Preliminary Plat
Dear Sonya:
On behalf of JU, Inc., we are pleased to submit the attached application and required supporting documents for
a preliminary plat for Logan Creek Subdivision. Please consider this letter the required project written narrative.
Logan Creek Subdivision comprises approximately 21.8 acres and is located north and east of the E. Amity
Road/S. Eagle Road intersection. Details on the two (2) existing individual properties comprising the project are
as follows:

These two (2) properties are currently in the unincorporated area of Ada County and carry the RUT zoning
designation. JU, Inc. is in the process of accepting the previously approved Nesting Swan Ranch Subdivision
Development Agreement which covered the property. It is our understanding the properties will be annexed
from the unincorporated area of Ada County to The City of Meridian with R-4 zoning once JLJ, Inc. executes the
approved Development Agreement.
The attached preliminary plat offers 70 residential lots and 18 common lots for a total of 88 lots. Gross density
is 3.21 units per acre, which is in conforms to the R-4 zone.
The total qualified open space provided for the project is 2.5 acres which exceeds 10% of the 21.8 acres gross
area. The open space provided consists of areas adjacent to arterial roadways, landscape buffers, and other
qualifying landscape open space areas.
The site takes primary access from E. Amity Road, via S. Martinel Lane, currently a private street. Martinel Lane
will be upgraded to a public street and extend through the Logan Creek Subdivision connecting to Martinel
Avenue within Shelburne Subdivision to the north. Direct access for lots adjacent to E. Amity Road and S. Eagle
Road will be prohibited. Lots within Logan Creek Subdivision will take access from local streets within the
project; several lots will share common driveways. Ten foot minimum width landscape buffers are provided
where abutting access is prohibited.

The property has shares within the New York Irrigation District where the delivery system is managed and
maintained by the Boise Project Board of Control. Existing facilities will be utilized and improved to provide
pressure irrigation to the project. The irrigation entities have been contacted and details for a formal design are
in process.
The attached preliminary landscape plans have been prepared by Jensen Belts Associates. Where ever possible
mature trees will be retained.
We are not aware of any concerns relative to public services; the project is within an area planned for future
residential development. Logan Creek Subdivision will not create excessive additional requirements at public
expense. Additional services will be supported by property taxes and/or fees paid directly to service providers.
There is no known health, safety, or environmental issues that currently exist or that will exist as a result of this
development.

We are submitting this Development Agreement Modification to the original project name
of Nesting Swan Ranch Subdivision. The developer has changed and a new plat is now
proposed by applicant Jaynes L. Jewett called Logan Creek Subdivision and attached herein
below. We are submitting this modification to be in compliance with the required R-4 zoning
of the property and we would like to modify the existing Development Agreement Provisions
per the proposed modifications in strike-out/underline format attached herein below.

1.1 Site Specific Conditions of Approval
1.1.1 A Development Agreement (DA) is required as a provision of annexation of this property.
Prior to the annexation ordinance approval, a DA shall be entered into between the City of
Meridian, the property owner(s) at the time of annexation ordinance adoption, and the
developer.
Currently, a fee of $303.00 shall be paid by the applicant to the Planning Division prior to
commencement of the DA. The DA shall be signed by the property owner and returned to
the City within two (2) years of the City Council granting annexation. The DA shall, at
minimum, incorporate the following provisions:
a. Direct lot access to S. Eagle Road and E. Amity Road, both arterial streets, is prohibited
in accord with UDC 11-3A-3, except for emergency access only as dept ed en the plat.
b. Future development of this site shall be generally consistent with the ^Fa,
preliminary plat , and building elevations as submitted with
the preliminary plat application depicted Exhibit A and the requested modifications
included in this report.
c. The rear of homes on lots that face S. Eagle Road and E. Amity Road shall
incorporate articulation through changes in materials, color, modulation, and
architectural elements (horizontal and vertical) to break up monotonous wall planes
and roof lines.

The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.

UDC I I -5A-5.
