• Commission President Creg Steele - Regarding potentially adding new
instructors, he inquired if all of the classes would be held at an MPR
Department facility. No. If an instructor is interested in teaching through our
Activity Guide, one of the first questions Jake asks if they have their own
space, because the MPR Department is very limited at the Meridian
Community Center.
• Commissioner Hannah Sturtevant - She inquired as to what types of
community education classes the MPR Department offers. Presently, the
Department offers popular dance classes, among other activities, which are
found in the Activity Guide. There are also preschool classes in the morning
on Mondays, Thursdays, and Fridays that are always filled up. In addition,
Lacrosse clinics and camps are new activities.

9. Workshop
a. Bellano Creek Subdivision Park Design Concept - Kim Siegenthaler
MPR Parks Superintendent Mike Barton introduced Kim Siegenthaler who is the
landscape architect with Jensen -Belts Associates for Bellano Creek Park (the name
will change), which will be located in the Bellano Creek Subdivision (formerly Isola
Creek) near Ten Mile and Ustick Roads and runs along the Five Mile Creek at
Bridgetower. Kim provided an overview of the 8.5 -acre proposed park and
reviewed the draft design concept in detail, which is attached to these meeting
minutes. This park will be the final build -out phase of the subdivision.
MPR Commission Feedback:
• President Steele stated there is not enough road frontage with single -loaded
streets and a lack of park visibility. MPR staff needs to communicate better and
earlier during the preliminary plat process and get more street frontage if a
developer wants to add a park in Meridian.
• A scout suggested to possibly explore the idea of adding a basketball court.
• The idea of a combined restroom/shelter is worth exploring. Move the doors to
the other side.
• Add drinking fountains, a bicycle repair station, and benches along the
pathway.
• Add nodes of shade and trees.
• Determine the park's identity.
• Develop some kind of signage.
• Commissioner Sturtevant would like picnic benches added throughout the park.
Mike Barton reported a formal proposal will be received to change the name to
Rita Huskey Park. In the meantime, the design team will incorporate the group's
comments with more refinement, try to address some of the concerns that were
raised, and return to the Commission for an update. It is their goal—depending on
the rate of sales in the subdivision—that the final plat for phase 5 will come to the

City potentially in 2017. The City does not yet own the park property. Coleman
Homes has conditioned in the development agreement to donate the parkland.
b. Bainbridge Subdivision Park Design Concept - Bob Schafer
MPR Parks Superintendent Mike Barton introduced Bob Schafer who is the
landscape architect with The Land Group for Bainbridge Subdivision Park (the
name will change), which will be located in the Bainbridge Subdivision near north
Ten Mile on Lost Rapids Drive. This is a piece of property the City has owned for
approximately eight years. Brighton Corporation donated the land to the City. Bob
provided an overview of the 7.5 -acre proposed park and reviewed the draft design
concept in detail, which is attached to these meeting minutes.
MPR Commission Feedback:
• The Commissioners would like to look at shifting the fitness corner closer to the
playground so parents can keep a better eye on their children.
• Commissioner Liddell expressed integrating small gaming tables in the
courtyard is a great idea.
• A scout suggested to possibly shorten the berm and add more stalls in the
parking lot.
• A scout suggested to potentially add a walking path from the parking lot to the
open field area to assist the elderly who need to get to this area to watch their
children play sports.
• MPR staff suggested to possibly create mini -golf stations, which would be a
unique park element, at some of the berms or outer perimeter areas.
• Reinforce the park's identity.
The design team will incorporate the group's comments with more refinement and
return to the Commission for an update. MPR staff hopes to bid the project in
December 2016 for a spring 2017 construction project.
10. Staff Reports
MPR Director Steve Siddoway reported on the following:
• FY2017 Budget - MPR staff is beginning to work on the budget process for fiscal
year 2017, including budget enhancements, etc. If the Commission has specific
thoughts or items that MPR staff needs to be aware of, please let Steve know. As
always, Steve will provide a budget presentation toward the summertime about
the enhancements that are being developed for next year.
• Thanks - He thanked the MPR Commissioners and participants for the feedback
they offered regarding the two proposed neighborhood parks (agenda items 9a and
9b) and for the new committee structures.
MPR Parks Superintendent Mike Barton reported on the following:
• 77 -Acre South Meridian Park - This project will go into design. MPR staff is still
negotiating the scope and fees. The Land Group has been selected. He has been
coordinating with Public Works about getting water service to the site and talking
about timing with sewer, etc.

Recreation Coordinator for Special Events - MPR staff is finishing up with accepting
job applications for this position. The deadline will be Monday, February 15 after
which time they will schedule some interviews with the goal of hiring someone as
soon as possible.
Volunteer Program Coordinator - As reported last month, Barbara Hatch will be
transferring to the MPR Department from the Police Department at the beginning
of March.

Commissioner John Nesmith moved to adjourn the meeting. Commission Vice
President Sharon Borton seconded. The vote was unanimous and in favor of the
motion.

1. Continue Discussion on Process for Creating and Implementing Park Identities
Representatives from the Meridian Arts Commission were invited to the roundtable
discussion. We focused on the task of defining park identities through the use of metal art
sculptures, statues, plaques, decorative benches, creative art pieces, etc. for three
neighborhood parks: Champion Park, Heroes Park, and Renaissance Park. Site plans of
these three parks were given to all attendees with an explanation that the existing
amenities at all three parks consisted primarily of restrooms, children's playground
equipment, drinking fountain, picnic shelter, basketball court, perimeter walking/jogging
trail, and open space fields. It was noted that whatever defining art piece is selected, it
could be located just about anywhere other than on the open space fields.
Some suggested ideas made to the Arts Commissioners were perhaps significant sports
figures or teams as they relate to our local community at Champion Park; the celebration of
significant hero figures (police, fire, public, war, etc.) at Heroes Park; and notable past
and/or present artists, architects, or sculptors of Italian/Tuscan descent for Renaissance
Park. After much discussion, the Art Commissioners suggested that there could be two
approaches toward achieving the goal. A Request for Proposal (RFP) could be developed for
approval to create the desired art piece by various artists, which would be a more lengthy
process, or perhaps an art piece could be selected from a host of existing retail resources.
The latter approach would forgo the RFP and thus be a quicker process.
It was mentioned that funding could be through the use of an already approved City Council
allocation of $.50 per capita annually for community artwork to be installed where
necessary.
The decision was made to have the Arts Commissioners review our request with the entire
Arts Commission and develop an RFP draft for review at next month's Parks Et Recreation
Commission meeting on February 10 @ 5:30 PM in the City Council Chambers.
Action Items:
• Hillary Bodnar and other City staff will develop a draft RFP and present it to the
Committee at the February meeting. (The Arts Commission will not actively
develop or see the RFP draft as a formal body until after the Committee meeting
in February.)

MISSION:

The mission of the Parks Committee is to help steer future locations, park identities,
amenities, and art to better serve the demands of the City of Meridian and to work closely
with the MPR Department to develop and implement concepts into functional parks that serve
all citizens.
GOALS Et OBJECTIVES • Fiscal Year 2015-2016:
1. Implement the master amenities plan for all parks.
2. Recommend the design, construction, and installation of two artificial shade structures at
Bear Creek and Renaissance Parks.
3. Assist in the design and development of the South Meridian 77 -Acre Park and two new
neighborhood parks.
4. Develop specific recommendations for adult amenities.
5. Work with the Arts Commission in using art to reinforce the identities of the three parks—
Heroes, Champion, and Renaissance.

Parks Superintendent's Report:
MIKE BARTON
1. Pine Avenue Road Widening - We are currently reviewing plans and
specifications for the Pine Avenue road widening that are 30% complete. There
are pathway and streetscape beautification items being considered. The
landscape beautification falls within the urban renewal boundary; therefore,
any improvements will be completed by Meridian Development Corp. We will
work with their design professional to ensure the beautification project meets
the City's goals and is something we are willing to maintain. The widening
project is scheduled for 2018.
2. Bellano Creek Neighborhood Park - An update will be provided to the
Commission during our concept presentation in the workshop.

3. Bainbridge Park (William Watson) Neighborhood Park - An update will be
provided to the Commission during our concept presentation in the workshop.
4. 77 -Acre Park Phase One Design - We issued a request for qualifications to
select a design firm to begin working on the 77 -Acre Park design. The Land
Group has been selected to design the park, and we are currently negotiating
fees. We are also evaluating construction management proposals to select a
Construction Manager to assist with the preconstruction activities of value
engineering and trothing numbers.
5. Herald Cox Softball Field Lighting - We are under contract to have the lights
replaced and expect to see some activity in the coming month. The
replacement lights are a 4-6 week lead time product.
6. Downtown Banners - We are working with MDC's Way Finding Committee and
their consultants to develop a new banner system. This system will promote
the history of downtown Meridian as well as signature events that occur in and
near downtown. This system will replace the Promise, Summer, and Snowflake
banners we currently use.
7. Maintenance Activities in the Parks - Maintenance crews are nearing the
completion of the disc golf course in Kleiner Park. They finished taking down
the City Christmas tree and all of the decorations. Also, they have been busy
readying equipment for the coming season, applying pre -emergent herbicide,
injecting trees, cutting grasses down, assembling fertigation equipment for
Settlers and Kleiner Parks, and have been attending training to obtain
recertification credits.
City Arborist's Report:
ELROY HUFF
1. Tree Pruning - I have a tree pruning contract started at Tully Park. This is the
first park to start the actual five-year rotation pruning plan. There will be 171
trees pruned, 2 poor -quality larger trees removed, and the stumps removed.
These will be replanted with the new trees in the spring.
2. Park Forestry Winter Work - Right now we are doing some small tree removals
to prepare for spring plantings of trees that will be better suited to the site
when they get larger in years to come.

3. Arbor Day Celebration - I am working on securing a school for this year's
celebration. We may end up at a school we were once at 10 years ago. I try to
spread them out as best as I can.
4. Downtown Tree Box Replacement 2016 - This project is ready to go out to bid
for 2016, but we are first looking at a couple of streetscape items.
Parks &t Pathways Project Manager's Report:
JAY GIBBONS
1. Five Mile Creek Pathway - Segment H2, Badley to Fairview - Staff continues
to pursue easements to allow construction of a multi -use pathway building on
the success of the H1 project completed in 2012. CTA Architects has been
hired to provide design and survey services for the pathway segment. The
consultant has provided three (3) exhibits for review and discussion of the
pathway alignment, amenity locations, and connections to streets. Staff is
currently reviewing the draft construction documents for the project. Final
plans and the floodplain application are being finalized. Easement request
letters and exhibits have been sent to the three property owners.
2. Rail With Trail Pathway - The initial phase of the pathway, design documents,
has been funded for this fiscal year. Staff and other department
representatives are meeting to finalize next steps. Staff has discussed the
alignment with NMID. The internal City staff committee is discussing options to
move a project forward.
3. Transportation Improvement Projects - Staff is working with Development
Services and Public Works to coordinate roadway and intersection
improvements for near-term projects. These projects include Pine Avenue -
Meridian to Locust Grove, Meridian/Ustick Intersection, and Meridian Road
Widening - Cherry to Ustick.
4. FY 16 Five Mile Pathway System Project - The funded project is to secure
pathway easements for all proposed segments from Black Cat Road to Eagle
Road. Staff has mapped the system and identified the property owners to be
contacted. The second aspect of the funded project is to construct widened
existing sidewalks in three locations; west side of Linder - Bud Porter to Ustick,
south side of East James Court to Jackson Drain Pathway, and south side of
Pine Avenue from Stonehenge to Locust Grove. A consultant has been hired to
assist in securing easements, coordinate with ACHD and provide construction
documents for spring/summer projects.
5. Lemp Canal/Larkwood Pathway Connection - The project will close the gap
between two existing multi -use pathways running parallel to McMillan Road
between Locust Grove and Meridian Roads across the frontage of the Larkwood
Subdivision. Staff has contacted the Settlers Irrigation District to assess the

project timing with regard to the upcoming irrigation season. The District will
require an existing ditch be tiled under the east end of the pathway connection
and may require canal bank stabilization. These may or may not be possible to
complete prior to March 15, 2016. Permission from the two residential
property owners the pathway will cross is being sought to allow survey and
design work to proceed.
Recreation Division
Recreation Manager's Report:
COLIN MOSS
1. Recreation Coordinator (Special Events) - The Recreation Coordinator (Special
Events) position is currently being advertised on the City's website. The first
review date is February 15th, after which we will conduct interviews and try to
have someone on board as soon as possible.
2. Volunteer Program Coordinator - Last month, it became official that Barb
Hatch, who's worked for the Police Department for several years, will be
transferring to the Parks Ft Recreation Department. She will retain the same
job title, Volunteer Program Coordinator, and will continue to organize the
Park Ambassador program as well as the City Hall volunteer desk, but will now
also take on other volunteer needs our department has, including events and
park projects. We're very excited for her to move in and grow our volunteer
program! Barb's cubicle is under construction, so her anticipated move -in date
is March V.
3. CableONE Movie Night in Meridian - The movie schedule for CableONE Movie
Night in Meridian has been finalized, and we're currently working on filling all
of the sponsorship spots. We have 13 shows scheduled from June -August.
4. Temporary Use Permits - The special event requests are rolling in. We have
37 events booked for 2016 so far.
5. Park Reservations - February 1St again marked the first day the public could
make a picnic shelter reservation for the upcoming season. As usual, people
waited in the lobby for 8:00 a.m., and the phone was busy. After it was all
said and done, we had completed 41 shelter reservations, most of which were
taken by Ali and Jeanette.

6. Park Concessions Contracts - The concessions contracts for both Settlers Park
and Tully Park will be available this year. As of the time of this report, the
Request for Proposals have not yet been advertised, but we're expecting it
within about a week.
7. Event Contracts Et Sponsors - I've been working a lot at getting some of the
big ticket items in place for all events during the year, including the
Independence Day MOU with the Meridian Speedway, the professional services
agreement for the production of Kleiner Park LIVE, and confirming with major
sponsors.
Recreation Coordinators' Report:
GARRETT WHITE Et JAKE GARRO
1. 2016 Winter/Spring Community Education Classes - Community education
classes are going well. Community education classes take place in the Meridian
Community Center, local elementary schools, and other locations located
around the Treasure Valley. Highlights from January include our Lacrosse
Winter Holiday Clinic that was held at the Idaho Indoor Soccer Center for
children ages 7-11, our McCall Winter Carnival Day Trip for seniors that took
place on Friday, January 29, and a FREE Watercolor Et Acrylic Workshop held on
Saturday, January 30.
2. Spring Break Day Camp - Our spring break day camp will be held March 21 - 25
in the Meridian Community Center. This camp is for children ages 7 - 11. Jake
is working on finalizing the week of activity schedules, hiring staff, ordering
supplies, and setting up transportations for field trips.
3. Camp Mer -IDA -M00 Et Outdoor Adventure Camp - Jake is beginning the
process of organizing our summer camp field trips for both Camp Mer -IDA -Moo
and Outdoor Adventure Camp. Camp Mer -IDA -Moo begins the week of June 13,
and Outdoor Adventure Camp begins the week of June 20. Part of this process
is securing space for summer camp at Siena and Prospect Elementary Schools.
4. Education/Class Space for Fall 2016 - Jake is looking to secure
education/class space at Paramount Elementary for fall 2016. Our department
has one instructor that would like to expand her curriculum here Meridian.
This space could be shared with another individual who would welcome the
opportunity to teach through our activity guide as well.

5. Ignite Youth - Ignite Youth will take place on February 22 at the Idaho Party
Barn. Currently we are taking applications from MYAC members who are
interested in presenting a five-minute speech on something of their interest.
6. Winter Volleyball League - We have 104 teams involved in the league with
games being played Monday through Friday evenings. The end -of -season
tournament will begin the first week of March ending just before Spring Break.
7. Winter Basketball League - The end of season tournament has begun and will
end the week of February 15tH. We have 35 teams involved this year. Garrett
has been updating the league standings and schedules on a daily basis.
8. 77 -Acre Concept RFQs It CM Services - Garrett has been involved in the 77 -
Acre Park development team. We have reviewed RFQs for the 77 -Acre Park
design and Construction Manager.
9. YMCA Partnership - We have begun to meet each week again with the YMCA
regarding the future YMCA project in Meridian.
10. Spring Softball League - Garrett has been advertising for the 2016 Spring
Softball League via emails through ActiveNet interest lists and emailing last
year's teams. We can only take 100 teams based on field space.
11. Storey Park Softball Field Lighting Upgrades - This year we will replace the
existing lights on the Storey Park softball field. This project is scheduled to be
completed April 8tH
12. Scorekeepers - Garrett has also been working with HR regarding posting the
Scorekeeper position. He needs to hire four (4) this year.

A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
MERIDIAN APPROVING THE BYLAWS OF THE MERIDIAN PARKS AND RECREATION
COMMISSION AS AMENDED ON DECEMBER 9, 2015, AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, pursuant to Meridian City Code section 2-4-4(B), at its meeting on December 9,
2015, the Meridian Parks and Recreation Commission voted unanimously to recommend to City
Council that it approve the "Bylaws of the Meridian Parks and Recreation Commission as Amended on
December 9, 2015," attached hereto as Exhibit A;
WHEREAS, the City Council of the City of Meridian deems the approval of such bylaws to be
in the best interest of the City of Meridian in that they facilitate the efficient operation of the Meridian
Parks and Recreation Commission;
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF MERIDIAN CITY, IDAHO:
Section 1. That the City Council of the City of Meridian hereby approves the Bylaws of the
Meridian Parks and Recreation Commission as Amended on December 9, 2015, attached hereto as
Exhibit A.
Section 2. That this Resolution shall be in full force and effect immediately upon its adoption
and approval.

BYLAWS of the MERIDIAN PARKS AND RECREATION COMMISSION
AS AMENDED on December 9, 2015
WHEREAS, Meridian City Code section 2-4-4(B) directs the Meridian Parks and
Recreation Commission to adopt bylaws, rules and regulations for the proper conduct of the
business of the commission;
WHEREAS, on April 18, 2006, and May 11, 2011, respectively, the City Council of the
City of Meridian adopted Resolution nos. 06-514, 11-790 which effectuated previous iterations of
the Bylaws of the Meridian Parks and Recreation Commission;
WHEREAS, at its regular meeting on December 9, 2015, the Meridian Parks and
Recreation Commission voted to recommend that the Commission's bylaws be amended and
updated as set forth herein;
NOW, THEREFORE, the Meridian Parks and Recreation Commission hereby establishes
and adopts the following bylaws.
ARTICLE I: INTENT
The intent in preparing and adopting these bylaws is to provide a framework for conducting
the business of the Meridian Parks and Recreation Commission (hereinafter "Commission"). The
duties and powers of the Commission shall be established as enumerated in Title 2, Chapter 4,
Meridian City Code.
ARTICLE II: OFFICE
The principal location of the Commission shall be at Meridian City Hall, Meridian Parks and
Recreation Department (hereinafter "Department"), 33 E. Broadway Avenue, Suite 206, Meridian,
Idaho.
ARTICLE III: MEMBERSHIP
SECTION 1: TERMS OF OFFICE. In keeping with provisions of Meridian City Code
regarding commissioners' terms of office, there are hereby designated nine membership seats on the
Commission. Each commissioner shall serve a term of three (3) years, except that the youth
member shall be appointed to a term of one year, from September 1 through August 31. There shall
be nine membership seats on the Commission. As established by Meridian City Council Resolution
no. 06-514, the initial terms of the commissioners appointed to Seats 1 and 2 expired on October 31,
2007; all subsequent terms of commissioners appointed to Seats 1 and 2 shall expire every three (3)
years thereafter. The initial terms of commissioners appointed to Seats 3, 4, and 5 expired on
October 31, 2008; all subsequent terms of commissioners appointed to Seats 3, 4, and 5 shall expire
every three (3) years thereafter. The initial terms of commissioners appointed to Seats 6, 7, and 8
expired on October 31, 2009; all subsequent terms of commissioners appointed to Seats 6, 7, and 8
shall expire every three (3) years thereafter. The commissioner appointed to Seat 9 shall be
designated to represent Meridian's youth and shall serve a term of one (1) year, which term shall
expire on August 31 of each year.

SECTION 2: COMMITTEES. The Commission President, with the Commission's approval,
shall establish such committees as necessary or helpful to assist or advise the Commission in the
performance of its functions and/or furtherance of its mission. Meetings of committees shall
comply with the Idaho Open Meetings Act. Each committee shall consist of at least two (2)
commissioners. Unless a committee chair is appointed by the Commission President, each
committee shall elect a chair to preside at committee meetings and present the findings and/or
recommendations of the committee to the Commission. With the Commission's approval, the
Commission President or committee chair may appoint commissioners, citizens, and/or public
officials to serve as members of committees.
SECTION 3: QUORUM. A majority of currently -appointed commissioners shall constitute a
quorum for the transaction of any business of the Commission.
SECTION 4: VOTING. Each commissioner shall be entitled to one (1) vote on any matter
before the Commission. Except as otherwise designated herein, the vote of the majority of the
members present at any meeting at which a quorum is present shall effectuate any decision of the
Commission. The Commission President shall be a voting member of the Commission and shall
hold the same rights and privileges as any other commissioner. Proxy voting and secret voting are
unlawful under the Idaho Open Meetings and Public Records laws and shall not be permitted.
ARTICLE IV: MEETINGS
SECTION 1: NUMBER AND DATE OF REGULAR MEETINGS. According to the provisions of
Meridian City Code, regular meetings of the Commission shall be held on the second Wednesday of
each month at 5:30 p.m.
SECTION 2: SPECIAL MEETINGS. Special meetings may be convened by or at the direction of
the President by complying with the notification and posting requirements of the Idaho Open
Meetings Act and by notifying the Commission in the manner specified herein.
SECTION 3: PLACE OF MEETINGS. Unless otherwise specified, meetings of the Commission
shall be held at Meridian City Hall, Meridian City Council Chambers, 33 E. Broadway, Meridian,
Idaho.
SECTION 4: NOTICE OF MEETINGS. Unless otherwise prescribed by statute, the Department
Director or designee shall provide commissioners with written notice of meetings, which notice
shall state the date, hour, and location thereof, and shall further state the purpose of the meeting,
business to be transacted, and/or agenda. The Department Director or designee shall issue notice to
each and every commissioner not less than forty-eight (48) hours, nor more than thirty (30) days
prior to the meeting. Notice may be issued by e-mail, U.S. Post, and/or personally, by or at the
direction of the Commission President.
SECTION 5: CONDUCT OF MEETINGS. The Commission shall operate under the precepts of
Robert's Rules of Order. Unless otherwise established by the Commission President in the manner
set forth herein, the order of business for meetings of the Commission shall be as follows: 1) call to
order; 2) roll call; 3) approval of the agenda; 4) approval of minutes of previous meeting; 5)

committee meetings; 6) committee reports; 7) old business; 8) new business; 9) workshops; 10)
staff reports; 11) announcement of next meeting; 12) adjournment. The agenda shall be followed
strictly except upon a successful motion stating the reason for amendment and good faith reason the
proposed agenda item was not included in the original agenda posting.
SECTION 6: AGENDA. The agenda for all meetings of the Commission shall be prepared by
the Department Director or designee in consultation with the Commission President. Agenda items
may be proposed to the Commission President by any commissioner or any member of the public
and shall be placed on the agenda at the discretion of the Commission President, provided that
adequate notice of such item has been provided as set forth herein and as required by law.
SECTION 7: PUBLIC APPEARANCES AND REQUESTS. Scheduling of appearances before or
requests to the Commission shall be at the discretion of the Commission President. The President
may set rules to maximize efficiency and productivity of meetings, including setting a time limit for
presentations and/or comments to the Commission.
SECTION 8: MINUTES. Minutes and/or records of the business conducted at all meetings of
the Commission or any committee thereof shall be kept by the Department Director or designee and
shall be open for public inspection. The minutes of each meeting shall be forwarded to each
commissioner prior to the regular meeting at which such minutes are subject to approval by the
Commission.
ARTICLE V: OFFICERS
SECTION 1: DESIGNATION. According to the provisions of Meridian City Code, officers of
the Commission shall include the Commission President and Commission Vice President. Other
officers may be elected as necessary or desirable for the efficient administration of the Commission
if a majority of the Commission so decides.
SECTION 2: TERM AND ELECTION. According to the provisions of Meridian City Code,
election of officers shall be held at the December meeting of each year. The sitting vice president
shall be automatically nominated for the office of president.
SECTION 3: VACANCY. A special election may be held at any time to fill a vacancy of
office. An officer who fails or refuses to fulfill the duties of his or her office may be removed from
the office by a two-thirds (2/3) majority vote of the full Commission at a special election.
SECTION 4: DUTIES OF PRESIDENT. The Commission President shall prepare Commission
meeting agendas in cooperation with the Department Director or designee, shall preside over all full
Commission meetings, and shall sign all documents requiring an official signature on behalf of the
Commission, including its annual report to the Mayor and City Council, and other reports as
requested. The President shall recommend, for the Commission's approval, the formation of
committees and the appointment of commissioners, citizens, and/or public officials thereto. The
decisions, statements, and/or actions of the President shall obligate, commit, and/or represent the
Commission only insofar as the Commission has specifically authorized.

SECTION 5: DUTIES OF VICE PRESIDENT. The Commission Vice President shall perform
the duties of the President in the absence of the President and shall perform such other duties as
may be delegated by the Commission President.
ARTICLE VI: AMENDMENT OF BYLAWS
As provided in Meridian City Code, the Commission may recommend to the Mayor and
City Council that these bylaws be altered, amended, added to, or repealed.
ARTICLE VII: ADOPTION AND EFFECTIVE DATE
The Commission adopted the foregoing bylaws, as amended, at its regular meeting on
December 9, 2015. These bylaws shall be effective upon their ratification by resolution of the City
Council of the City of Meridian.
