5. Old Business
A -C) Introductions and Goodbyes to New, re -appointed and outgoing commissioners.
Nancy Mann — has stepped down as her term comes to an end. She will be missed, and
is wished the best. Steve Cory has been re -appointed in order to continue his service to the
commission; thank you. New appointments are Mark Nelson and Victoriah Madrigal. Thank you
for your interest and Welcome!
D) Scott Walters voted in the role of VP for the remainder of 2016; vacancy due to Nancy
Mann's term ending.
E) Discussion of November meeting and conflict of room availability due to City Hall closing early
for the Thanksgiving holiday. Do we reschedule for a different day and time or cancel for the
month?

F) Steve will be unable to attend the October 5th meeting for the Ada County Solid Waste
Committee. This volunteer would need to attend on Steve's behalf and represent Meridian.
The Vice Chair will run the meeting in Steve's absence. Cheryl Caldwell has volunteered.
G) Andrea is seeking a commissioner to take over the attendance to the quarterly HHW
Meetings. The next one has not been scheduled yet. An October meeting should be
anticipated. Mark Nelson has volunteered.

6. New Business
A) Republic Services is proposing to revise starting time for collections from Sam to 4am. Per
their memo and in person discussion they are not and have not been able to comply with
the current franchise agreement. City of Meridian has grown tremendously since the
agreement was drawn up and collection times set.
The commission discussed the various reasons to approve or deny the request in time
change. Noise, traffic, lane restrictions, safety, etc.
• Scheduling, plastic low sounds lids, pickup/zoning areas all things considered, last City
in the area to move to 4:OOam start time.
• Matt Parsons representing Meridian Police Department reports that while MPD is not
in support of the time change, they understand the reasoning for the request and will
enforce the final decision of City Council.
Motion to go forward to City Council with the recommendation to approve and modify the
start time for trash collection to 4:00am.

Re: 4 a.m. Start Request for Commercial and Industrial Trash and Recycling Services
Background:
In January of 2000, Sanitary Services Company (SSC) signed an agreement with the City of Meridian to
provide trash collection services. Two commercial trash trucks served all the businesses in town. For
safety reasons, the contract required SSC to collect trash from the ten public schools within Meridian
city limits between the hours of 5 - 7 a.m., as memorialized in MCC Title 4-1-8. B (the franchisee "shall
provide commercial service every day except Sunday, commencing at five o'clock (5:00) A.M. Public
and private schools shall be serviced between five o'clock (5:00) A.M. and seven o'clock (7:00) A.M.)"
In the past sixteen years, the population of Meridian has grown from 37,235 residents (2000 Census) to
over 90,000. It is now the second largest city in Idaho, and according to the recent articles in the Idaho
Statesman, multiple high-density housing projects are proposed for construction in the near future. To
accommodate the growing population, twenty new public schools were built within city limits between
January of 2000 and today, including: Central Academy (2004), Discoveiy Elementary (2003), Heritage
Middle School (2006), Hillsdale Elementary (2016), Hunter Elementary (2005), Lewis and Clark Middle
School (2001), Meridian Medical Arts (2003), Mountain View High School (2003), Paramount
Elementary (2007), Pathways Middle School (2005), Peregrine Elementary (Fall 2000), Ponderosa
Elementary (2002), Prospect Elementary (2006), Rebound (2010), Renaissance (2009), River Valley
Elementary (Fall 2000), Rocky Mountain High School (2008), Sienna Elementary (2008), Victory
Middle School (2016) and Willow Creek Elementary (2012).
With business growth came the demand for commercial recycling which was added to the franchise in
2001. This additional line of business required more trucks and service. Further accelerating growth,
Meridian has gone through multiple annexations over the past 16 years. The City is now almost 27
square miles and the public schools are strategically spread from edge -to -edge and throughout the
municipal footprint (see school map).
Current Conditions:
We now have 1,136 businesses with commercial trash service in the City, 449 of which have signed up
for additional recycling service. Traffic has increased disproportionately to the increase in business and
residential accounts due to infrastructure constraints (i.e. congested two-lane roads, lack of right hand
turn lanes and the decreased ability to make left turns along major thoroughfares), an increase in
inbound employee traffic, and the increase in vehicles delivering goods and services to City businesses.
Service is offered up to 6x/ week so multiple trucks are touching many sites multiple times each week.
Additional trucks and drivers have been added to the fleet to accommodate the commercial growth but,
under current conditions, we are unable to service all 30 schools within city limits before 7 a.m. The last
schools are currently serviced close to 10:30 a.m. It would take two more trucks and drivers for the 5 — 7
a.m. window to stay compliant with the contract. Each truck costs $325,000 with an hourly use rate of

customers and premises within the city of Meridian:
