4. New business
a. Welcome New Youth Commissioner, Taylor Farmer
Taylor introduced herself to the other members of the Meridian Arts Commission. She is a
sophomore at North Star Charter, this is her first year on MYAC, and she is excited to be a part
of the student art exhibit.
b. Hillsdale Park Presentation, Steve Siddoway
Steve Siddoway presented current plans for Hillsdale Park and the design elements, as well as
the motivation and history behind those creative elements. Hillsdale Park is currently planned to
be completed by August of 2017.

Steve introduced himself formerly, informed MAC on SWAC's fund that generates proceeds
from recycling. One initiative that they spend these funds on regularly is the installation of
benches in parks and at pools, etc. SWAC is interested in possibly collaborating with MAC
andlor Parks on installing more creative benches. Mary asked Steve if SWAC had a timeline —
there is currently no timeline specified. Ellen asked if MAC is being asked to spearhead project
with SWAC funding or what they are looking for from MAC specifically. Steve said that a SWAC
commissioner would volunteer to assist MAC in deliberations, but that they would like MAC to
lead this project. Additionally, SWAC could afford one bench right now, so MAC would be asked
to support the purchase of another bench in order to make a larger impact. SWAC goals for
the bench include that the bench is made with recycled materials and that there may be a
plaque that references their organization. Mary said that MAC will keep this proposal in mind
as we set project planning.
d. Commission Structure and 2017 Planning
Mary introduced the liaison structure planning and asked the commissioners for feedback.
e. Meridian Writes — Meridian Library District Program Introduction
Hillary shared this program with the commission and told them to share this program with their
individual networks and keep it in mind. She said that Megan Egbert will be invited to a future
MAC meeting to get input from the commission that may help strengthen the program and to
share more information as it develops this year.
f. Christmas Card Artwork and Printing
Ellen volunteered to make something with a winter theme for the card. Claudia also suggested
that Bonnie could send in artwork that could be used on cards as well. All commissioners were
asked to share or create images and send to Hillary if they'd like.
S. Old business
a. Concerts on Broadway 2017 Production Management Update
Ellen and Mary would like the Production Management to work with MAC COB liaison to
confirm bands and bring the final list back to MAC for final approval. Leslie said that this would
set the presedent for future Concerts on Broadway series where we may have a new
Production Management company. She also suggested that MAC establish a vision and
production plot for COB to help it be more sustainable.
b. Meridian Art Week Feedback
Mary asked the commissioners for one positive and one negative from Art Week. [A summary
of their statements are below]:
• Ellen:
+ thought the art drop was well received;
- more planning and promotion next year
Stephanie :
+ art drop was her favorite part, a lot of people enjoyed that,
- work on helping people understand the location of events (would be willing to go
downtown and meet businesses and talk about the event)

• Leslie:
+ it was a great social media push;
- need more consistency and advertising
• Michelle:
+liked the giving part of it, students gave her great feedback,

- expand on downtown activities and get more art organizations involved next year
(idea: hands on art tent, artists host mini workshops)
• Gretchen:
+ well received, heard a lot of positive feedback, there were a /at of options ;
- there was not chalk art for the kids to play with as visitors (She doesn't want the
footprint to be shrunk too small, encourage wandering. Maybe we could set a deadline
for businesses to submit confirmed events in order to be included in MAC promotions.)
• Mary:
+ boys and girls club loved it
c. City Wide Strategic Plan Objective Review — S.C.2. Develop a plan to infuse art in public
spaces
Hillary read this objective sheet and the associated tactics. Gretchen recommended that a small
group of commissioners get together to discuss strategic planning.

MERIDIAN ARTS COMMISSION LIAISON POSITIONS
Below is a quick summary of tasks that may be assigned to individual liaison roles. The idea is that each of these
positions will be the "primary point of contact" for the respective positions and work with the Arts It Culture
Specialist (A&C Specialist) and other City staff as needed for these specific aspects and/or initiatives. Each liaison
role is expected to fill 5-10 hours a month of commissioner time, knowing that this may be flexible depending on
surrounding events. We hope that this format can help provide focus and structure to MAC's commissioners, but if you
have other ideas or would like to try a broader committee format, we can continue to explore other options.
Volunteer/Sponsor Liaison
Focuses on recruiting and maintaining volunteers and
sponsors for various MAC initiatives; tasks may include:
• Working with A&C Specialist to
develop/ coordinate volunteer appreciation
• Working with AK Specialist to format outlines
for duties and roles
• Working with AK Specialist to develop a
sponsorship strategy, including short-term and
long-range planning elements
• Working with AK Specialist and MAC sponsors
to ensure sponsor satisfaction, and relay
sponsorfeedback
• Coordinating Christmas cards, working with
AEtC Specialist on invoicing, finalizing
mail/email lists, etc.
Concerts on Broadway Liaison
Focuses on matters related to "Concerts on Broadway"
(COB); tasks may include:
Working with Production Management (PM) to
drive decisions and communicate between PM
and MAC
Serving as the MAC speaker at all concerts (4),
or find and prep appropriate back-up support
from MAC to make sure this responsibility is
covered
o Working with the PM and A Et C
Specialist to outline speaking points for
concerts
Working with AitC Specialist to facilitate
communications as needed
Working with AitC Specialist and Legal counsel
to discuss contract needs and logistics from
year to year
Working with AK Specialist to deliver any
presentations regarding COB
Initial Point Gallery Liaison
Focuses on the maintenance and integrity of Initial
Point Gallery (IPG); tasks may include:
• Helping A&C Specialist establish yearly
schedules for exhibitions and related change -
out, reception, dates
• Helping AitC Specialist coordinate IPG
receptions and hosts throughout the year
Public Art Liaison
Focuses on administration, coordination, selection,
planning, etc. for public art; tasks may include:
Serving as a contact between A&C Specialist
and the community at large to communicate
goals, planning, etc. to MAC for deliberation
Working with community groups to educate
them on MAC's public art planning, abilities,
processes
Presenting to City Council and community
stakeholders on public art projects
Theater/Events Liaison
Focuses on maintaining our relationship with Treasure
Valley Youth Theater (TVYT) as our local theater
company, helps coordinate other events as needed;
tasks may include:
• Working with TVYT to coordinate shows that
MAC can sponsor
• Representing MAC at TVYT events
• Working with A&C Specialist on logistics of
event planning, including permitting, group
meetings, when necessary
• Working with A&C Specialist to share
information about external art -centered
community events
Dairy Days Art Show/Festivals Liaison
Focuses on planning and building great festival
opportunities like the Dairy Days Art Show; tasks may
include:
• Helping connect to artisans in the community
to promote opportunities for them to show
their work
• Helping to plan and coordinate the logistics
behind public festivals with the A&C Specialist
Meridian Art Week (Art Drop/Art Walk) Liaison
Focuses on planning and coordination of Meridian Art
Week; tasks may include:
• Meeting with community committees to plan
and coordinate elements of Meridian Art Week
• Working with A&C Specialist to create a
campaign that can be pressed to local
schools/students, businesses, stakeholders,
community organizations to support Meridian
Art Week
• Working with A&C Specialist to plan logistics
and outline recommendations that may need
approved by MAC
Outreach/Marketing Liaison
Focuses on recommending creative ways to reach out
to the community and keep them informed about what
MAC is doing; tasks may include:
Working with A&C Specialist to develop
successful methods of promoting
events/ opportunities offered by MAC
Working with City of Meridian branding efforts
to create content or templates for MAC to use
in advertising
Working with A&C Specialist to define
demographics and build interest for MAC
initiatives.
Youth Programs/Youth Art Show Liaison
Focuses on matters that highlight the talent of our
local youth; tasks may include:
Reaching out to local students and youth
organizations to get them involved in MAC
programming
Integrating youth features in other MAC

I. Catalog existing public art in Meridian.
II. Use MAPS Ordinance as a guide to incorporate City initiated public artwork throughout Meridian.
III. Work with City departments to target public art at every city -owned parcel visable and accessible to the
public.
IV. Work with other government service partners to identify and potentially locate public art at their facilities
in Meridian.
V. Identify privately owned locations where public art projects could be located .
VI. Prepare a public art plan and present to City Council for adoption.

Meridian Art Week Feedback from Committee
Event had a lot of different components that felt disjointed, people felt lost
Possible solutions: centralize the event, shrink the footprint,
Businesses felt left out, not enough attendance at their locations, felt their events
weren't advertised by MAC (MAC made no commitment to advertise for businesses, that
was their own responsibility. MAC only listed their own locations/ public artwork sites on
the handout. MAC shared event postings on FB. ALL were also allowed to make their own
posts on FB)
• 2017 Ideas:
o Invite artists to display one or two pieces
■ at/in businesses
■ on easels on the street/sidewalk
o Establish a date for next year's week ft event ( Sept. 11-15`h )
■ Start the Art Walk later, around 6:00 PM to allow businesses to close,
etc. close the street down
■ Block party environment
o Establish a theme for next year's event:
o Expand chalk art competition, centralize through MAC to send out a Call to
Artists
■ Groups can include: High School, Middle School, Elementary, Adult
■ Invite charter schools, private schools, WA schools, send out
■ Would likely need to supply all chalk for groups at this point (grant?)
o Hang posters around town 1 month+ in advance, with volunteers only
o Establish actual docent (commissioner led) tours at specific times
■ ADA accessible tour with golf carts, if possible
o Invite artists to do live demos
o Invite caricature artists and/or face painters
o Make posters printed with traffic box art images to display in a central location
o Posters to hang = yes
o Handouts = yes
o Brochures = no
o No reception during the main event night, hold it on the usual Tuesday.
o Art Drop
0 Include examples of hiding spots on poster
■ Mandatory ziplocs, labels
o Ask Participating businesses to let us know what they are planning/when 2
months in advance to include them on advertising
■ Look at the Beautiful Downtown Lewiston example for their art walk
o Create more advanced webpage for centralized information
Traffic Box Art
• Wrapping continues with the approved pieces, but will stop once the weather gets too
cold. Hopefully the two final pieces that have already been approved will be wrapped
before the end of October.
• Start preparing for the release of the 2017 Call to Artists for Traffic Box Art. (March)
■ Things to consider for the next repository:
• How will we reach sponsors?
How many images will be accepted per artists for the repository?
o We've already determined to limit the number of
submissions to five images.
• Set MAXIMUM number of images to be held in the repository?

Initial Point Gallery
• Pinxit Collective
o Reception on the Friday of Art Walk may have detracted from number of
visitors, though attendance was steady
o This exhibit was more sparse than we are used to hosting, but the gallery still
looked very well put together and it was great to add something different to the
space
Current exhibit: Idaho Watercolor Society, Southwest Regional Division
o IWS did not bring panels this year
0 38 artworks from different artists displayed
o Reception turnout was OK, mainly artists and their guests
o Reception slowed down quite a bit around 7 PM
Next exhibit: High School Artists
o May need help coordinating this installation/reception
o Currently install is scheduled for Friday, December 2
o Reception is Tuesday, December 6 from 4:30-7:30 p.m.
2017 Applications

Concerts on Broadway
• Emily, Hillary, and Cara (WineGlass Arts Development) met to discuss where COB is
going and what roles both entities would like to consider filling for 2017
o We came up with two options for the board of WineGlass to consider.
o The option that they chose involves taking on a lot more responsibility for the
production and the event, but also gives them a little more freedom to continue
finding support to grow the series.

Call to Artists - Request for Proposals:
Park Identity at Heroes Park
PROJECT DESCRIPTION:
The Meridian Arts Commission (MAC) and Meridian Parks & Recreation Commission (MPRC) invite artists on
the Park Identities Public Art Roster to prepare proposals for public art projects that create and/or enhance
the overall park identity at Heroes Park. The objective of the project is to create a theming element, or
elements, that strengthen the park name and give the park a true identity and sense of place.
SITE DESCRIPTION:
Heroes Park is a community park in southwest Meridian at 3064 W. Malta Drive. The pre -proposal conference
will allow proposers to ask Parks staff specific questions and elaborate on context provided. Notes from the
pre -proposal conference will be sent to those who intend to propose, in case they cannot attend the
conference.
ELIGIBILITY:
This project is open to artists on the Park Identities Public Art Roster.
BUDGET:
A budgeted amount of $73,000 total is available for the completed project; this includes the selected
artist's commission, all costs including engineering, materials, fabrication, permitting, contingencies and
installation of the artwork. A stipend of $500 will be paid to artists to develop and submit proposals,
following submission of a completed W-9 form and execution of a written agreement with the City of
Meridian.
PROCESS:
The evaluation and selection process will generally occur as follows; dates are subject to change as may be
necessary due to scheduling issues or other circumstances. Any information submitted is subject to release
to the public as required by Idaho Public Records Law.
1. Call to Artists (RFP) issued October 14, 2016.
2. Pre -proposal conference. Tuesday, November 1 @ 11:00 AM on site, by the Heroes Park concessions
building at 3064 W. Malta Drive.
3. Notice of Intent to Propose due Wednesday, November 2 @ 12:00 PM. Submit a letter of intent, signed
agreement to produce a proposal and presentation, and W-9. Stipends for proposals will be submitted
after presentations are delivered.
4. Proposals accepted. To be considered for this project, the following materials must be submitted to
MAC, by 12:00 PM, on Monday, December 5, 2016, at 33 E. Broadway Avenue Suite 104, Meridian, ID
83642 or by e-mail to mac@meridiancity.org:
a. A summary of the respondent's experience with similar projects
b. Project proposal, including digital images (.jpg format) or drawings of the proposed conceptual
designs or projects to be considered; additionally, maquettes are strongly recommended
c. Artwork description(s) including materials to be used, dimensions, anticipated maintenance, etc.

d. Detailed project timeline, project budget with itemized costs, and schedule of work
5. Presentations. On Wednesday, December 7, 2016, participating artists will present their proposals and
maquettes in front of the selection committee at a public meeting, followed by brief Q Et A. This
presentation is scheduled to take place at 4PM at Meridian City Hall. (Please let us know if this date and
time cannot work for you.)
6. Selection Criteria. Eligibility and finalist selection criteria will include:
a. Adherence to the RFP; (10 points)
b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20
points)
c. Project proposal - demonstrated understanding of project objectives, ability to create artwork that
addresses the context of its placement; and ability to meet or exceed the objectives; (30 points)
d. Past work experience and references on a similar type project and the demonstrated competence in
the performance of the type of work to be provided (the nature, quality, and relevance of similar
completed work, including subcontractors, may include feedback from professional references; and
(20 points)
e. Consistency with City policy and community values; (20 points)
7. Evaluation of proposals; artist selected. The selection committee may recommend selection of one
proposed project, recommend that the RFP be reopened, or reject all proposals. Evaluation criteria will
include the criteria set forth above, as well as any public input submitted during the evaluation of the
proposals. MAC and MPRC will forward their recommendation to Meridian City Council for consideration.
The selected proposer and others not selected will be notified of City Council's decision via e-mail by
Wednesday, January 11, 2017.
8. Agreement; award. Following selection and negotiation and execution of a written task order with the
City, the selected proposer will be awarded the project upon City Council's approval.
9. Selected proposal installed. The awarded Artist will fabricate and install the artwork, in accordance
with a written task order agreement with the City, and within the project's final budget and timeline.
