2016 All -Commission Goals:
1. Develop a connected pathway system across the City of
Meridian, with the Five Mile Creek Pathway as the top
priority.
2. Begin implementation of the updated MPR Master Plan.

Creek/Huskey, Bainbridge, and the South Meridian 77 -Acre
properties.

Commission President Creg Steele called the meeting to order at approximately 5:35

Commission President Creg Steele entertained a motion to adopt the agenda as

4. Announcements
a. Welcome New Commissioner Kayla McNay - Creg Steele
Commission President Creg Steele introduced Kayla McNay, who is the new youth
member to the MPR Commission, and welcomed her.
Commissioner McNay shared she is currently a sophomore at Renaissance High
School. She participates in the Mayor's Youth Advisory Council (MYAC) and serves
on the Government Affairs Committee. She is also a varsity debater at her school.

d. Commissioner Phil Liddell - Creg Steele
Commission President Creg Steele stated they are three Commission members
short; Matt Stoll, Spencer Meinburg, and Phil Liddell have stepped down from the
Commission. He expressed it has been great serving with each of them and
appreciated their involvement. They definitely will be missed. The City is in the
process of looking for replacements.
MPR Director Steve Siddoway reported these three positions are currently open.
Vacancies were advertised, and applications were due to the Mayor's office a
couple of Fridays ago. Steve has heard multiple applications have come in, and
the Mayor is reviewing those and preparing to submit names for new
Commissioners. Steve would expect to have them on board by the next meeting.
Steve expressed how much he has enjoyed working with Matt, Spencer, and Phil.
Matt and Phil have been longtime Commissioners and have given a lot of great
service to the MPR Commission and MPR Department, for which staff members are
very grateful.
e. November Meeting Date - Steve Siddoway
MPR Director Steve Siddoway reported on November 8, 2016, which is a Tuesday, is
Election Day. The City Council always moves their City Council meeting from
Tuesday to Wednesday on the week of elections. Therefore, the City Council
meeting is being moved to Wednesday and would conflict with the MPR
Commission's regularly scheduled meeting. So they asked if the MPR Commission
could look at another date for its meeting. In looking at room availability and
talking initially with President Steele and Vice President Borton, Steve proposed to
postpone the meeting one week to Wednesday, November 16 at 5:30 p.m. There
were some meeting conflicts with the other Commissioners resulting in a lack of a
quorum. Steve will collect more information about timing on new Commission
members and get back with them.

The Commission reconvened from committee meetings at approximately 6:31 p.m.
6. Committee Reports
a. Parks Committee - Sharon Borton
Committee Chairwoman Sharon Borton reported the Parks Committee met that
evening. Those in attendance were: Sharon Borton, Steve Siddoway, Mike Barton,
Craig Robinson, and Rachel Myers (attended a portion).
• Memorial Program Update - The group is still working on ideas but is definitely
getting away from the concept of a tree with markers. The Committee is
investigating other options. They anticipate having more information to share
at the next meeting.
• Themin, Et Art of Heroes Park - The Meridian Arts Commission will advertise a
Call to Artists -Request For Proposals (RFPs) from the three approved artists on
the City's Park Identities Public Art Roster for public art projects that create
and/or enhance the overall park identity at Heroes Park. The Committee's
goal is to develop a concept that could reinforce the identity of Heroes Park.
More information will be forthcoming at the next meeting.
b. Pathways Committee - John Nesmith Ft Jay Gibbons
Committee Chairman John Nesmith reported the Pathways Committee met that
evening. Those in attendance were: John Nesmith and Jay Gibbons.
• Staff Update on Current Pathway Projects - (See Jay's written and verbal
updates recorded on agenda item #10 -Staff Reports.)
• Pathways Workshop Discussion for November Meeting - Their main purpose that
evening was to discuss November's Pathways Workshop.
a. 2017 Pathways Priority Discussion - The Commission's pathway priorities
will be reviewed for 2016 and discussed for 2017. Jay will bring forward
a draft and an update for what was done last year and what's proposed
in terms of priorities for the next year.
b. Pathways Network Map Update Review - Updates to the Pathways
Network Map for the coming year will be discussed; there are quite a
number of them.
c. Marketing Committee - Jo Greer
Committee Chairwoman Jo Greer reported the Marketing Committee met that
evening. Those in attendance were: Jo Greer, Creg Steele, Kayla McNay, Colin
Moss, Shelly Houston, and Rachel Myers (attended a portion).
• Update on Park Et Pathway Z -Card Map - Rachel brought an updated, revised
copy that has a few more necessary revisions. The Committee will wait for the
next draft for review. The MPR Department has the budget to print the Z -
Cards.
• Update on Commissioner Presence in the Community - There have been a few
different events throughout the fall. Upcoming events are as follows:

o October 27 - Trunk or Treat and Dance to the Beat; 6-9 p.m.
o October 29 - Howl -O -Woof at the Storey Bark Park; 11 a.m. to noon. This is
a parade and costume contest. Awards will be given for the best costume.
o December 2 - Christmas in Meridian Winter Lights Parade; 6 p.m. There is a
Commission float, and the Committee is expecting all of the Commissioners
to participate on the float.
o Mid -late November - Homecourt Grand Opening. This is another event the
Commissioners need to be present for regarding media coverage.
She encouraged everyone to mark their calendars for these events.
Update on Parks Ft Recreation Marketing Items - The MPR Department has
received the drawstring bag order and handed some out during the Community
Block Party in September.
Update on MPR Presentation and Solicitation to Community Organizations -
Spear -headed by Committee - Shelly is working on a PowerPoint. When it is
ready, the Committee will solicit to the groups in the community.
Update on Chamber of Commerce Presentation - Anne Little Roberts has been
receiving video information in bits and pieces with the goal of creating a
community presentation which would be similar to the Twin Falls Chamber of
Commerce through a grant.
*Anne Little Roberts reported this past year the Meridian Chamber of
Commerce applied for and received a very small grant from the Southwest
Idaho Tourism Council through the Department of Commerce. They reapplied
this year and have received nearly $48,000 to help market Meridian. They will
be able to look into doing some video work, etc. to help promote Meridian and
what the City has to offer, in terms of parks, etc.
Parks Ft Recreation Month Activities Planning for 2017 - Because July has been
recognized as "Parks Et Recreation Month," Committee members are
determining if there is something they could do for that month to draw
attention to the MPR Department/ Commission. Shelly had suggested having a
"Photo of the Day" contest and choosing the best one at the end of the month.
The Committee has other ideas floating around and is open to other
suggestions.
7. New Business
a. Eagle Parks £t Recreation Master Plan Update - Mike Aho
MPR Director Steve Siddoway introduced Mike Aho, the Parks 8: Recreation Director
with the City of Eagle. The MPR Department/ Commission has talked with him as a
great potential partner for pathways. The City of Meridian wants to get pathways
to the Boise River Greenbelt at Eagle Island State Park. Mike has actively been
involved in a park system master plan update, much like the MPR Department
finalized in December 2015.
Mike Aho provided a full update about their master plan/trail master plan,
although it has not yet been adopted, including their impact fee study. He also
detailed various projects that will impact North Meridian and Eagle, which he
navigated through the two cities using Google Earth. One of his focal points that
evening was to highlight the connectivity options to Eagle Island State Park.

• Commission President Creg Steele - With the connection down Locust Grove
and along Colchester Drive, is there just sidewalk, or are there any plans to
add some kind of pathway? This determination will be done through the
master plan, as it is currently unknown. However, they do know this is one of
the key connectors.
He noted when the MPR Commission held its Pathways Tour this last year, there
were just a couple of small pathway connections from the Meridian Loop
Pathway that needed to be developed and then it would reach to the
intersection of Locust Grove and Chinden. From looking at the map, there are
not many lots to get through to attain this connectivity. Commissioner John
Nesmith commented this could be a really good connection. Steve Siddoway
interjected and expressed his excitement to think they could get from the
Meridian Loop Pathway up to the greenbelt in relatively short order.
• Steve Siddoway - The MPR Department/ Commission's focus has been getting
wider sidewalk pathway connections built with development along Linder Road.
The idea is that it would get up to the Linder/Chinden intersection and
continue on. Then they would probably have to stay along Linder in order to do
the river crossings, because it will be expensive to do new river crossings, and
then eventually get into Eagle Island State Park with the City of Eagle's plans
or the greenbelts coming to Eagle Island. A parking lot will be coming on
Eagle's side of Linder Road. There will eventually be connectivity from
Artesian Way to Eagle Island State Park through basically the old back door to
Eagle Island and onto the greenbelt, which is one of the other key connectors
the City of Meridian has the opportunity to utilize.
b. Meridian Library District Update - Gretchen Caserotti
MPR Director Steve Siddoway introduced Gretchen Caserotti, who is a great team
player with the Meridian Library District (MLD). She also serves on the Meridian
Arts Commission. The MPR Department partners with the library to bring literacy
programs into its Summer Camps. He expressed it has been really impressive and
fun to see how the library has changed from a "shhh" place to a vibrant, active
place that is constantly growing and changing with new opportunities and ideas.
Steve welcomed Gretchen and voiced he is very excited about the possibility of
getting library branches built in South Meridian with the YMCA and Hillsdale Park
partnership project and also a possible future library in North Meridian.
Gretchen provided information about who they are, what they do, what's been
happening—particularly since she came on board as Library Director in 2013,
partnerships, and where shared goals intersect and how they diverge in different
spaces. She also handed out some materials related to the Bond Election, Open
House Invitation, and unBound Birthday Celebration, which are attached to these
meeting minutes.
MPR Commission Feedback:
• President Creg Steele - If the bond passes for the two new libraries in South
and North Meridian, how does this help their square footage as far as
population? It would bring the MLD up to 0.7.
He stated the audio books that the library has available digitally are awesome.

Steve Siddoway - In this digital age, he hears a lot of people saying, "Libraries
must be dying, because why would you need to go to a library"? He expressed
it was great hearing the statistics from Gretchen. The library is not dying; it is
very much growing with programs, etc. and has found a way to reinvent itself
in the digital age to where it is not just about going to check out a book which
one could look up online—it is so much more than this.
He encouraged everyone to check out unBound. What they pack into a little
space is fantastic with great technology.
He shared how much he appreciates working with Gretchen as a partner with
CableONE Movie Night to literacy programs with the MPR Department, etc. It is
a great benefit to what the MPR Department provides to this community as
well. He explained one would be hard pressed to find anyone who is more
positive with a can -do attitude. He has never seen anyone take on ideas, say
they can do that, and make it happen better. Gretchen has this ability to
make things happen that is phenomenal.
c. 2016 MPR Annual Facilities Tour Debrief - Steve Siddoway
MPR Director Steve Siddoway reported September 14, 2016 was the Annual
Facilities Tour with a focus on a lot of the Department's upcoming projects,
particularly the Homecourt. Participants went and saw some of the future park
sites out at Reta Huskey Park and Bainbridge Park. Steve thought that one of the
highlights seemed to be the Community Garden at Kleiner Park. He asked for any
feedback that the Commissioners had for MPR staff while it was still fresh about
what they liked, what they think could be improved on for next year, etc. so when
MPR staff starts planning next year's tour, they can respond to the Commission's
desires.
MPR Commission Feedback:
• Commissioner Jo Greer - She really liked the packets that were assembled so
that participants had something to look at while going through the tour versus
not going through the information beforehand, which was the process last year.
• Commission President Creg Steele - He thought it was a nice tour this year
and flowed really well. He does not know how to get around it, but there is a
lot of information to go through, and it always seems like they come up a little
short at the end with the time allotment, as a couple of featured tour sites
were cut.
8. Old Business
a. Park Naming Policy - Emily Kane
Deputy City Attorney Emily Kane missed the July 2016 meeting at which time the
MPR Commission discussed the Park and Facility Naming Policy and Procedures;
however, Ted Baird brought back an assignment for her to update the document,
per the Commission's feedback. She reviewed the revamped/ revised draft in
detail, which is attached to these meeting minutes, and also provided a
PowerPoint presentation about the updates she made. Slide copies of her
PowerPoint are also attached to these minutes.
Commission President Creg Steele entertained a motion to recommend they
forward the Park and Facility Naming Policy and Procedures to City Council.

Commission Vice President Sharon Borton moved to send the Park and Facility
Naming Policy and Procedures to City Council. Commissioner Jo Greer seconded
the motion. All were in favor of the motion.
9. Workshop -NONE
10. Staff Reports
MPR Director Steve Siddoway reported on the following:
• Meridian Homecourt - MPR staff members have a huge milestone to celebrate this
month in that they closed on the Homecourt facility located at 936 Taylor Avenue
in Meridian on September 30, 2016. They are now the owners of the building and
are programming it. They have several projects in the works spanning over the
next six weeks, including putting a fresh coat of paint on some places, getting the
bark freshened up in the landscaping, purchasing a new sign on the exterior of the
building, repairing the vapor barrier, and more! There will be a ceremony to cut a
ribbon, once the improvements are done (around Thanksgiving). Garrett White is
hard at work operating all of the reservations and activities that are happening
there at the Homecourt.
• Potential Fire Station in Bear Creek Park - MPR staff has been approached by the
Meridian Fire Department about a potential partnership that would initially involve
possibly putting a new fire station site at Bear Creek Park. There is no site plan
yet to share with the MPR Commission. The next step is to see exactly what the
Fire Department has in mind. There is a potential win-win scenario in that staff is
also looking at future fire station sites and opportunities where they might be able
to purchase land for future sites that could involve additional park land. More to
come on this.
MPR Recreation Manager Colin Moss reported on the following:
• Software - MPR staff is getting ready to transition into a new software company.
Jake Garro, Ali Aldape, and Colin have been working extensively with the company
that was the Department's first choice and going through a lot of different
demonstrations and requests for upgrades. As each conversation occurs, they are
getting closer to making this transition a reality. The software developers have
confirmed they will be able to facilitate some requests that could be potential
deal -breakers. At this point (without having set a schedule with them), it is
looking like MPR staff will be moving forward. Over the course of the next couple
of months, staff will be working very hard to try and get the new software
transitioned over to the new system so that the public can expect everyone will be
able to see online facilities scheduling and reserve a picnic shelter and multi -use
fields. Classes and camps will still be available online. The other benefit to this
software system is that there wilt not be any convenience fee charges, which
ActiveNet currently charges customers to do an online transaction. Colin is hoping
they can push a lot of the Department's traffic online and reduce the call volume.
Over the course of the year thus far, the Department has taken 12,494 incoming
calls.
• Meridian Homecourt Ft Other Facilities - Garrett White has been working extremely
hard in finishing up some of the staffing and hiring some of the part-time staff to
schedule the facility. Basketball leagues have already started in the gym to rave

reviews from the Department's league players. They are expecting big increases
in the Department's basketball leagues in the coming seasons as people are
excited about using the facility.
In addition to Homecourt, the MPR Department started a partnership with the Boys
Ft Girls Club this year with their new facility.
As part of the City's agreement with the West Ada School District, the Department
got use of the Victory Middle School gymnasium, now that the school is up and
running as well.
Since the start of utilizing three new facilities for this year, for the first time in
several years, the MPR Department did not have to cap its Volleyball League
registrations. Therefore, 103 Volleyball League teams were registered in the Fall
League. The quality of the league is better than ever, thanks in large part to
Garrett White's work and his efforts.
MPR Parks Superintendent Mike Barton reported on the following:
• Future Neighborhood Parks - The three parks that are in design—Bainbridge, Reta
Huskey, and Hillsdale—are at approximately 75% construction documents right
now. Staff members are honing their budgets and plans, and they are getting
ready to go to bid during the first part of December for a January 2017 bid
opening, with a contract award in February 2017, and a springtime construction
groundbreaking.
• Future South Meridian 77 -Acre Regional Park - Team members started some
concept designs and were doing some traffic studies, but they took a step back for
a little while to come up with a theme or an identity for the park. It could be a
park name that ties with theme. Once the name is nailed down and a special
identity/theme is created, all of the other decisions that are going to follow would
be so much more cohesive in that whatever the park is or becomes, everything will
fall into place. As a result, it will create a memorable park. A meeting is scheduled
for tomorrow (October 13) to discuss some ideas and the process. The MPR
Commission, Parks Committee, and Council will be part of this process, as well as
some public outreach will be conducted, to help narrow down to a couple of really
good concepts, which could have some historical reference, etc. Then these
concepts will be brought forward for discussion. They will start talking about this
at the November Commission meeting.
• ADA Compliance Survey - The City/Department is doing an ADA compliance survey
with all of the parks. There is a project identified to upgrade the old restroom in
Storey Park to make it ADA compliant, which will be funded through a Community
Development Block Grant (CDBG).
• Ten Mile South Medians Landscaping - The medians will be landscaped on Ten Mite
Road south of the interchange—there are three. The contract is getting ready to be
signed.
• Settlers Park Fishing Dock - MPR staff members have been working on plans for a
fishing dock in Settlers Park that will be eligible for a grant from Idaho State Parks
through the Cutthroat License Plate Fund. Mike just learned that there is no money
available in 2017, but it will be 2018. However, the Department will have a set of
plans and present them to the MPR Commission to show what is being
contemplated to see if there are any changes. There will be ADA accessibility

from the east parking lot at Settlers, across the driveway, through a curb -cut
concrete sidewalk, and over to a floating fishing dock.
Kleiner Park Shade - MPR staff members have been working on shade at the Kleiner
Park bandshell. They are planting 28 large, 3-4 inch caliper trees on the
amphitheater slope so people have opportunities to sit in grassy, shaded areas.
They are also looking at some different alternatives to maybe shade for the
performers, which is proving to be difficult, because the bandshell faces due -west,
and the stage is elevated. There are some ideas floating around, and the weak and
bad ones are being weeded out.
Storey Park Well - MPR staff is working on relocating a well that feeds Storey Park
irrigation water, which is currently located in downtown on 2"d and King; the well
will be moved into the park. They are getting the necessary permits in place
through the Department of Water Resources for relocation with some associated
tasks.
MPR Parks It Pathways Project Manager Jay Gibbons reported on the following:
• Five Mile Creek Pathway - Segment H2, Badley to Fairview - From Jay's written
staff report: Staff continues to pursue easements to allow construction of a multi-
use pathway building on the success of the H1 project completed in 2012. CTA
Architects has been hired to provide design and survey services for the pathway
segment. The consultant has provided three (3) exhibits for review and discussion
of the pathway alignment, amenity locations, and connections to streets. Staff is
currently reviewing the draft construction documents for the project. Final plans
and the floodplain application are being finalized. Easement request letters and
exhibits have been sent to the three property owners.
From Jay's verbal update that evening: Staff continues in the holding pattern of
securing easements for the Yuan property and the Initial Point group. Jay has a
commitment for signature on the Yuan property. The signee is in the military and
is on training. Jay has a meeting two weeks from today with the Initial Point
business owners about the two easements he needs from them. This meeting
involves addressing their concerns and specifically hearing what the MPR
Department will do for them to solve some of the problems they are concerned
with.
• Rail With Trail Pathway - From Jay's written report: A regional RWT pathway
workgroup has been created and has met twice regarding expanding the City's
project to encompass a pathway from the depot in Nampa to the depot in Boise.
Members of the workgroup represent each city, the highway district, and
COMPASS. The COMPASS Board has approved a workplan to assist the group with
research, studies, and project development support. Work is ongoing.
The funded 2016 project to secure construction documents for the first half mile
from Meridian Road to the point where Nine Mile Drain crosses the rail corridor is
underway. The City and ITD have entered into a State -Local Agreement regarding
the federal grant money for construction in 2018 and 2019. This allows the City to
move forward to secure a contract with a design firm to begin construction
documents and associated work. Jay and others are working on executing a
contract with CTA for design services presently.

From Jay's verbal update that evening: The City is working on the half mile
pathway from Meridian Road and Broadway Avenue to 8th Street. Last night,
Council approved the task order for the contract with CTA Architects. A kickoff
meeting will be held in the coming weeks with the consultant and sub consultants,
Public Works floodplain staff, and the Irrigation District to get construction
documents rolling. Federal money will kick in for construction next October.
COMPASS put together a work group specific to the regional Rail With Trail
Pathway; the kickoff meeting was held yesterday afternoon. This involves staff
from Nampa, Meridian, Boise, Canyon County, Ada County, ACHD, and several
other interested parties from different groups. This project will involve a lot of
research and will occur over the next year. In the end, the work group will pull
together a document which will address how they will solve for the UP Railroad's
concerns that they've presented. COMPASS' board did approve funding for their
staff to run the project, which will assist the City's efforts.
Transportation Improvement Proiects - From Jay's written report: Staff is working
with Development Services and Public Works to coordinate roadway and
intersection improvements for near-term projects. These projects include Pine
Avenue - Meridian to Locust Grove, Meridian/Ustick Intersection, and Meridian
Road Widening - Cherry to Ustick.
From Jay's verbal update that evening: The Meridian Road Widening improvements
from Cherry to Ustick will be under construction soon. Regarding the ACHD Pine
Avenue project from Meridian Road to Locust Grove, they should have 100%
drawings in a month or so and will spend until around next October or so securing
a right of way, etc. Next year, the project will be constructed. The MPR
Department has been a big part of the whole process from the parkway within
MDC's bounds in the City itself and then securing the pathway improvements from
basically where the Five Mile Creek Pathway comes out all the way to Locust
Grove. There will be a 10 -foot pathway that entire way, including another HAWK
signal to cross the street just before the Five Mile Creek.
FY16 Five Mile Pathway System Proiect - From Jay's written report: The funded
project is to secure pathway easements for all proposed segments from Black Cat
Road to Eagle Road. Staff has mapped the system and identified the property
owners to be contacted. The second aspect of the funded project is to construct
widened existing sidewalks in two locations; west side of Linder - Bud Porter to
Ustick, and the south side of East James Court to Jackson Drain Pathway. The
Land Group is finalizing construction drawings and easement exhibits on the Linder
Road project after positive meetings with the affected HOAs. Staff members
continue to work on securing easements from the affected property owners on the
E. James Ct. project. Once easements are secured, the project will be bid and
constructed.
From Jay's verbal update that evening: The entitlement from this past year is
ongoing. MPR staff looked at easements and secured easements and alignments,
and so several of these projects have spun out from this. The consultant is
finalizing the construction drawings on Linder to widen the sidewalk on the west
side from the HAWK signal across Linder at Tully Park up to Ustick. Last week, MPR
staff sent what they were trying to accomplish of the drawing to ACHD for their
comment (not the entire package), which will have to meet ACHD's approval in the
end because it touches the right of way. Jay received back a message on Monday

that ACHD has no further comment at this point. ACHD is preparing the one
easement that is needed.
Regarding the East James Court project, it is still moving forward, and Jay
continues working on easements. The utility work has been designed and is ready
to go. They will have a construction package ready. Jay is still sorting through
the easements from those impacted from the project.
Pathway Directional Signage Proiect - From Jay's written report: Staff is working
on a package of directional signs for the Five Mile Pathway network from Pine to
Ten Mile. Sign locations have been identified, and directional information is being
added. There are more than a dozen double -facing signs to be created and
installed by spring.
From Jay's verbal update that evening: MPR staff sat down and put together a
drawing that was basically 12 or more double-faced signs to cover road
intersections and new pathways coming in, like at 8th Street. These signs will be in
alignment with the pathway and will include the same directional signs with
destinations, distances, and direction arrows. These drawings will be reviewed
soon.
Lemp Canal/Larkwood Pathway Connection - From Jay's written report: The
project will close the gap between two existing multi -use pathways running
parallel to McMillan Road between Locust Grove and Meridian Roads across the
frontage of the Larkwood Subdivision. The pathway will impact the subdivision's
entry landscape and frontage. Several meetings have been held to discuss the
project with property owners and the HOA to identify how to address these
impacts and their wishes to improve the entry in conjunction with the pathway
project. Staff is preparing a concept site plan for use by the HOA and affected
property owners.
From Jay's verbal update that evening: MPR staff waited until the irrigation water
was turned off for the season so that survey work could be completed. It is now
time to contact the Settlers Irrigation District about bank stabilization
improvements they will need to see. MPR staff first needs that base information in
order to move forward. Jay is working on a concept plan. The HOA has committed
to working with the two property owners in the common area to solve for the
current irrigation overlap situation.
Sawtooth Middle School Pathway into Brid�etower -From Jay's verbal report that
evening: The new subdivision being built near Sawtooth Middle School has three
phases, and developers are on the first phase. They plan to have the second phase
ready with roads in the spring. During the third phase, a pathway will be
completed. Jay has an easement for the first piece. On the far end of this area
where the gravel goes for the next mile, there is a required development on the
other end, which is the only undeveloped piece on the whole string.

Maintenance costs for when they are using the building.
YMCA / City Programing
• YMCA Programs and Operations will stay the same as they are now with one exception. There
will not be a "Membership" court after 3:00 p.m. All four courts will be available to program
and/or reserve after 3:00 p.m.
• YMCA Youth Sports Programs will continue use after the term of this agreement for an additional
10 years with options to renew yearly. YMCA Youth Sports Programs will then pay the
reservation fees set forth by Council.
• City Programing will include Open Gym, Pickleball 101 classes, and we are currently exploring the
possibility of indoor Senior Softball.
Homecourt Staffing
• We are currently working with Human Resources to hire 3 Part -Time, Year -Round Homecourt
Specialists and 1 Full Time, Year -Round Site Supervisor. All positions are currently posted.

Reservations and Reservation Process
• Reservation applications need to be turned in no later than April 15L for
reservations between months of October to September.
• Once the application is completed and turned in, notice of the reservations will be
sent out to each group showing their reservation times.
• Each group will pay for what time they reserve (you book it, you pay for it).

Communication with neighbors.
-Once events are scheduled, due to past parking issues and/or concerns, we need to communicate with
surrounding businesses and building tenants on the impact of each event.
Renovations
• Condensation Issue
During major use events and/or tournaments when it is hot inside and cold outside, there is a section
of the roof that drips water. This only happens during 1 or 2 events a year in the winter months We
are in the process to determine what needs to be repaired and the cost of the repair.
• Exterior Painting
The building trim and doors will be painted. Currently, all doors and trim paint are faded and
weathered.
• Signage
City of Meridian signage will be installed after October 111 as soon as possible. YMCA signage (box)
will remain on the building during the lease back term.
• Parking Lot Islands
- All parking lot islands need bark, and shrubs need to be trimmed. I will be working with our Parks
Staff and volunteer groups to get this done.
• Bay 5 (YMCA Fitness Area)
- Once the YMCA moves out into their new facility, we will be asking for funds to renovate "Bay 5."
Renovations have not been set as of now but will more than likely consist of classroom space. We want
to own the facility and have a better understanding of what the community needs are before we start any
renovations.

empowered to advise the City on issues relating to park facilities and recreation programs of the City.

Steve Siddoway welcomed everyone, and introductions were made.

Participants loaded a charter bus to embark on their tour of various sites within
Meridian. Steve Siddoway was the main tour guide. While driving to Site #1,
topics included: Downtown Trees/Boxes, Downtown Flower Pots, and Meridian
Community Center.

Guests exited the bus and visited the site where the new fitness equipment will
be installed. They ate dinner under the large picnic shelter.
While driving to Site #4, Jay Gibbons gave a Pathways update.
4) Reta Huskey Park (Future neighborhood park in the Bellano Creek Subdivision
off of Ten Mile Road near Ustick Road) - Topics: Park Amenities, Elements, and
Construction Timeline. Speaker: Mike Barton. Passengers remained on the bus
and viewed the parcel of land to be developed.
5) Bainbridge Park (Future neighborhood park in the Bainbridge Subdivision off of
Ten Mile Road between McMillan and Chinden Roads) - Topics: Park Amenities,
Elements, and Construction Timeline. Speaker: Mike Barton. Passengers
remained on the bus and viewed the parcel of land to be developed.
While driving to Site #6, Barbara Hatch gave a Park Ambassador Program
update and recognized the three volunteers who were present for the tour—
Dave Pritchard, Hugh Fryling, and James Smart.
6) Settlers Park (3245 N. Meridian Road) - Topics: Future Fishing Dock at the Pond,
Playground Safety Surfacing, Special Events, and MPR Staff. Speakers: Steve
Siddoway, Mike Barton, and Renee White. Passengers remained on the bus.
7) Julius M. Kleiner Memorial Park (1900 N. Records Avenue) - Topics: Disc Golf
Course, Temporary Use Permits, MPR Dept. Statistics, New SportsMan Software,
Hillsdale Park (Theming, Amenities, Elements, and Construction Timeline), 77 -
Acre Park (Amenities, Elements, and Construction Timeline), Arboretum/Urban
Forestry, and Community Garden. Speakers: Colin Moss, Mike Barton, Elroy

Community Garden. Easels with displays boards of site plans were shown of

City Arborist's Report:
ELROY HUFF
1. Park Forestry Contracts - All of the areas listed in the first year of the five-
year pruning plan were complete.
2. Downtown Brick Work - We have completed some brick raising and leveling
around the Bank of Cascade and other areas in downtown.

3. Kleiner Park Shade Tree Planting - We have a project for October that will
add 28 new trees to the bandshell area. They are nice three- and four -inch
caliper trees.
4. City Christmas Tree for Generations Plaza - The tree has been chosen for this
year. It is around 28 feet tall and is a Giant Sequoia. The tree will have new
lights and look different than we have had in the past several years.

Recreation Division
Recreation Manas;er's Report:
COLIN MOSS
1. Temporary Use Permits (TUPs) - We will finish the year with a total of 57
TUPs, which is up slightly from 55 last year. The "event days" are what has
really jumped this year with the introduction of the Youth Farmers Market and
weekly food truck events at Settlers.
2. Event Assistance - I continue to support Renee White in her new role and help
get her up to speed with events as they're coming up in the calendar. The
Christmas in Meridian festivities and Unplug and Be Outside Week are the final
two events she has not yet organized.
3. Youth Farmers Market - The first season of the Youth Farmers Market
concluded with the final event on September 24. We will debrief with the
event producer to find ways to continue to build the momentum for next year.
4. Software Transition - We are starting the process of transitioning to a new
software system called SportsMan. The main reason for the change is to allow
online facility scheduling, which ActiveNet (our current system) does very
poorly. SportsMan also does not charge online convenience fees which will
allow us to push a lot more traffic online and ease the call volume of our front
desk.
5. Homecourt - It is so exciting to finally own and operate our own indoor gym
facility. I can't say enough about the job Garrett has done throughout the
whole process to make sure the transition in ownership is as smooth as

possible. Still a lot of work to be completed in that regard, but it'll be fun to
see the new programs and events we're able to offer and the positive impact
it'll have on our adult sports programs, particularly the basketball program.
Recreation Coordinators' Report:
GARRETT WHITE, JAKE GARRO, Et RENEE WHITE
1. Home Court Facility - Garrett has been working on several projects that
include:
• Painting the exterior of the building; project scheduled for October 14 - 22.
• Janitorial contracts; all toilet paper, paper towel, soap, and sanitizer
dispensers have been replaced to match all City facilities.
• Re -barking parking lot islands; this will be done the week of October 10 by
volunteers.
• Moisture barrier repairs; this project is scheduled to start the week of
October 10 and to be completed in approximately three weeks.
• Scheduling; scheduling of the building has been constant starting in June of
this year. Garrett has been working with YMCA staff to make sure we are
all on the same page.
• Staffing; Garrett has been working with HR to hire one full-time Site
Supervisor and three part-time Homecourt Specialists.
• Facility signage; Garrett is waiting on the final quote. We hope to have this
project completed within the next six to eight weeks but will depend on the
sign we approve and the time it takes to fabricate.
• Work with Finance to determine what items we wilt need to put an asset
tag on.
• Ali Aldape and Jeannette Sanchez have been extremely helpful when it
comes to invoicing, short term concessions permits, and insurances. As we
all know, they are amazing!
All projects are scheduled to be completed in October with the exception of
the facility sign but are weather dependent.
2. Fall Softball League - The Fall Softball league was completed on Monday,
September 19. Garrett has ordered all of the awards.
3. Fall Flag Football - The league has been running for two weeks now. This is
the first year we have three officials compared to two in the past to better the
league. We have also eliminated the part-time staff onsite to keep score.
Officials are now keeping score and the time of each game. The Recreation
Site Supervisor locks up all equipment at the end of the night.
4. Fall Volleyball League - We have 103 teams registered this year, which is the
largest fall season we have had. With the addition of Victory Middle School,

the Boys Et Girls Club, and the Homecourt, we were able to increase the league
and not turn teams away.
5. Fall Basketball League - This is the first year we have run the league in
September. Normally we begin in the last week of October. We have 30 teams
this year and hope to increase the league next fall.
6. 6th Annual Holiday Classic Volleyball Tournament - This tournament will be
held on Saturday, November 12 this year. It normally is on the first weekend of
December, but with the busy schedules around the holidays, we decided to
move it up to November 12. We will partner with the Meridian Head Start
program again.
7. 2016 Fall Activities Et Classes - Jake has been monitoring and overseeing fall
2016 classes that are being offered and taking place through our Fall Activity
Guide.
8. Winter/Spring Activity Guide - Jake is working in the production of our
Winter/Spring Activity Guide. Call proposal sheets from instructors are due to
Meridian Parks and Recreation by October 12. The Winter/Spring Activity
Guide will be released on December 9. Class registrations will begin on
December 12 with winter/spring activities/classes set to begin on January 2.
9. Scheduling for Meridian Community Center - Jake is scheduling activities and
classes that will take place at the Meridian Community Center during the
months of January through May. These classes and activities are part of our
Winter/Spring Activity Guide.
10. Sportsman Demo - Jake continues to work on the demo version of SportsMan.
SportsMan is a recreation software program that staff has been getting familiar
with for future use. He is working on the components of class input and class
registration as it relates to our department.
11. Active Senior Trips - This fall we took active seniors on two great day trips. In
early September, we took in a dinner and a show at the Starlight Mountain
Theatre. On September 9, we enjoyed a trip to the Baker Interpretive Center
and took in the history of the Oregon Trail and took in a live show and enjoyed
a Dutch oven dinner that was prepared for us.
12. Barn Sour -The 13th Annual Barn Sour was held on Saturday, August 20.
Sponsors for the 10k / 6K and 1 -Mile Fun Run included Pulse Running Et Fitness
Shop and Shu's Idaho Running Company. 19 Sports joined us with a $250
sponsorship for the end -of -race awards party and two season passes for our boy
and girl 1 -Mile Fun Run winners. That was added to a healthy 100% donated
prize pile that ensured nearly every participant left with something. The race

was a fundraiser for the Care Enough to Share youth scholarship program and
raised $869. Due to declining interest and a plethora of races in the valley,
this was likely the last time the race will leave the barn. One could say - it's
permanently soured.
13. Meridian Community Block Party - It was another successful year for the Block
Party. More than 40 community organizations and businesses participated in
the annual one -day event on Saturday, September 17, in Kleiner Park. City
support was strong with booths from the Anti -Drug Coalition, Police, and Fire
Departments. The Meridian Library District brought both its Book Mobile and
several activities from unBound including the 3D printer. Sponsors included:
Idaho Central Credit Union, The Village at Meridian, Boise Co-op, Westside
Body Works, and Meridian United Soccer. Trade and discount vendors included:
Rocky Mountain Roll, Saint Alphonsus Medical Group, and the Meridian Press.
New this year was the Talent Tournament. More than 20 performers competed
for the $900 in cash prizes. Motions Dance Team, Summerwind Skippers, and
Ethan Everest took 1St, 2"d, and 3rd place respectively. A non -formal survey of
participating businesses liked the updated event layout and reported making
worthwhile contacts. Nearly all participants had interactive displays, which
were highly enjoyed by Meridian families. Free activities provided by Parks and
Recreation augmented the booth activities with a climbing wall, balloon artist,
jump houses/slides, and bubble soccer.
Both news channels 6 and 7 did news stories that aired that day. Attendance
was on par with previous years. Additional marketing next year could help the
event grow.
14. Mayor's Youth Advisory Council/TAC/Trunk or Treat - MYAC is going strong,
and the Teen Activities Council has 36 youth participating. This year's event
ideas include hosting monthly social activities in addition to several large
signature events. Planning for Trunk or Treat is well underway. Renee has
secured a new presenting sponsor, and all 13 premium booth spaces have been
sold. This year the price increased to $200, but includes the added benefit of a
canopy, a table, and accessible power. We continue to take Trunk
reservations daily and are currently approximately half full of our total 120
capacity. Trunk spaces are free, and Renee expects they will fill to capacity.
The MYAC - Community Service Team will raise money during Trunk or Treat for
the Meridian Food Bank's Backpack program which serves 400 kids weekly in
Meridian and is currently $80,000 behind budget.

15. Disc Golf Fall Classic - Due to several factors, we have canceled the Disc Golf
Fall Classic. Expect to see this and the Barn Sour resurrected as new and
improved events next year.

• Downtown Business Decorating Contest - Throughout December
The Christmas Committee has reconvened and is busy planning for this year's
festivities which take place on Friday, December 2 and Saturday, December 3.
We are excited to be working with Lindsey Bowshier of Tribute Media, a
downtown business, for the Business Decorating Contest. Jo Greer is returning
to help with our Winterland Festival. That event has been moved out of City
Hall and into the new gym of the Boys 8t Girls Club.
