CRFP- First deposit of revenue in a long time! Republic Services presented a check for $1070.87 from commingled recycling revenue due to a small uptick in secondary markets. Discussion whether or not it will be short term uptick because it already is slightly down. The CRFP also received a donation of $470.61 from Public Works week. Total balance in the Fund is $3797.32. Noted that in order to spend any money from this Fund SWAC is required to receive spending authority from City Council. Question posed to Commissioners from Commissioner Pogue: Would SWAC like to adopt a project to return some benefit to the community now or hold off until the Fund grows more? Suggestions were taken: Park Solid Waste Advisory Commission Meeting — August 24, 2016. Page 1 of 1 bench/art piece, or bags/handouts for more outreach events. Commissioner Pogue will try to attend the next Arts Commission meeting on 9/8 to get their feedback on a joint effort. B. Hand in Hand We Recycle! Program: 1. Bookmarks were handed out to commissioners and during the Dairy Days Parade. They have been placed in strategic locations in City Hall and at the Meridian library. 2. Discussion on how do we get the word out on the mobile unit as well as for clean recycling, 3. Republic Services provided a demonstration as to what is considered contamination when talking recycling materials. Commissioners did very well overall although there were a lot of questions. 4. The first load failed to return any revenue due to contamination. The 2nd load is full in the cardboard section, 2/3 full for newspaper and magazines, plastic looks highly contaminated, aluminum is very low. Extra cardboard is having to be discarded in other containers at the Transfer Station which is too bad. Discussion whether or not to change the material being collected to % cardboard and % mixed paper instead of trying to capture 4 streams given varied deposit rates and contamination. Discussion that if Program is reduced to 2 streams then SWAC can focus on educating public what is clean corrugated cardboard and mixed paper. Maybe achieve better return. Focusing on educating about contamination will help the commingled program as well. Signage is needed for what corrugated cardboard is. Motion to change to cardboard and mixed paper passed. Republic Services will coordinate the change after the 2nd load is deposited at Western. Marketing will have to be updated. Commissioners Cory and Pogue will work with Kaycee Emory and report back. 6. New Business A. Ada County SWAG -Update Steve Cory reported that Boise hopes to bring its collection of grass and compostable waste program on line in 2017. The cost will be $3.40/month for participating households, $8.40/month for nonparticipating households. The cost to Republic Services is $5.60/household. This represents a substantial subsidy by Boise's Enterprise Fund. Boise is thinking that other cities may be able to participate in a few years if desired. The biggest persistent problem is herbicides. They wreck compost and make it completely unusable. It will require a lot of education to eliminate. Solid Waste Code Republic Services requested moving up the Commercial Early AM collection time from 5 AM to 4 AM citing numerous reasons for the need to do so (more schools, hard to get them done by 7 AM, more divided medians and other delivery vehicles slow down collection, other cities begin at 4 AM. MCC 8-1-8.13.1 would have to be amended. Sergeant Parsons expressed concerns that this would create more complaints. Asked SWAC to hold off a month from deciding and invited Councilwoman Milam and Republic Services to attend the next leader's meeting at MPD to discuss it. SWAC agreed to continue it. Councilwoman Milam asked for complaint data to be provided. C. Multifamily Households No recycling is available at multifamily households due to trash container standards limitations. Discussion whether or not those standards should be amended to allow for recycling containers and how the process would work to accomplish the amendment. Landfill Rate -of -Fill and Estimated Fill Date Ted Hutchinson presented information regarding the rate that space is being "consumed" at the Ada County Landfill and provided the estimated date that the Ada County Landfill is anticipated to fill to capacity. As Ted mentioned, annual landfill space consumption is not simply tied to area population growth. Economic conditions, especially those affecting new and existing residential and commercial construction, can dramatically increase or decrease the annual amount of waste being delivered to the landfill. During the past ten years (2005 — 2015) the landfill annual rate of fill has ranged from a high of approximately 900,000 cubic yards (2008) to a low of approximately 400,000 cubic yards (2010). For the last full fiscal year (2015) the amount of space consumed at the landfill was approximately 670,000 cubic yards. Using the most up-to-date area growth and economic information, Ted estimates that the Ada County Landfill will fill to capacity around 2085. VI. Landfill Space Replacement Costs Ted Hutchinson gave a comprehensive presentation regarding the cost to replace or develop capacity at the Ada County Landfill. These costs can change from one stage of landfill construction to another due to: new infrastructure construction requirements (i.e. roads, leachate management systems, storm water managements systems, plus upgrades to existing infrastructure), soil excavation quantity requirements (some stages of landfill cell construction require the excavation of significantly more soil, per cubic yard of landfill space developed, than other stages of landfill cell construction), etc. To date, development expenditures have averaged approximately $6.40 for each cubic yard of capacity constructed in the newest section of the Ada County Landfill (North Ravine Cell, Stages 1 & 2). VII. Cooperative Education Process to Reduce Contaminants in Recyclables and to Increase Quantity of Recyclables Collected Steve Cory presented a variety of ideas for consideration that, if adopted, would encourage this area's communities to coordinate with each other in order to enhance public outreach efforts in regards to minimizing the contamination of recyclables that are placed curbside for collection. In addition, Steve encouraged the same type of coordinated effort in order to attempt to increase the quantity of recyclables that are set out for collection. During this presentation, it was noted that Republic Services, being the largest collector of recyclables in this area (Mountain Home to Caldwell), might want to take on the role of "recycling program facilitator" in order to encourage the various area communities to standardize recycling outreach programs. Vill. Other Business In response to a question, Steve Burgos stated that curbside green waste collection within the city of Boise was an idea that had supporters and detractors. Steve also stated that at this time, due to the limited amount of information available to him, he was unable to discuss the curbside green waste collection idea with the SWAC. Lyn Call shared that Ada County Billing Services had placed an insert in the most recent trash bill mailers (unincorporated Ada County customers). The insert highlights services available to trash customers and provides guidance regarding material that should be set out for recycling. IX. Next Meeting Date The SWAC determined that July 6, 2016, would be the date for the next regular SWAC meeting. This meeting will be held in the Ada County Operations Department Room from 11:30 a.m. —1:00 p.m. X. Artists on the roster will have the opportunity to not only help bring individual works of art to life but also create an enduring collection that will unify neighborhoods and community parks. The skills needed for this position; creative design, meticulous craftsmanship, solid outdoor fabrication, practical experience with permanent materials, and teamwork with design professionals; are skills that I have been employing on many individual installations internationally. My own personal expression of art is contemporary metal sculpture. These works are often inspired by natures clean flowing lines and natural forms. The materials I work in most often are aluminum and stainless steel which is extremely versatile for lasting outdoor installations. My 20 years of professional fabrication have given me the experience to work within a designated budget efficiently with the materials best suited for the setting. I am very quality -oriented, take pride in my workmanship and am confident in executing various projects on time and in budget. My fabrication skills, honed for many years in the aerospace industry, have allowed me to collaborate with a number of Boise's artists in creating multiple public art installations for our city. I am often the top pick of architects, artists, designers and engineers to bring metal visions to life. I have been the "go to" metal smith for Mark Baltes, Anna Webb, Reham Aarti, Stephanie Inman, Leslie Dixon, Susan Madacsi, Trademark, and Forge Signworks as well as for the City of Boise to help maintain existing artwork. Collaborating with artists has allowed me to lend my expertise in design approach, materials, and fabrication methods to projects in order to make sound permanent outdoor installations. These projects often require working with architects, contractors, engineers, neighborhood associations and city planners in a team effort. The resulting art is a combination of artistic vision, solid craftsmanship, and careful integration of the piece in the natural setting. These collaborations have also given me the experience of designing with artists who use mediums different than my own, opening up the possibilities for presenting different kinds of public art. I believe that my own artistic vision, years of professional fabrication and my local collaborative working experience combine to make me a unique candidate. I can easily flow from working with the team professionals in creating a unified artistic direction to creating enduring artistic components.
