Fairview Avenue. The Proposal -- Summarized The proposal is for an eight -station fuel center with an associated kiosk to be located on the existing Supercenter parking area. All parking requirements continue to be addressed with the current site design. The only other minor modification is in connection with the garden center, which is anticipated to be relocated to the area originally identified on the site plan on the northwest side of the Supercenter. An illustrative site plan showing the relocation is attached. Procedural Items — Staff -Level Review As discussed by telephone, the application involves a conditional use permit modification and administrative design review. No development agreement modification is required to accommodate this request. The conditional use permit modification may be processed at staff level pursuant to Meridian City Code ("MCC') Section 11-5B-6.G.2 as a minor modification. We have reviewed the minutes of the original hearing on February 15, 2000 and find no evidence that a fuel center was the subject of review during the original public hearing. In addition, the proposed fuel center does not increase the overall shopping center's square footage by more than 20%, all parking and landscaping requirements are met, and we can identify no adverse impact on adjacent properties.. First, the specific use standards identified in Section 11-4-3-20 of MCC have been met. The height of the canopies does not exceed twenty feet and all vehicle stacking is accommodated within this site. We have provided over sixty (60) feet of vehicle stacking in the eastern exit of the site and have provided striping to delineate the exit and inbound lanes. The use will be attended by an operator who will be located within the 1,481 SF kiosk identified on the site plan. The proposal is to modify the existing conditional use permit. The proposed fuel center satisfies applicable CUP requirements. The site is large enough to accommodate the proposed use and no dimensional variances have been requested. The proposal is located in an existing commercial development and is harmonious with the Meridian comprehensive plan. The design and operation will be compatible with the area as, again, it is part of an existing Wal- Mart Supercenter. Appearance and operation will be consistent with existing operations. There will be no adverse impact on the area, nor will there be excessive production of traffic, noise, smoke, fumes, glare, or odors. In fact, the use will serve an existing customer base and the anticipated net impact on traffic will be trip capture. We are aware of no issues with public services given the project is part and parcel of an existing Supercenter use. Finally, the proposed fuel center meets or exceeds the intent of the City of Meridian Architectural Standards Manual for purposes of administrative design review. The proposed building elevations provided show a design that is compatible with existing and adjacent land uses, which include, primarily, the Wal-Mart Supercenter. There is cohesion of design when comparing this project to the dominant adjacent use. Building scale and building form are also complementary to existing uses. Architectural elements are compatible and align with the existing Wal-Mart Supercenter. As shown in Tab 2 of the attached application materials, the proposed building elevations ensure compatibility with surrounding buildings and uses. As you will recall, during our discussion on July 20, 2016, three particular items were discussed with regard to the proposed building elevations. One was the color scheme, which has been modified to match the existing Supercenter. The building is now the same color as the Supercenter, while the canopy has the prototypical blue that is found on the existing pylon sign. You had also mentioned the smooth -face CMU that was shown on the original plans. That has since been replaced with 4"x16" brick.
